To the Hon. Mayor and City Council,
Warm greetings of the season -- and congratulations to our newly elected members!
There have been several occasions when I've felt compelled to report patrons of the ICPL to the library staff --
because these unfortunate persons were making a stink sufficient to stun a herd of oxen.
I worked for Human Services in the last century and continue to get drummed into service as the need arises and
so...
Spoke to Officer Schwindt, the Crisis Line (which handles info & referral), the Shelter and the Rec Ctr.
Determined that said individuals can shower and launder their clothes at the Shelter -- but that's way over on the
south end of town.
They can shower for free at the Rec Ctr, and only need a free Iowa City ID to do so. No laundry services are
available.
And that's about it, so far as I know.
Well, all this had me thinking about the larger picture and so I was intrigued by stories of successful programs
in other cities.

I have several friends that use the park. They would like to see lights at the park so they could use the
park after work. They also need lights for competition events that would bring revenue to the city.
Broke Folk is an upcoming company here that had a successful tournament at the park this fall, and
with lights and vendors, there could be more. Thank you.

Dear City Council Members,
I understand that the projected dollar amount of the general obligation bonds the owners of taxpaying parcels in Iowa
City will be required to repay for the Gateway project has more than tripled in recent years so that it now totals
$17.875 million in the fiscal year 2017 Capital Projects Fund Budget with a total expense projected for the project
itself of in excess of $54 million.
This is more than the amount of federal grants for the project.
The reconstruction of Dubuque Street is going to be grossly inconvenient for a long period of time and create
traffic problems of its own.
The Foster Road Extension and redirecting of traffic would solve the problem of where traffic could go in the
event of any flooding. You could also consider alternative modes of transportation.
City staff could consider whether the local option sales tax monies directed to this project could be more
creatively and better applied elsewhere.
Total costs are not even yet in for the Gateway project so the expense could be even greater—a review of the
history of this project would show that its projected expense has increased by millions since it first came under
review.
Given the significant and overwhelming increase in expense to those of us who pay property taxes, I'd ask that you
reconsider the scope of this project, and indeed, whether it should take place at all. Pursuing this project in its current
form does not seem to be a "strong towns" approach.

Please find attached to this post a copy of a column we wrote that appeared in the December 4 issue of the Press
Citizen. You will find that the majority of the suggestions in it are simple changes in policy. After we wrote the
column, we got several responses with the suggestion that the Council also be asked to require all monies
confiscated by the ICPD be put into a designated fund for spending at the Council's discretion, rather than
allowing these monies to be in a fund within the police department.

A New Council Wish List
In addition to following up on the issues raised during the recent election
campaign, here is a list of actions the new City Council should consider taking in the
months ahead:
--Allow public input at all informal meetings. Important decisions are made then
and only later, during the legally required formal meetings, are public comments allowed.
This makes public hearings an exercise in futility for citizens.
-- Broadcast the informal meetings_
--Amend the City Charter to comply with the Initiative and Referendum
petitioning process as set forth in Chapter 362.4 of the Iowa Code. This change would
require the number of signatures of eligible electors on petitions to be equal to 10% of the
number of voters in the previous City election. Currently, the requirement is 3,600
signatures.
--- Send to all homeowners, landlords and property managers a mailing detailing
the harmful effects of spraying pesticides and request that pesticide -containing lawn
chemicals be avoided in order to improve water quality and public health. A substantial
reduction of pesticide usage would help restore bee, bird, and butterfly populations and
aid in the prevention of future life threatening diseases in children and pets, such as
cancer and hormonal and nervous system disorders.
-- Warn the public via public service announcements and the City web site about
the devastating effects of the loss of ash trees due to the Emerald Ash Borer. When
thousands of trees are killed in a short time, the City's appearance will be very different;
included should be suggestions for what property owners may do to the trees on their
property to aid in combating EAB.
--Strengthen the tree ordinance to require a diversity of species to be planted, and
mandate maintenance of newly planted trees for two years. Species diversity would help
avoid another EAB type of disaster.
--Reduce the Planning Department by one or two employees to reduce the number
of projects that are not essential and free funds for use elsewhere — for example, upgraded
maintenance in Parks and Recreation or for a permanent wet shelter for the homeless;
--Refuse to approve any more Edward J. Byrne grant proposals and discontinue
Iowa City's participation in the Drug Task Force. Because marijuana is by far the most
commonly used drug, the work of the Task Force gives many people needless criminal
records, while legalization, decriminalization, and medical usage are happening all over
the nation.
--Revisit Jim Throgmorton's proposal to make possession of personal use amounts
of marijuana subject to citation, not arrest, under City ordinance and by Council vote
inform the police that citation under that ordinance is the preferred procedure.
--Don't pave or asphalt the pedestrian plaza; use permeable pavers to reduce
storm water run off.
--Pass an ordinance requiring developers to leave the topsoil on land in new
developments to help stop storm water runoff and make it considerably easier for
homeowners to undertake gardening and landscaping. Cedar Rapids Council is currently
considering this step.
--Promote rain gardens, permeable paving and rain barrels to help prevent
flooding by reducing run-off.
--Negotiate a settlement with The Moen Group to give all concerned a piece of
the pie:
Give the Moen Group the original parcel with the right to build to 75' and receive
a TIF equal to their investment to date. This arrangement would preserve Chauncey Swan
Park, and the Farmer's Market can continue uninterrupted. The City would get taxable
commercial property with a height proportional to buildings around it to the east, and
Trinity Episcopal will receive the sunlight it planned for when it remodeled.

This is to notify you that your mobile vending permit for Pop's Italian Beef has been revoked
pursuant to Section 10-3-5E of the City Code effective immediately.
The mobile vending permit requires that you have all the necessary permits required by the
Johnson County Department of Health. The Johnson County Department of Health has
informed the City that the County has revoked your food permit. Without the County's food
permit, you cannot operate a mobile vending cart.

Subject: appeal of mobile vending license revocation
Marian,
We received notice from Jann Ream that our mobile vending license has been revoked because the health
department license was not renewed in time. We were out of town dealing with some important family issues
and it expired before we returned to town. We spoke to Sue Dulek regarding what our next step is in order to
get it reinstated. She said that we were to notify you in writing of our desire to appeal that decision. It was
unclear as to whether an email would suffice or a written statement delivered to you was appropriate. We have
never had any violations with our city license or health department license in the 11 years that we have been in
operation. We are hoping that once the health department has made its final inspection the license would be re-
approved by the city. Jann is out of town until Monday, so Sue said she will not add this to the city council
agenda until she speaks with Jann. Please consider this email as a request for an appeal, unless you advise
otherwise. If you have any questions or further instruction please feel free to email me or call.
