ITEM 2. HARRISON STREET PARKING FACILITY - RESOLUTION APPROVING PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE
CONSTRUCTION OF THE HARRISON STREET PARKING FACILITY PROJECT.

Comment: This parking facility is being constructed by A&M Development (McComas
Lacina Construction) pursuant to a Lease Purchase Agreement that was approved by
the City Council on June 16, 2015 following a public hearing on the proposal to
authorize a lease purchase agreement payable solely from parking revenue in an
amount not to exceed $16,000,000. The Preliminary Plans and Specifications were
attached as an exhibit to the Lease Purchase Agreement and on file with the City Clerk
at the time of the Council's approval. The final plans and specifications provide
additional detail as necessary for construction but no significant changes have been
made from the preliminary plans. The final plans and cost estimate of $15,243,572
have been approved by staff. By law, the parking facility is not considered to be a
public improvement project for purposes of the public bidding requirement but a public
hearing must be held on the final plans. The Council has also approved a
Development Agreement with A&M Development for the Sabin Townhomes, which will
wrap around the parking facility.
