Staff recommends approval of the final plat subject to approval of legal papers and construction drawings by the City Attorney and City Engineer. February 16, 2016 City of Iowa City Page 3 ITEM 5d(4) DECEMBER DISBURSEMENTS - MOTION TO APPROVE DISBURSEMENTS IN THE AMOUNT OF $10,916,606.22 FOR THE PERIOD OF DECEMBER 1 THROUGH DECEMBER 31, 2015, AS RECOMMENDED BY THE FINANCE DIRECTOR SUBJECT TO AUDIT. DISBURSEMENTS ARE PUBLISHED AND PERMANENTLY RETAINED IN THE CITY CLERK'S OFFICE IN ACCORDANCE WITH STATE CODE. ITEM 5d(5) PRENTISS STREET BRIDGE OVER RALSTON CREEK REPLACEMENT - RESOLUTION ACCEPTING FUNDING AND AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST THE IOWA DEPARTMENT OF TRANSPORTATION FUNDING AGREEMENT FOR THE REPLACEMENT OF THE PRENTISS STREET BRIDGE OVER RALSTON CREEK. Comment: The Iowa Department of Transportation recently awarded the City funds for the replacement of the Prentiss Street Bridge over Ralston Creek through the Highway Bridge Program. Federally funded projects can receive reimbursement of 80% of eligible project costs, up to a limit of $1,000,000. ITEM 5d(6) JOHNSON COUNTY AMBULANCE SERVICE SPACE SHARING AGREEMENT - RESOLUTION AUTHORIZING THE MAYOR TO SIGN --g3 AND CITY CLERK TO ATTEST IOWA CITY FIRE DEPARTMENT STATION 4 SHARING AND INDEMNIFICATION AGREEMENT WITH JOHNSON COUNTY TO ALLOW THE JOHNSON COUNTY AMBULANCE SERVICE TO UTILIZE A PORTION OF FIRE STATION 4 WHILE THEIR AMBULANCE FACILITIES ARE BEING RENOVATED. Comment: This resolution approves a sharing agreement with Johnson County for the Johnson County Ambulance Service's use of a portion of Fire Station 4 while the Ambulance facilities are being renovated, so that the Ambulance Service can continue to operate during the next 18 months. No compensation is being required by the City, and the term is from March 1, 2016 until August 30, 2017. ITEM 5d(7) PARKS AND RECREATION MAINTENANCE WORKER RESOLUTION AMENDING THE BUDGETED POSITIONS IN THE I PARK MAINTENANCE DIVISION OF THE PARKS AND RECREATION �7 DEPARTMENT AND THE AFSCME PAY PLAN BY DELETING ONE FULL-TIME MAINTENANCE WORKER II POSITION AND ADDING ONE FULL-TIME MAINTENANCE WORKER I POSITION. Comment: The Parks & Recreation Department — Parks Division has a vacant Maintenance Worker II position. After evaluating the needs of the Parks Division it has been determined that the needs of the division can be better served by a new position of Maintenance Worker I with primary hours on weekends and evenings to staff park rentals, athletic field and facility use during these times. The financial impact of these upgrades in position classifications will result in a total annual decrease to the Parks Maintenance Management budget. February 16, 2016 City of Iowa City Page 4 ITEM 5e Setting Public Hearings: ITEM 5e(1) UNIVERCITY SALE, 621 NORTH JOHNSON - RESOLUTION SETTING PUBLIC HEARING FOR MARCH 1, 2016, ON A PROPOSAL TO CONVEY A SINGLE FAMILY HOME LOCATED AT 621 NORTH JOHNSON STREET. Comment: In the UniverCity Neighborhood Partnership Program, the City purchases rental units located in designated neighborhoods surrounding the University, rehabilitates them, and then sells them to income -eligible buyers. Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 621 North Johnson Street. The amount of the sale will be $164,000 (this is what the City paid to purchase the home) plus the "carrying costs," which are which are all costs incurred by the City to acquire the home, maintain it and sell it, including abstracting and recording fees, interest on the loan to purchase the home, mowing and snow removal, utilities, real estate taxes, and any costs in excess of $50,000 to repair and rehabilitate the home. ITEM 5e(2) AMENDING FY2016 OPERATING BUDGET - RESOLUTION SETTING A PUBLIC HEARING ON AMENDING THE FY2016 OPERATING BUDGET. ITEM 5e(3) J(, -y7 ITEM 5e(4) Comment: This resolution sets a public hearing for March 1, 2016 to amend the FY2016 operating budget. Information will be available to the public on Friday February 12, 2016. See memo included with the agenda item for FY2017 Budget Adoption. PROPOSED FY2017 OPERATING BUDGET AND CAPITAL IMPROVEMENT PLAN - RESOLUTION SETTING A PUBLIC HEARING ON MARCH 1, 2016 TO DISCUSS THE PROPOSED FY2017 OPERATING BUDGET, THE PROPOSED THREE-YEAR FINANCIAL PLAN FOR FY2016 - 2018, AND THE FIVE-YEAR CAPITAL IMPROVEMENT PLAN 2016 - 2020. Comment: This resolution sets a public hearing on March 1, 2016 to discuss the FY2017 Proposed Operating Budget, the three-year Financial Plan for FY2016 — FY2018 and multi-year Capital Improvement Plan (CIP) 2016 - 2020. Detailed information on the budget will be available for public inspection on February 12, 2016. CURB RAMP 2016 PROJECT - RESOLUTION SETTING A PUBLIC HEARING ON MARCH 1, 2016 ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE CURB RAMP 2016 PROJECT, DIRECTING CITY CLERK TO PUBLISH NOTICE OF SAID HEARING, AND DIRECTING THE CITY ENGINEER TO PLACE SAID PLANS ON FILE FOR PUBLIC INSPECTION. Comment: This annual project involves replacement of sidewalk and curb to improve accessibility with new ADA compliant curb ramps at various locations throughout Iowa City. The estimated cost is $94,000 and will be funded with General Obligation bond proceeds. February 16, 2016 City of Iowa City Page 5 ITEM 5e(5) UTILITY EASEMENT FOR IOWA CITY GATEWAY PROJECT — RESOLUTION OF INTENT TO CONSIDER THE PROPOSED Z./ / CONVEYANCE OF A UTILITY EASEMENT ON AND OVER PORTIONS OF CITY PROPERTY NEAR PARK ROAD TO ACCOMMODATE THE CITY'S GATEWAY PROJECT AND SETTING A PUBLIC HEARING ON SAID PROPOSAL FOR MARCH 1, 2016. Comment: MidAmerican Energy Company has requested that the City grant to it a utility easement across the property in City park immediately North of Park Road to accommodate the changes being made in the area in furtherance of the City's Gateway Project. The new easement is needed for continuation of utility service in the area during construction and following relocation of the Park Road bridge. ITEM 5e(6) STORMWATER UTILITY FEE - RESOLUTION SETTING A PUBLIC HEARING ON MARCH 1, 2016, ON AN ORDINANCE AMENDING �© TITLE 3, ENTITLED "FINANCES, TAXATION & FEES," CHAPTER 4, "SCHEDULE OF FEES, RATES, CHARGES, BONDS, FINES, AND PENALTIES," SECTION 6, "STORMWATER UTILITY FEE" AND AMENDING TITLE 16 ENTITLED "PUBLIC WORKS," CHAPTER 3, "CITY UTILITIES," ARTICLE G, "STORM WATER COLLECTION, DISCHARGE AND RUNOFF," SECTION 10(F)(3) TO CHANGE THE RATE OF THE STORMWATER UTILITY FEE. Comment: This resolution sets a public hearing on an ordinance which provides a proposed rate increase to the Storm Water utility fee as proposed in the FY2017 budget. A rate increase is proposed to meet the demands on the City's storm water management program due to State and Federal regulations, maintenance on existing storm water infrastructure and community improvements and assistance. The proposed increase is one dollar for the Equivalent Residential Unit and fifty cents for the multiplying rate for the nonresidential properties. The single family residential rate will increase one dollar per month. The multi -family residential rate will increase fifty cents per unit per month. The non-residential rate will increase one dollar for the base rate and fifty cents on the multiplying rate per month. ITEM 5f.
