ITEM 4d(5) CEMETERY COLUMBARIUM FEES - RESOLUTION ESTABLISHING A
SCHEDULE OF FEES AND CHARGES FOR OAKLAND CEMETERY
AND RESCINDING RESOLUTION NO. 11-19.

Comment: Currently the "Cherish Infant" columbarium niches range
from $1,00041,600 and sales are limited to infants and mothers who
passed during childbirth. Since the "Cherish Infant" columbarium was
constructed in 2010, there have been no inquiries or sales of niches in
this columbarium. Staff recommends, and Parks and Recreation
Commission concurs, opening access to the columbarium beyond only
infants and mothers and to set the fees for Large Niche for Dual
Internments at $1,400 each and Small Niche for Single Internments $800
each. No other changes are proposed to the Oakland Cemetery fees and
charges.
ITEM 4d(6) BANKING RESOLUTION - RESOLUTION NAMING DEPOSITORIES.
Comment: This resolution will include the following changes:
1. We are recommending that Banker's Trust be added to the list of
/10 —5q depositories with a depository limit of $20 million. Investments at
this institution would be collateralized by the state sinking fund.
2. We are recommending that CBI Bank & Trust be added to the list
of depositories with a depository limit of $15 million. Investments
at this institution would be collateralized by the state sinking fund.
3. We are recommending that Freedom Security Bank be removed
from the list of depositories.

EXTENDING THE DEADLINE FOR BURLINGTON TRAILWAYS
TO EXERCISE THEIR RENEWAL OPTION ON THEIR LEASE
OF COURT STREET TRANSPORTATION CENTER SPACE TO
MARCH 15, 2016.
Comment: This resolution extends the deadline for Burlington Trailways
to exercise their first three year renewal term option to March 15, 2016.
Their renewal term deadline has expired, but the City would like to
continue to rent to Burlington Trailways under the terms of the lease. The
renewal term will be from August 16, 2015 through August 15, 2018.
Rental rates will increase in years 2 and 3 of the renewal term.

Comment: In the UniverCity Neighborhood Partnership Program, the City
purchases rental units located in designated neighborhoods surrounding
the University, rehabilitates them, and then sells them to income -eligible
buyers. Under the UniverCity Neighborhood Partnership Program, the City
proposes to sell 621 North Johnson Street. The amount of the sale will be
$164,000 (this is what the City paid to purchase the home) plus the
"carrying costs," which are which are all costs incurred by the City to
acquire the home, maintain it and sell it, including abstracting and
recording fees, interest on the loan to purchase the home, mowing and
snow removal, utilities, real estate taxes, and any costs in excess of
$50,000 to repair and rehabilitate the home.

Comment: Public hearing to discuss the FY2017 Proposed Operating Budget, the

public inspection on February 12, 2016. State law requires that the City adopt a one-

Comment: This annual project involves replacement of sidewalk and curb to
improve accessibility with new ADA compliant curb ramps at various locations
throughout Iowa City. The estimated cost is $94,000 and will be funded with General

ITEM 10. UTILITY EASEMENT FOR IOWA CITY GATEWAY PROJECT — GRANTING A
UTILITY EASEMENT ON AND OVER PORTIONS OF CITY PROPERTY NEAR
PARK ROAD TO ACCOMMODATE THE CITY'S GATEWAY PROJECT.
Comment: MidAmerican Energy Company has requested that the City grant to it a
utility easement across the property in City park immediately North of Park Road to
accommodate the changes being made in the area in furtherance of the City's
Gateway Project. The new easement is needed for continuation of utility service in the
area following relocation of the Park Road bridge.

ITEM 11. STORMWATER UTILITY FEE - AMENDING TITLE
3, ENTITLED "FINANCES, TAXATION & FEES," CHAPTER 4, "SCHEDULE OF

"STORMWATER UTILITY FEE" AND AMENDING TITLE 16 ENTITLED "PUBLIC
WORKS," CHAPTER 3, "CITY UTILITIES," ARTICLE G, "STORM WATER
COLLECTION, DISCHARGE AND RUNOFF," SECTION 10(F)(3) TO CHANGE
THE RATE OF THE STORMWATER UTILITY FEE.
Comment: A Storm Water Utility fee rate increase is proposed in the FY2017 budget
to meet the demands on the City's storm water management program due to State
and Federal regulations, maintenance on existing storm water infrastructure and
community improvements and assistance. The proposed increase is one dollar for
the Equivalent Residential Unit and fifty cents for the multiplying rate for the
nonresidential properties. The single family residential rate will increase one dollar
per month. The multi -family residential rate will increase fifty cents per unit per
month. The non-residential rate will increase one dollar for the base rate and fifty
cents on the multiplying rate per month.

ITEM 12. TCDD FUNDRAISING - RESOLUTION AUTHORIZING THE CITY ANAGER TO
EXECUTE AN AGREEMENT WITH THE IOWA CITY DOWNTOWN DISTRICT FOR
FUNDRAISING EXPENSES ASSOCIATED WITH THE ART WORK PORTION OF
THE NORTH PEDESTRIAN MALL IMPROVEMENT PROJECT AT A NOT TO
EXCEED COST OF $50,000.
Comment: In 2014 the City Council formally adopted the Iowa City Downtown and
Pedestrian Mall Master Plan, which called for a significant public art piece to anchor
the north end of the Pedestrian Mall. A concept of the art work was recently unveiled
and the Iowa City Downtown District (ICDD) has volunteered to lead fundraising
efforts. The resolution provides the City Manager the authority to execute an
agreement with the ICDD for fundraising expenses at a not to exceed amount of
$50,000. This item was deferred from the January 19 Council meeting, and action at
the February 2 Council meeting resulted in the item not passing with a tie vote (3/3
and Dickens absent). Council agreed at their work session of February 16 to place
the item back on the Council agenda for further discussion and action.

ITEM 13. TRANSPORTATION' NETWORK COMP (UBER) — ORDINANCE
AMENDING TITLE 5, ENTITLED "BUSINESS AND LICENSE REGULATIONS,"
BY ADDING A NEW CHAPTER 3, ENTITLED "TRANSPORTATION NETWORK
COMPANIES". (FIRST CONSIDERATION)
Comment: Transportation network companies (TNCs) connect paying
passengers with drivers who provide transportation in their personal vehicle.
This ordinance creates a new chapter regulating TNCs. The ordinance
requires TNCs to obtain a license from the City, sets the requirements for
obtaining a TNC license, and sets the process by which a TNC license may
be revoked. Correspondence included in Council packet.
