HomeMy WebLinkAbout2016-01-05 Appointment01-05-16 8a NOTICE THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENT TO THE FOLLOWING BOARD: BOARD OF ADJUSTMENT One Vacancy — Five year Appointment January 1, 2016 — Ending January 1, 2021 • Duties: The Board of Adjustment is a citizen panel that reviews requests for special exceptions and variances. • The Board also considers appeals when there is a disagreement about an administrative decision made by the City. • Members of the board act like judges, making decisions about individual properties and uses that may have difficulty meeting a specific zoning regulation or to resolve disputes about administrative zoning decisions. • The Board is assisted in its work by planning staff and the City Attorney's office. Decisions made by the Board of Adjustment are binding upon all parties unless overturned upon appeal to District Court. • Iowa City appointed members of boards and commissions must be 18 years of age and live in Iowa City. The City of Iowa City encourages diversity in the appointment of citizens to boards and commissions. • The Board meets the second Wednesday of each month at 5:15 p.m. • Applications must be received by 5:00 p.m., Wednesday, December 30, 2015. December 1, 2015 Iowa City Housing and Community Development Recommendation Dear Iowa City, City Council Members, It is with great enthusiasm that I recommend Harry Olmsted to be appointed to the Iowa City Housing and Community Development Commission. I have had the privilege of serving on the Human Rights Commission (HRC) with Mr. Olmsted for the last five years and have found him to be a valued member of the HRC. He is well versed and maintains a high level of knowledge of community issues and concerns. He is very invested in this community and the well being of the citizens of Iowa City. He came to HRC meetings prepared to discuss agenda items and current issues. He shared opinions and insights that moved the HRC forward with educational presentations or recommendations to the City Council. Mr. Olmstead is an effective and committed community leader and human rights advocate who has improved the lives of Iowa Citians through his service and vision on behalf of those most disenfranchised in our communities. This commitment is clearly demonstrated through his sixteen (16) year service (two as Chairperson) on the Iowa City Human Rights Commission. Under his leadership, the Iowa City Human Rights Commission has expanded its work to educate the community about discriminatory practices in housing and transportation and has engaged the Commission in a community wide effort to infuse human rights principles into policy making. However, his service has included multiple other roles to further and deepen the impact of his advocacy on these concerns. I first met Harry nearly two years ago. We initially got together to talk about accessibility for volunteers at IMCC, or Oakdale Prison. I am and was then a volunteer in the Alternatives to Violence Project (AVP) there. AVP is an interactive curriculum which trained inside- and outside -facilitators present in 3 -day workshops to inmates. Harry wanted to volunteer in AVP, too, but the facility has a policy that volunteers have to be able to move quickly, in case there is an unexpected threat. The question was whether a motorized wheel chair would provide enough speed to keep a person safe in a threatening situation. At that time, the administration was concerned and was not willing to let him in. He and I talked about that decision and its ramifications as well as AVP and its benefits, and the possibility of offering it in the community, in an accessible setting. Harry has qualities that can strengthen group communication and effective decision-making, and any relationship. He is honest — he says what he thinks. And he listens and considers what he hears. I found that out in our first conversation. In my experience, Harry Olmstead is a man of action who works to make a difference. He devotes his *ime to working in groups focused on equity and justice issues that benefit people who are € narginalized. He has been a member of the Iowa City Human Rights Commission for six years and chaired it for two years. He is the chairperson of the ICCSD Equity Committee. Housing is important to Harry. He has lived in Section 8 housing and has lived at the poverty level because of his disability. He knows first-hand the stabilizing influence housing provides. The Human Rights Commission provides programming that helps people understand their rights, re: housing, jobs, etc. His continued commitment to housing and financial opportunity for marginalized people is what draws Harry to apply for the Housing and Community Development Commission. I asked him what he thinks his leadership skills are in a group, since I have been with him in many different settings, but we have never worked on a committee together. He said when he is in a leadership position, he works at balancing keeping a meeting on task and following the agenda while also conducting the meeting in a way that everyone has an opportunity to participate.
