PROCLAMATION
Whereas, Special Olympians have a strong desire to compete and
win; and
Whereas, Special Olympians know that bravery is measured in
setting goals and attempting to reach them; and
Whereas, Special Olympians recognize the joy, pride and self-
worth, humility and disappointment, inherent in organized
competition; and
Whereas, Special Olympians appreciate the benefits that healthy
competition and physical activity can bring; and
Whereas, Special Olympians give the entire community a chance
to gather and share in their spirit of accomplishment;
Now, therefore, I, James A. Throgmorton, Mayor of the City of
Iowa City, do hereby proclaim the month of March 2016 to be
Special Olympics Month
in the City of Iowa City and urge all citizens to commend and
support the activities of the Special Olympics.

Whereas, women of every race, class, and ethnic background have made historic
contributions to the growth and strength of our community in countless recorded and
unrecorded ways; and
Whereas, women have played and continue to play a critical economic, cultural, and
social role in every sphere of the life by constituting a significant portion of the labor
force working inside and outside of the home; and
Whereas, women have been leaders, not only in securing their own rights of suffrage
and equal opportunity, but also in the abolitionist movement, the emancipation
movement, the industrial labor movement, the civil rights movement, and other
movements, especially the peace movement, which create a more fair and just society for
all; and
Whereas, despite these contributions, the role of women in history has been
consistently overlooked and undervalued, in the literature, teaching and study of history.
Therefore, I, James A. Throgmorton, Mayor of Iowa City, designate March as
WOMEN'S HISTORY MONTH
and call upon the community to observe this month with appropriate programs, and
activities.

PROCLAMATION
WHEREAS, Tom Markus became Iowa City's City Manager on December 1, 2010, has provided
great leadership for the community and City government, and will be leaving Iowa City in March 2016,
and;
WHEREAS, Tom's career has spanned eight presidential administrations and dozens of different
governing boards, and he was celebrating five years of public service before either of his assistants were
born, and;
WHEREAS, he has always exhibited the highest degree of professionalism, ethics, and an unwavering
commitment to the long-term health of each community he has served, and;
WHEREAS, Tom's contributions that will pay dividends long after his departure include
implementing strategic planning and succession planning processes, overseeing debt reduction strategies,
reducing property tax rates for five consecutive years, maintaining staff responsiveness despite incredible
turnover in key positions, and preparing the City for financial challenges in the coming years, and;
WHEREAS, during Tom's tenure several key facilities and projects were completed, including the
Ned Ashton House, Terry Trueblood Recreation Area, Fire Station 4, Eastside Recycling Center, the
Animal Care and Adoption Center, and several flood mitigation projects, and;
WHEREAS, Tom is always ready to take all of the blame and dispense all the credit, for which his
staff is eternally grateful, and;
WHEREAS, Tom has repeatedly directed his unfunny staff to play comedian when senior staff are
departing, so tonight should be no exception, and;
WHEREAS, Tom has the unique ability to turn a handful of PowerPoint slides into a 45 minute
presentation, and;
WHEREAS, rumor has it that on all those weekends Tom was supposedly relaxing in Michigan, he
was actually shopping at Von Maur in disguise, and;
WHEREAS, we sincerely hope for the sake of Tom's sanity that multi jurisdictional economic
development and equitable cost sharing agreements have already been adopted in Lawrence.
NOW THEREFORE, I, Jim Throgmorton, Mayor of Iowa City, hereby proclaim March 4, 2016 as
Tom Markus Day
in the City of Iowa City, recognizing Tom's immense contributions to our community.
