Riverside Dr, Iowa City IA 52246 319-350-5045 RESOLUTION RESOLUTION AWARDING CONTRACT AND AUTHORIZING AIRPORT SPECIALIST TO SIGN CONTRACT FOR HANGAR F BOILER REPLACEMENT AND ASSOCIATED WORK. WHEREAS, the Iowa City Airport Commission has received three quotes for the above named services; and WHEREAS, the recommendation from Iowa City Facilities Manager Scott Justason is to replace both boilers and insulate the piping; and WHEREAS, All Temp Refrigeration of Cedar Rapids, IA is the lowest responsive, responsible quote. NOW, THEREFORE, BE IT RESOLVED BY THE IOWA CITY AIRPORT COMMISSION, THAT 1. The contract for the above -named project is hereby awarded to All Temp Refrigeration of Cedar Rapids, Iowa. 2. The Airport Operations Specialist is authorized to sign the contract for the above - described project, and proceed with the work. 3. The Airport Operations Specialist is authorized to execute reasonable change orders as they may become necessary in the performance of the above -named project. Ap roved by City Attorneys Office Absent the Resolution be Assoutine Bockenstedt Gardinier Odgaard Ogren CITY OF IOWA CITY MEMORANDUM Date: February 1, 2016 To: Iowa City Airport Commission From: Scott Justason, Facilities Manager Re: Building F Maintenance Shop The west boiler in this building is down due to a failed heat exchanger and replacement pricing was requested from several local HVAC contractors. The east boiler is currently operating but cannot handle the heat load on its own. Pricing and options were received today from 3 of the 4 contractors that attended a "pre -bid" walkthrough of the system. The optional pricing criteria were to: #1 replaces the existing failed boiler #2 replaces both boilers #3 reconfigures the piping in the boiler room to properly distribute the heating water through the building loop. #4 insulates the copper piping associated with the heating water system Due to the age of the system, the type of boilers currently installed vs new high efficiency technology of today's boilers, it does not make sense to simply replace the failed boiler with a new one. In fact, some of the contractors would not include option #1 in their pricing. Financial Impact: $31,048.74 Replacing both boilers with new high efficiency, condensing type will allow the system to run at the required lower temperature setpoints for this in -floor type of heating application. This is something the old non -condensing boilers were not designed to handle. Reconfiguring the piping will permit the required flow through the system and adding pipe insulation to the exposed copper lines will significantly increase system performance and efficiency. It is my recommendation to select options 2, 3 and 4 submitted by All Temp Refrigeration. RESOLUTION GIVING NOTICE OF INTENT TO RENEW A GROUND LEASE WITH THE UNITED STATES FOR GROUND ADJACENT TO THE U.S. ARMY RESERVE CENTER AND SETTING A PUBLIC HEARING ON SAID PROPOSAL FOR FEBRUARY 18, 2016. WHEREAS, the Commission owns ground adjacent to the U.S. Army Reserve Center which has been leased previously to the U.S. Government; and WHEREAS, the current lease is expiring, and the U.S. Government has requested a renewal; and WHEREAS, the Airport Operations Specialist has negotiated a lease renewal with the U.S. Government for a term of five (5) years; and WHEREAS, a lease of this period of time requires the holding of a public hearing. BE IT RESOLVED BY THE AIRPORT COMMISSION OF THE CITY OF IOWA CITY: 1. The Airport Commission of the City of Iowa City does hereby declare its intent to enter into the above -referenced lease agreement. 2. A public hearing on said proposed lease agreement should be and is hereby set for February 18, 2016 at 6:00 p.m. in the Iowa City Airport Terminal Building, 1801 S. Riverside Drive, Iowa City, Iowa, or if said meeting is cancelled, at the next meeting of the Airport Commission thereafter as posted by the City Clerk. 3. That the City Clerk is hereby authorized and directed to publish notice of the public hearing for the above -named project in a newspaper published at least once weekly and having a general circulation in the City, not less that four (4) nor more than twenty (20) days before said hearing. 4.
