A public hearing was held on a resolution approving plans, specifications, form of
contract, and estimate of cost for the construction of the Curb Ramp 2016 Project,
establishing amount of bid security to accompany each bid, directing City Clerk to
publish notice to bidders, and fixing time and place for receipt of bids. Roger Knight, Jr.,

The Mayor noted the current vacancy: Airport Zoning Commission for a six-year
term January 1, 2016 — December 31, 2021. Applications must be received by 5:00
p.m., Wednesday, April 13, 2016. Applicants MUST reside in Iowa City and be 18 years
of age unless specific qualifications are stated. [Staff will not publish additional notices
after a period of six publications; but will continue to advertise vacancies with postings
and on the Council agenda. However, no addonal publication costs will be incurred.]
Mayor Throgmorton reminded the community of an open house for City Manager
Tom Markus scheduled for Friday morning, March 4, from 7:30 to 9:00 AM, and
encouraged people to stop by and bid Tom a fond farewell as he heads to his new
position as City Manager in Lawrence, Kansas.
Council Member Mims noted that Council Member Dickens and herself were two
members of the City Council that hired Tom Markus as City Manager and it was
unequivocally the best decision that the Council made, and wished City Manager
Markus and his wife Deb the very best in Lawrence.
Mayor Throgmorton echoed comments about City Manager Markus and stated his
appreciation for his assistance in this Council transition time.
City Manager Markus presented comments about his five years as City Manager in
Iowa City, and his four decades in the business; and stated he would prepare a memo
of his thoughts, comments, and suggestions for an upcoming information packet

DISCUSSION WRAP UP
City Manager Markus noted Council had mentioned greenhouse gas reductions and a local food
initiative and stated staff would be prepared to talk about those items during the strategic
planning process/review on Thursday, January 14. In response to questions, he also noted a
series of changes made after the City election and included at the end of his power point
presentation earlier in the day.

WRAP-UP
Mayor Throgmorton introduced the item, and requested input from Council Members on budget
items or concerns after the staff budget presentations the previous Saturday. City Manager
Markus reviewed the timeline for approval of the budget, and the process for amending. After
discussion the following items were identified:
• Reducing carbon emissions, consider $100,000 in budget
• Increase number of minority law enforcement officers
• Accelerating non -profits by developing non-profit match (endowment)
• Agreement on staff recommendation on overall budget / tax levy (10 cent reduction) rate
• Complete Strategic Plan and integrate STAR rating system
• Facilities in compliance
• Improve infrastructure (walkability and bike ability)
Staff will prepare recommendations on each item for the next Council budget discussion.

discussion Council directed staff to include funding for staffing the library bookmobile
and reduce the proposed decrease in the tax levy from 10 cents to 7 cents.

REVIEW STRATEGIC PLAN DRAFT fIP 4 of 2/11 Info Packetl
Asst. City Mgr. Fruin noted the draft reports contained in the information packet, and stated staff
prepared a power point based on the seven focus areas, policies, and action steps identified
earlier by Council.
Mayor Throgmorton stated Council will be reviewing the language on the power points and any
changes will be entered tracked so everyone could view at the meeting. Council completed the
review and directed staff to prepare Strategic Plan for adoption.

1. [IP # 3 Info Packet] Council Member Cole noted the memo relating to the UniverCity
program, and the 1025 E. Burlington Street update, and questioned whether the
matter was reviewable by Council. Neighborhood Services Coordinator Hightshoe
stated staff was working on a public bid for the renovations. Asst. City Mgr. Fruin
stated if Council did not wish to make renovations to the house and wished to pursue
other sale opportunities this would be a time to provide direction to staff. Majority of
Council directed staff to proceed with bidding renovations.

COUNCIL TIME
Council Member Dickens requested Council revisit the decision on "The Lens"
fundraising agreement with the Downtown Association that was defeated at the February
2 meeting on a 3/3 tie. He indicated he was unable to attend the meeting but has
reviewed the materials and asked for support to put it back on the agenda for another
vote. Council began discussion of the request and then recessed to the formal meeting
(6:50 PM).

Council policies and procedures related to this matter:
➢ The City Charter allows the Mayor to add agenda items

After discussion Council Members Dickens, Mims, and Botchway indicated support to
place "The Lens" funding agreement on an upcoming agenda.

per capita and stated it was a nice feather in Iowa City's cap.
4. [IP # 12 Info Packet] Council Member Mims sated the memo form the Sustainability
Coordinator regarding the Compact of Mayors was something Iowa City might want to
be involved in. In response to Mayor Throgmorton, Asst. City Mgr. Fruin provided
information. Majority of Council agreed to have the Mayor sign the compact letter.

5. Asst. City Mgr. Fruin reported that Council identified a number of items in budget
discussions that staff couldn't respond to at the time and staff will be preparing response
memos for upcoming packets.

encouraged citizens to subscript to it using e -subscriptions on the City website.

power point. Individual Council Members expressed their views.

right-of-way (VAC 15-00007), be given first vote.

Planned Development Overlay (OPD -8) Zone and a Sensitive Areas Development Plan
for Pine Grove located south of Lower West Branch Road between Scott Boulevard and
Hummingbird Lane (REZ1 5-00023/SUB1 5-00031). Development Service Coordinator
Yapp presented a power point. The Mayor asked Council Members to report any ex
parte communications and none were reported. The following individuals appeared: Greg

Council Member Thomas reported on the Iowa Policy Project, gardens in Milwaukee,
event he and Council Member Mims attended and questioned whether orchard
plantings might be considered in Parkview Terrance.
Council Member Mims reported on a meeting she attended with Mayor Throgmorton
and Council Member Cole with the University of Iowa Faculty Government Relations
Committee and stated the meeting was very positive.
Mayor Pro tem Botchway mentioned a number of events surrounding Black History
Month including a soul food dinner at City High on February 19; and a museum with The
Dream Center on Saturday, the 19th. He also noted the mobile health clinic at the
Broadway Center on February 25 and the Unity Concert at New Creations International
Center on February 27tH
Council Member Dickens reported on meeting with Summer of the Arts Committee
on events around the Washington Street renovation project, and said the Committee is
looking for suggestions for moving things around for the project. He stated similar
suggestions would be needed for the Arts Fest and Jazz Fest events, noting Soul Fest
would not be held this year but would return the following year.
Council Member Cole echoed comments on the meeting with University of Iowa
Faculty Government Relations Committee, and highlighted the local food event he
attended at the Johnson County fairgrounds and comments received on the new
$25,000 grant for local foods initiatives; echoed comments from Council Member

Thomas on orchard plantings and interest in edible fruit trees in neighborhoods; and
encouraged predictive collaborate efforts with the Antelope Library project and the City.
Mayor Throgmorton congratulated Joe Weideman, son of City Attorney Eleanor Dilkes, on
winning the 2015 IHSSA State Debate tournament for City High.
