ITEM 4d(1) CHURCHILL MEADOWS PARTS TWO AND THREE - RESOLUTION
APPROVING FINAL PLAT (SUB15-00026).

Comment: A preliminary plat of Churchill Meadows was approved on
September 15, 2015. Staff recommends approval of the final plat subject
to approval of legal papers and construction drawings by the City Attorney
and City Engineer. It is anticipated that legal papers and construction
drawings will be approved prior to the March 1, City Council
meeting. Approval will allow the development of Churchill Meadows Parts
Two and Three, a 42 -lot, 18.64 -acre subdivision, including 41 single
family lots and 1 multi -family lot, located on south of Herbert Hoover
Highway. This item was deferred from the March 1 and March 23
meetings at the request of the applicant.
ITEM 4d(2) SENIOR CENTER PARTICIPANT FEES - RESOLUTION ADOPTING
SCHEDULE OF PARTICIPANT COST SHARING FEES FOR THE
SENIOR CENTER AND RESCINDING RESOLUTION NO. 12-282.
�i' — 74, Comment: In Resolution # 12-282, the City approved increases in
membership and parking fees to: 1) increase the level of operational cost
recovery; and, 2) make the parking program self-sustaining. In 2014 the
City Council appointed the Ad Hoc Senior Services Committee to
consider the scope and needs of community senior services and evaluate
the Senior Center's mission, goals, and funding. The Committee
recommended that The Center diversify funding streams and lower its
dependence on local tax support. As a result, a participant -based
committee reviewed fee-based services and recommended increases and
a cost recovery goal they felt were appropriate. The recommendations
were approved by the Senior Center Commission on October 15, 2015
and are planned for implementation on July 1, 2016. Fee increases are
just one approach to increasing the current level of cost recovery.

ST. ANDREW PRESBYTERIAN CHURCH, PART ONE — RESOLUTION
APPROVING FINAL PLAT (SUB15-000028)
Comment: A preliminary plat of St. Andrew Presbyterian Church, Part
One was approved in September 2015. Staff recommends approval of the
final plat subject to approval of legal papers and construction drawings by
the City Attorney and City Engineer. It is anticipated that legal papers and
construction drawings will be approved prior to the April 5 City Council
meeting. Approval will allow the development of St. Andrew Presbyterian
Church, Part One, a 2 -lot, 33.37 -acre subdivision located on Camp
Cardinal Road.
ENGINEERING SPECIAL PROJECTS INSPECTOR - RESOLUTION
AMENDING BUDGETED POSITIONS IN THE ENGINEERING DIVISION
OF THE PUBLIC WORKS DEPARTMENT AND THE ADMINISTRATIVE
PAY PLAN BY DELETING THE POSITION OF SPECIAL PROJECTS
ENGINEER, ADMINISTRATIVE GRADE 26, AND ADDING ONE FULL-
TIME SPECIAL PROJECTS INSPECTOR, AFSCME GRADE 11.
Comment: The Iowa City Gateway Project is scheduled to bid on April
19, 2016, and construction is expected to begin as early as May of 2016.
As part of the Project, the City is providing construction inspection
services. After evaluation of anticipated workloads for the Project, it has
been determined an additional inspector is needed. This resolution
eliminates an existing vacant Special Projects Engineer position and
creates a new Special Projects Inspector position, and funding will be
provided by the Project. The changes in position classifications will result
in a decrease in the Engineering Division budget.
ITEM 4d(5) SUSTAINABILITY COORDINATOR RECLASSIFICATION -
RESOLUTION AMENDING BUDGETED POSITIONS IN THE
NEIGHBORHOOD AND DEVELOPMENT SERVICES DEPARTMENT
7q AND THE AFSCME PAY PLAN BY RECLASSIFYING ONE FULL-TIME
SUSTAINABILITY COORDINATOR POSITION FROM AFSCME
GRADE 12 TO AFSCME GRADE 15.
Comment: The role and responsibilities of the Sustainability Coordinator
have increased substantially as the City has placed greater emphasis on
developing, promoting and implementing community wide sustainability
programs. In recognition of these changes, Staff recommends the
Sustainability Coordinator position be reclassified from ASCME GRADE
12 to AFSCME GRADE 15. The additional annual cost for this
reclassification would be $1,024.

ITEM 4d(6) PAYROLL ACCOUNTANT RECLASSIFICATION - RESOLUTION
AMENDING BUDGETED POSITIONS IN THE ACCOUNTING DIVISION
OF THE FINANCE DEPARTMENT AND THE AFSCME PAY PLAN BY
RECLASSIFYING THE POSITION OF ACCOUNTANT - PAYROLL,
GRADE 11 TO SENIOR ACCOUNTANT - PAYROLL, GRADE 13.
Comment: With the implementation of the new Payroll software,
Munis and Timekeeping software, Kronos, the responsibilities of
the Accountant - Payroll position have changed significantly.
Finance recommends the position be upgraded from AFSCME
grade 11 to AFSCME grade 13. The increase in cost is $685 for
the remainder of Fiscal Year 2016 and $5,400 for Fiscal Year
2017. This cost is being offset by Finance department
retirements.
ITEM 4d(7) HICKORY HILL - RESOLUTION ACCEPTING THE WORK FOR THE
SANITARY SEWER PUBLIC IMPROVEMENTS FOR HICKORY HILL,
AND DECLARING PUBLIC IMPROVEMENTS OPEN FOR PUBLIC
/6-9/ ACCESS AND USE.
Comment: This resolution accepts the public infrastructure installed
as part of a private development located at the corner of Dodge Street
and Conklin Lane. See Engineer's Report for more detailed information.
ITEM 4d(8) FREEDOM FROM DOMESTIC VIOLENCE - IOWA CITY RESOLUTION
TO RECOGNIZE FREEDOM FROM DOMESTIC VIOLENCE AS A
FUNDAMENTAL HUMAN RIGHT

Comment: The Law Clinic of the University of Iowa College of Law and
its client the Domestic Violence Intervention Project presented this
resolution to Council by letter of February 23, 2016 and in person at the
March 23 Council meeting and since then have worked with the City
Attorney to put the resolution in final form.

ITEM 4e(1) IOWA RIVER RAW WATER MAIN CONVERSION - RESOLUTION
SETTING A PUBLIC HEARING ON APRIL 19, 2016 ON PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST
FOR THE CONSTRUCTION OF THE IOWA RIVER RAW WATER MAIN
CONVERSION PROJECT, DIRECTING CITY CLERK TO PUBLISH
NOTICE OF SAID HEARING, AND DIRECTING THE CITY ENGINEER
TO PLACE SAID PLANS ON FILE FOR PUBLIC INSPECTION.
Comment: The project involves the conversion of a raw water main to a
finished water main as well as the abandonment of the existing finish
main along the east bank of the Iowa River between Davenport Street
and Park Road. The estimated project cost is $170,000 and is in
preparation for the Iowa City Gateway Project which will be funded with
water revenues.

HIGHLANDER DEVELOPMENT FOURTH ADDITION, PART 1 —
RESOLUTION SETTING A PUBLIC HEARING ON APRIL 19, 2016 ON
PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE
OF COST FOR THE CONSTRUCTION OF THE HIGHLANDER
DEVELOPMENT FOURTH ADDITION - PART 1 PROJECT, DIRECTING
CITY CLERK TO PUBLISH NOTICE OF SAID HEARING, AND

Comment: The project involves the extension of Northgate Drive from its
current terminus north to the City corporate limits and the construction of
Clear Ridge Road within Highlander Fourth Addition — Part 1 together
with supporting sidewalks, sanitary sewer, storm sewer and water main to
allow for development of an office park. The estimated construction cost
is $1,225,000 and will be funded with RISE Funds and developer
contributions.

CHURCHILL MEADOWS CONVEYANCE - RESOLUTION OF INTENT
TO CONSIDER THE PROPOSED CONVEYANCE OF VACATED RIGHT-
OF-WAY ALONG HERBERT HOOVER HIGHWAY, ADJACENT TO
LOTS 10, 11, AND 17, CHURCHILL MEADOWS SUBDIVISON, IOWA
CITY, IOWA, TO CBD, L.L.C., AND SETTING A PUBLIC HEARING ON
SAID PROPOSAL FOR APRIL 19, 2016.
Comment: CBD, L.L.C. asked the City Council to vacate and convey to it
certain right-of-way adjacent to Lots 10, 11 and 17, Churchill Meadows,
Iowa City, Iowa. This request has been made to allow the developer to
combine this excess right-of-way with the adjacent residential lots recently
platted, but currently undeveloped. State law requires that the City be paid
fair market value for these property rights. Fair market value has been
determined to be $5,000, based on an examination of recent comparable
sales. This resolution sets a public hearing on that proposed conveyance.

INSTALLATION OF SPEED HUMPS ON LANGENBERG AVENUE, BETWEEN
SOUTH SYCAMORE STREET AND COVERED WAGON DRIVE.
�� 3 Comment: The residents of Langenberg Avenue, between South Sycamore
Street and Covered Wagon Drive, have completed the City of Iowa City's
approved traffic calming program. A survey of households located on property
abutting the street indicated that a 69% majority of responding households are in
favor of speed humps on Langenberg Avenue. A total of 57 households were

Comment: The residents of Seventh Avenue, between Glendale Road and Court
Street, have completed the City of Iowa City's approved traffic calming program. A
survey of households located on property abutting this portion of the street
indicated that a 77% majority of responding households are in favor of speed
humps on Seventh Avenue. A total of 28 households were surveyed; 15
responded (54%), 17 households did not respond. Correspondence is included in
the Council packet. Staff is recommending against installation due to concerns
regarding emergency response../

ITEM 9. TRANSPORTATION NETWORK COMPANIE (OBER) — ORDINANCE
AMENDING TITLE 5, ENTITLED "BUSINESS AND LICENSE REGULATIONS,"
BY ADDING A NEW CHAPTER 3, ENTITLED "TRANSPORTATION NETWORK
COMPANIES". (SECOND CONSIDERATION)
Comment: Transportation network companies (TNCs) connect paying
passengers with drivers who provide transportation in their personal vehicle.
This ordinance creates a new chapter regulating TNCs. The ordinance
requires TNCs to obtain a license from the City, sets the requirements for
obtaining a TNC license, and sets the process by which a TNC license may
be revoked. Correspondence included in Council packet. Staff will meet with
taxi companies on March 31 to discuss possible changes to the current
traditional taxi regulations, and further information provided to Council at the
April 19 meeting. y
