The proposed changes are as follows:
Amend Article XXVIII, Section 2, as follows:
Commencing the effective date of the compensation period as defined in Section 1 of the Article,
the City shall increase the pay of all officers by two and four -tenths percent (2.4%) at the
beginning of fiscal year 2016-2017, and further by two and four -tenths percent (2.4%) at the
beginning of fiscal year 2017-2018, and further by two and six -tenths (2.6%) at the beginning of
fiscal year 2018-2019.

Re: Approval of PLRO tentative agreement
Introduction:
The December 15, 2015 agenda will include a consent agenda item approving tentative agreement
negotiated between the City of Iowa City and the Police Labor Relations Organization (PLRO) of Iowa City.
History/Background:
The current PLRO collective bargaining agreement expires June 30, 2016. The City participated in collective
bargaining with PLRO in accordance with Chapter 20 of the Iowa Code. After exchanging initial proposals on
October 1, 2015 and October 15, 2015 the parties reached a voluntary tentative agreement in a December 8,
2015 bargaining session. In 2014, the City reached a voluntary five-year settlement with the AFSCME union
which included wage and insurance settlements through FY2018, with a re -opener for wages and insurance
only for FY2019-FY2020.
Discussion of Solutions:
The PLRO agreement was voluntarily settled for a term of three years and includes wage and insurance
settlements mirroring the AFSCME settlements for FY2017 and FY2018 and an FY2019 wage and health
insurance settlement.
The wage settlements provide for across the board increases of 2.4% in FY2017, 2.4% in FY2018, and 2.6%
in FY2019.
The insurance settlements include the following changes over a three year period. Again, the FY2017 and
FY2018 settlements mirror the terms negotiated in the existing AFSCME collective bargaining agreement.
The City's collective bargaining agreement with the Iowa City Association of Professional Firefighters, AFF
Local #610 also expires on June 30, 2015. The City and Local #610 exchanged initial proposals on August
27, 2015 and September 10, 2015. The parties participated in an October 22, 2015 collective bargaining
session and will meet again on December 15, 2015 to continue negotiations.
Recommendation:
Staff recommends that City Council approve the PLRO tentative agreement.

Hello Iowa City City Council Members,
My name is Laura Jackson, and I am an intern working with The Community Transportation
Committee (CTC). The CTC is a coalition of community organizations, employers, and community
members dedicated to expanding transportation -to -work options in Iowa City, Coralville, and North
Liberty. Providing more transportation options benefits the local economy by providing an adequate
workforce and promotes self-sufficiency for community members who need transportation.
I am contacting you, because the CTC believes that public transportation should be a priority in the
upcoming Iowa City city council strategic planning meeting on November 3oth. Many social service
agencies and community members have expressed that lack of adequate transportation is a barrier to
obtaining and maintaining gainful employment. The CTC is currently collecting data from community
members in a survey about public transporation's impact on employment, the results of which we will
share with the city council when data collection has concluded. The main barriers which have been
expressed so far are listed below.
Barriers to Employment:
Early morning and late night: Buses do not run before 6 am or after io pm Monday through
Friday, and buses do not run before 6 am or after 7 pm on Saturday (i.e. if working third shift, no
public transportation)
Gaps: Buses run only once per hour after g am, and buses do not run on Sundays
Intercity: Buses do not run frequently enough between Iowa City/Coralville and North Liberty
Expresses: Buses can take too long to get to work on time even if riding the earliest bus
Safety: Not enough bus stops- can be unsafe to walk long distances to nearest stop
Please consider public transportation a priority in the city council strategic planning meeting, and do
not hesitate to contact us with any questions you may have. We appreciate your time and

Hello City Council members,
I am a journalism student at the University of Iowa and I am currently working on a story for class which I
am hoping to speak with some of you about.
Almost two years ago (in January of 2013) there was a petition brought before the Iowa City, City Council to
ban drones, red light cameras, and license plate readers in Iowa City. The petition passed and the mentioned
tools were banned. However, the petition was only for two years and thus in the fast -approaching 2016 it will
be possible for these tools to be allowed in Iowa City.
I am working on a story examining the likelihood of these tools being brought into Iowa City after the ban
has expired and the results other cities have had after using such tools. I am wondering if any of you would be
willing to speak with me on this matter. The story will be for a class with a due date of mid-December, but
could have a chance of being published at a later date.

Dear City Council,
My name is Sam Lustgarten and I'm a doctoral graduate student in counseling psychology. Today, I'm writing
you with information about difficult rent prices and increases occurring on the University of Iowa's land at
Aspire at West Campus.
In August 2014, new buildings were built, rented, and students began to move in. The apartments were
constructed on university property — leased to a management company, Balfour Beatty Realty Group, for $1.
Three-story complexes filled the west campus area it was bequeathed an elite title of "Aspire at West Campus."
Suddenly, once subsidized and public buildings became private.
Overnight, leases went from $435 to nearly $900 for 1 -bedroom apartments. Similar rises were seen in 2 -
bedroom apartments. With an over 100% increase, those that previously lived in the university -subsidized
housing largely left. The groups were predominantly people of color, international students, and young families.
They couldn't afford the new leases nor their terms (from month-to-month to yearly).
The playgrounds disappeared and beautiful new cars rolled. Aspire became a playground for young
professionals (many getting paid full five -figure salaries) moving to Iowa City, rather than the student body that
was originally intended.
As graduate students, we have fixed budgets and stipends. They are vulnerable to sudden market shifts.
Recently, the COGS Union scored a large win for graduate student salaries. This year, they negotiated a I% pay
increase along with full tuition scholarships for graduate student employees. Remember, these are people
working for the university —just like faculty and staff. And next year they arranged for a 3% pay increase. In a
low inflation environment, these increases are deeply meaningful and significant for this population.
Unfortunately, these increases might not reach graduate students pockets; especially those living at Aspire at
West Campus. The building management company intends to raise monthly rent for everyone. Much of the
negotiated funds will be lost to these exorbitant new costs.
For 1-bedroom/l-bath apartments, the new "market rate" will be $959. Two-bedroom/1-bath apartments will be
$1039. Finally, and most astoundingly, 2-bedroom/2-bath apartments will now be priced at $1239.
Every single price represents an over 100% increase in rent between the old, university -managed Hawkeye
Court and the privately -managed Aspire at West Campus. Same location, same bus route, same free parking,
same services included. Nothing is different except the ownership.
A common rule for renters is to never pay more than 30% of your income on rent
(httv://www.refinOL29.com/sl)ending-on-rent). In other words, you should annually make 40X one rent
payment. When I divide my after-tax salary of $18720 by 40, I'm left with $468 for rent every month. At the old
Hawkeye Court University Apartments I paid around $450 per month. The budget worked and the university
understood my particular predicament.
Now, everything has changed. The private company, Balfour Beatty, which operates Aspire at West Campus on
public university land, will begin to charge $959 for new 1 -bedroom tenants.
As an incoming graduate student without a social network or strong sense of the community, you'd be spending
61.5% of your income on rent. Over the course of a 5 -year PhD program, you'd spend $57,540 on rent alone.
Today, the university and Iowa City community has a chance — an opportunity to better graduate students' lives
and take action. We must advocate for change, representation, and a check on the realty group. We need rent
control and price restrictions on the Aspire apartments. At this point, their "market rates" do not afford students
an opportunity to live modestly and in budget. Just as graduate students receive pay raises, their funds will be
usurped by these market barons. They will be pushed out of the communities they were told they could afford.

Dear Council Members,
I recently moved to Iowa City to attend a residency program in orthodontics at
The University of Iowa. I am writing because I have noticed quite a lack of
pedestrian cross signs surrounding the dental school and medical campus. There
are crosswalks, but not signs to cars to tell them to slow down for pedestrians.
With all the hills, this makes crossing the street extremely unsafe and, despite the
fact that I look both ways every time I have noticed that cars absolutely do not
stop to allow me to cross the street. There are two areas in particular I would like
to mention: the crosswalk between Lincoln Avenue and Newton and the
crosswalk between Woolf and Newton.
Prior to living in Iowa City, I spent 5 years in Richmond, Virginia and grew up in
Ann Arbor, Michigan - both cities with ample pedestrian crossings and where cars
are made to allow people walking to have the right of way.
I mention this to you because I am seriously concerned for the people on the
medical campus - I am sure there is going to be an unfortunate circumstance, for
myself or another person, as there is no reminder to vehicles to slow for
pedestrians. I have loved my time so far in Iowa City, but this situation makes me
very uncomfortable and I wanted to bring it to your attention. I do hope you'll
consider a crossing sign for pedestrians in these 2 spots, or at the very least, put
up a sign instructing cars to yield - and perhaps enforce these signs with police
patrol for some time after the signs are placed.

Thank you for your email dated December 8th to the City Council.
The City of Iowa City Engineering Division is aware of your concerns with sediment discharging into Ralston Creek from
the Silver Slope — Part Two residential development. The City investigated your initial complaint in October and notified
the developer and the contractor that the site was out of compliance with the conditions of their Stormwater Pollution
Prevention Plan (SWPPP) which is required by their DNR NPDES Permit and the City Construction Site Runoff Permit.
The Iowa Department of Natural Resources (IDNR) subsequently investigated the matter on October 28th, 2015 and
issued a Notice of Violation (NOV). The NOV in particular identified that the curb inlet and basin outlet structure
protections were out of compliance. These items were addressed in response to this inspection; however, it appears
that maintenance is necessary.
The site has been re -inspected by the City. Several items that are out of compliance were noted and will be detailed to
the developer in a NOV issued by the City. The growing season is over for any type of ground cover to be established
before Spring. The developer will be required to establish some temporary cover with mulch, establish additional silt
fence and do maintenance of the protections around the basin outlet structure for protection during the Winter. The
permanent cover will then be established in the Spring.

Greeting City Council,
My name is James Goodrich. I reside at 3122 Juniper Drive Iowa City, Iowa. Ralston Creek runs through the north side
of my property. There has been considerable sediment discharging into the Ralston Creek from the Hieronymus storm
water retention basin located on the northwest corner of the development. I acknowledge that silt fence has been
installed around the retention intake structure; however, the issue has continued to persist. Once the area has a chance
to vegetate this spring it may resolve the problem but until then there is significant silt that has continues to discharge
into the stream. Hieronymus has not returned my calls regarding this issue. I consider this an irresponsible action of the
developer and their contractor and likely does not satisfy the conditions of the NPDES permit assuming one was
obtained prior to site development. I would very much like to have this issue resolved prior to the next storm event.
Please also note that this is the second time I have brought this to the attention of the City of Iowa City. I c ontacted
Jason Havel in engineering last October and the DNR in November.

Support for Road Diets in Iowa City
Dear Council Members,
I strongly support the City's plan to implement road diets on First Avenue and Mormon Trek. There is
overwhelming evidence that road diets improve safety for drivers, bikers, and pedestrians. Road diets not only
reduce the number of collisions, they also help foster healthier lifestyle for residents by encouraging commuters
to walk and bike instead of drive. For those concerned about driver delay and traffic, it is important to
understand that the benefits of improved health and safety far outweigh marginal inconveniences for drivers.

Subject: A new order
Dear Honorable Municipal Leader,
I write to you in regard of an idea greater than myself, for which I would like to propose to you. Humanity as a
species is being pushed to the brink of environmental and economic collapse, on an extinction level; by forces
of our own making. In order to guard the remaining life of this planet; we must organize a force of creation to
counter these forces of destruction.
The United Federal Republic (UFR) is that force. It is the culmination of humanity as a united species and the
unification of our global community. It is a non -hegemonic, nonconforming collective that preserves all
cultures; and connects all peoples of the nation, and world, together in a single arena. In order to deal with local
and world issues diplomatically and expediently. The goal of the UFR is to establish a system that can
responsibly and quickly complete the transition from our current type zero level of civilization complexity. Into
a type one civilization. This transition will re-create the very foundation and notion of human life. But will
preserve the past as it progresses.
If the Conference of mayors organizes with the federal government to hold a constitutional convention. And if
there is coordination with the state and national leagues of cities, including cities in U.S. territories; as well as
any and all First Nations and tribes. We can create a strong polis system for every community, dissolve the state
structures; and birth the establishment of the United Federal Republic. Using the conference of mayors as city
representatives in a transitional federal congress. New elections will have to be conducted on the federal and
local levels. Redistricting will be required to remove gerrymandering. Along with the removal of the party
system and Electoral College. Massive economic restructuring will have to occur to secure self -sustainability in
every community. Along with the development and addition of a Second Bill of Rights including Food, Water,
Energy, Infrastructure, Knowledge, and Productive Abilities. As well as the immediate creation of government
backed public works programs for the construction of national interconnected communication and
transportation between every community.
Should any violence occur; the National Guard and police must be directed towards securing all critical and
high level infrastructure; as well as protecting the safety of the entire population from rouge elements. Not
protecting commercial or financial industries, and trying to bust peaceful assemblies and gatherings. The role of
these forces must be to ensure the security of persons; which requires protecting the population and legitimate
infrastructure. Guardianship of the communities; not forces of "Order". The unification of the UFR is required
to make secession, separation, civil war, rebellion, nullification, and rouge attitudes obsolete.
Time will decide to honor or vilify you for your actions; either path you choose will immortalize you forever in
human history. Choosing the idea of the UFR would offer positive results. Failing to act or rejecting the
proposal will have negative outcomes. I wish to inform you of the reality of nearly I00million people who were
born after 1984 in this country alone. This is the largest generation in history. And many are angry and restless
with the status quo. In addition to this, the Pentagon, the President, and other high-level institutions and
individuals have deemed the environmental catastrophe an immediate risk to national security. The
environmental collapse is strongly associated with an economic collapse. Intolerance is also a direct threat to
national security. These threats to national security deem it necessary for restructuring on a large scale towards
ensuring the security of persons to all. A massive public tribunal is required to properly investigate, prosecute
and make detailed recordings of the intolerant groups, current Federal, State, and municipal governments,
departments, and agencies; all corporations, companies, and industries. Religious structures and groups, social
institutions, and any remaining grouping or institution. For the need to establish a new Code of Law; and
remove corrupt, hostile, or negative self/special interests. As well as preserving knowledge that can be passed
on to new generations and systems. Failure to act will lead to more and more communities and cities igniting in
civil unrest; as well as destruction by climatic forces. If you have self-interest or special interest in upholding
the status quo; there will be consequences that will impact you the more you perpetuate those interests. I hope
this will make you reevaluate your notion of upholding those interests. History honors those who can identify
and correct their errors.
In a population of over 330 million, we all have made mistakes; and we all contributed to our present
problems. But you have the ability to change things in ways that most will never have the opportunity to. I call
upon you and your community to join together in creating this vision of the future. The following links detail

out to The Crisis Center. Low wages that prevent making
ends meet, the stress of personal or professional relationships, high
rent costs that eat up monthly budgets, the rising costs of food and
fuel, a mental health diagnosis, flooding and other natural disasters,
loneliness and social isolation. Inside we've highlighted the impact
our programs, staff, board of directors, and over300 volunteers and
donors made last year in the lives of our neighbors in need.
• Ayoung Iowa City mother encountered a problem with SNAP
(Supplemental Nutrition Assistance Program) this summerand she
credited The Crisis Center for helping to keep her children fed. Shewas
truly grateful for the assistance and she shared this message via social
media: "I tell you this place kept my kids from starving for the months
I had lost my Foodstamps and was fighting to get them back. And they
hel ped rescue us when another problem arose. We appreciate what you
helped do!"
• This summer community members helped to purchase 320 fans with
our'FanClub'program. These fans kept JohnsonCountyfamiliesalittle
coolerduringthe hot summer months.
• Without housing and utility financial assistance, a single man who
lost his job could have lost his housing; a couple who just had a baby
could have had their water disconnected; and a single mother of three
who lost herjob could have had her electricity disconnected.
• A single mother came to The Crisis Center seeking Emergency
Assistance after her hours at work had been cut. She had limited income
for two months and during this time, she fell behind on her water bill and
her services were shut off. Her and her child were forced to move in with
friends. Upon coming to The Crisis Center, she had just started anewjob.
Through assistance from the Common Fund, she was able to reconnect
her water services and move herself and her child back home.
• In September we held a'Veteran's and Suicide' forum at the Iowa
City Public Library. The panel provided terrific insight and personal
experiences regarding this important topic.
• In October we featured stand-up comedian David Granirer in a
special event called 'Stand-up For Mental Illness'. David's program
teaches stand-up comedy to people with mental illness or mental
health issues as a way of building confidence and fighting public
stigma.
• The community held toilet paper drives and donated thousands of
rolls to people in need during the month of October for 'TP The Crisis
Center'.
• The 27th annual Project Holiday served holiday meals to more than
4,000 community members in need last December. That's more meals
than ever before and that means we need more donations than ever
before. We are gearing up for the 28th annual Project Holiday and we are
in need of tag location and volunteers to assist with the effort.
