ITEM 3d(1) CHURCHILL MEADOWS PARTS TWO AND

THREE - RESOLUTION
Comment: A preliminary plat of Churchill Meadows was approved on
September 15, 2015. Staff recommends approval of the final plat subject
to approval of legal papers and construction drawings by the City Attorney
and City Engineer. It is anticipated that legal papers and construction
drawings will be approved prior to the March 1, City Council
meeting. Approval will allow the development of Churchill Meadows Parts
Two and Three, a 42 -lot, 18.64 -acre subdivision, including 41 single
family lots and 1 multi -family lot, located on south of Herbert Hoover
Highway. This item was deferred from the March 1 meeting at the request
of the applicant.
ITEM 3d(2) HIGHLANDER FOURTH ADDITION, PART 1 RESOLUTION
APPROVING FINAL PLAT OF HIGHLANDER DEVELOPMENT

!� Comment: A preliminary plat of Highlander 4th Addition was approved
February, 2015. Staff recommends approval of the final plat subject to

Comment: This resolution will remove former City Manager Tom Markus
as an authorized officer to conduct City banking.
ITEM 3d(6) POLICE LABOR AGREEMENT RESOLUTION AUTHORIZING AN
AGREEMENT BETWEEN THE CITY OF IOWA CITY AND THE POLICE
LABOR RELATIONS ORGANIZATION OF IOWA CITY TO BE
EFFECTIVE JULY 1, 2016 THROUGH JUNE 30, 2019.

2017-2019 which provides for across-the-board wage increases of 2.4%,

AND THE IOWA CITY ASSOCIATION OF PROFESSIONAL FIRE
FIGHTERS, IAFF LOCAL #610 TO BE EFFECTIVE JULY 1, 2016

THROUGH JUNE 30, 2019.
Comment: This is a three-year voluntary agreement for Fiscal Years
2017-2019 which provides for a new 10 -year step for the Firefighter wage
scale while maintaining the wage differentials for Fire Lieutenant and Fire
Captain in FY2017, an across-the-board wage increase of 2.4% in
FY2018, and an across-the-board wage increase of 2.6% in FY2019.
The agreement also provides for increases to employee contributions for
health insurance premiums and increases to deductible and out-of-pocket
maximums for both single and family health insurance policies in addition
to language modifications to contract language addressing minimum call-
in, calculation of overtime, and deferred compensation.

TRANSIT TITLE VI PROGRAM PLAN - RESOLUTION APPROVING
THE IOWA CITY TRANSIT TITLE VI PROGRAM PLAN.
Comment: Title VI of the Civil Rights Act of 1964 prohibits discrimination
based on race, color or national origin by agencies in any programs and
activities that receive federal funds. The Federal Transit Administration
(FTA) mandates that each recipient of federal funds incorporate a transit
specific Title VI Program Plan to endure compliance with Title VI laws.
Iowa City Transit receives annual operating funds from FTA of nearly $1.4
million.
DEVELOPMENT AT CORNER OF DODGE STREET AND
CONKLIN LANE - RESOLUTION ACCEPTING THE
DEDICATION OF PUBLIC RIGHT-OF-WAY AND A SANITARY

Comment: The 2.20 acre of property at the corner of Dodge Street and
Conklin Lane was conditionally rezoned in October of 2013 from
Community Commercial (CC -2) to Low Density Multifamily (RM -12) with
conditions that included dedication of sufficient land along the entire
property frontage to widen the Dodge Street Court right-of-way to 50 feet.
This resolution will accept that dedication of right-of-way and the utility
easement and sanitary sewer easement required by the site plan.

Comment: This annual project involves the asphalt resurfacing and
chipsealing of various streets throughout Iowa City. The estimated cost
for this project is $1,177,000 and will be funded with Road Use Tax
Proceeds and GO Bonds.

ITEM 6. UNIVERCITY SALE, 621 NORTH JOHNSON - ATH RIZING CONVEYANCE OF
A SINGLE FAMILY HOME LOCATED AT 621 NORTH JOHNSON STREET.
Comment: In the UniverCity Neighborhood Partnership Program, the City purchases
rental units located in designated neighborhoods surrounding the University,
j , 3 rehabilitates them, and then sells them to income -eligible buyers. Under the
UniverCity Neighborhood Partnership Program, the City proposes to sell 621 North
Johnson Street. The amount of the sale will be $164,000 (this is what the City paid to
purchase the home) plus "carrying costs" of approximately $15,000. "Carrying costs"
are all costs incurred by the City to acquire the home, maintain it and sell it, including
abstracting and recording fees, interest on the loan to purchase the home, mowing
and snow removal, utilities, real estate taxes, and any costs in excess of $50,000 to
repair and rehabilitate the home.

Comment: A Storm Water Utility fee rate increase is proposed in the FY2017 budget
to meet the demands on the City's storm water management program due to State
and Federal regulations, maintenance on existing storm water infrastructure and
community improvements and assistance. The proposed increase is one dollar for
the Equivalent Residential Unit and fifty cents for the multiplying rate for the
nonresidential properties. The single family residential rate will increase one dollar
per month. The multi -family residential rate will increase fifty cents per unit per
month. The non-residential rate will increase one dollar for the base rate and fifty
cents on the multiplying rate per,month. Staff requests expedited action.

Comment: Transportation network companies (TNCs) connect paying
passengers with drivers who provide transportation in their personal vehicle.
This ordinance creates a new chapter regulating TNCs. The ordinance
requires TNCs to obtain a license from the City, sets the requirements for
obtaining a TNC license, and sets the process by which a TNC license may
be revoked. Correspondence included in Council packet. This item wa�ss

ASSESSMENTS - RESOLUTION A TING AN ASSESSMENT SCHEDULE OF
UNPAID MOWING, CLEAN-UP OF PROPERTY, SNOW REMOVAL, SIDEWALK
REPAIR, AND STOP BOX REPAIR CHARGES AND DIRECTING THE CLERK TO
CERTIFY THE SAME TO THE JOHNSON COUNTY TREASURER FOR
COLLECTION IN THE SAME MANNER AS PROPERTY TAXES.
Comment: The City has the authority under Iowa Code §364.13B to assess the
nuisance abatement costs in the same manner as a property tax. This resolution
allows the City Clerk to certify to the Johnson County Treasurer the abatement cost
to be assessed against the property. This assessment is being pursued only after the
City took many steps to resolve the matter. The City notified the home owners to
abate the nuisance (for example, to remove snow from the sidewalk) and after the
home owner did not take action to abate the nuisance, the City abated the nuisance
and billed the owner. After being billed at least twice, these owners still have not
paid the abatement costs. The City has sent a letter to the home owner giving them
notice that this resolution would be on the agenda, a copy of which is attached to the
resolution. No interest will be charged if the owner pays within 30 days of the first
required publication. Attached as an exhibit to the resolution is a list of the properties
that will be assessed and the amount hat will be assessed.

Comment: The make-up of the Seats Paratransit Committee has recently changed
from two City Council representatives to one. Council Member Dickens currently
serves on the Committee and has requested that Council Member Taylor be
appointed as alternative to serve in his absence. This term would match the present
two year appointment of Council Member Dickens.
