PROCLAMATION
WHEREAS, April marks the anniversary of the passage of the Fair Housing Act
of 1968, which sought to eliminate discrimination in housing opportunities and
affirmatively further housing choices for all; and
WHEREAS, the ongoing struggle for dignity and housing opportunity for all is not
the exclusive province of the Federal government; and
WHEREAS, vigorous local efforts to combat discrimination can be as effective, if
not more so, than Federal efforts; and
WHEREAS, illegal barriers to equal opportunity in housing, no matter how
subtle, diminish the rights of all; and
WHEREAS, the Iowa City Human Rights Commission and the Iowa City Area
Association of REALTORS® are committed to enforcing Fair Housing Laws by
continuing to address housing discrimination in this community thru support of
programs and activities that educate the public on the right to equal housing
opportunities.
NOW, THEREFORE, 1, James A. Throgmorton, Mayor of Iowa City, do hereby
resolve April 2016 as
FAIR HOUSING MONTH
and I encourage all to abide by the letter and spirit of Fair Housing.

Whereas, The City of Iowa City shares a critical concern for victims of sexual
violence and a desire to support their needs for justice and healing; and
Whereas, research documents that victims are far more likely to disclose their
sexual assault to a friend or family member, and when these loved ones respond
with doubt, shame, or blame, victims suffer additional negative effects on their
physical and psychological well-being; and
Whereas, the "Start by Believing" public awareness campaign (a program of End
Violence against Women International) is designed to improve the responses of
friends, family members, and community professionals, so they can help victims to
access supportive resources and engage the criminal justice system.
Now, Therefore, I, James A. Throgmorton, Mayor of Iowa City, do hereby
proclaim, in concert with the Johnson County Sexual Assault Response Team,
April 6 to be

WHEREAS, the rolling landscapes and the natural forested beauty of its riv
valleys define Iowa as "The Beautiful Land" (a place of peace); and
WHEREAS, Iowa's communities and countryside provide the basis for making this a
special unique place to live; and
WHEREAS, caring residents and citizens desire to build the pride and respect toward
our communities natural lands and the environment, knowing that these are essential to
the cultural and economic health and vitality of the state where we live; and
WHEREAS, visitors to Iowa will respect and admire the communities and
countryside that make us special; and
WHEREAS, Iowa's towns and cities recognize the importance of maintaining clean
and attractive areas; and
WHEREAS, Keep Iowa Beautiful, a state affiliate of Keep America Beautiful, works
to build partnerships with government organizations, private companies, communities,
counties and volunteer/service groups statewide to conduct litter prevention, recycling,
beautification, community and landscape enhancement, increased volunteerism and waste
minimization programs and projects; and
WHEREAS, for more than 15 years, Keep Iowa Beautiful, have combined leadership,
creativity, insight and expertise that continues to enhance the beauty and cleanliness of
Iowa.

WHEREAS, Health Care Decisions Day is designed to raise public awareness of the
need to plan ahead for health care decisions, related to medical decision-making
whenever people are unable to communicate and to encourage the specific use of advance
directives to communicate these important health care decisions; and
WHEREAS, Honoring Your Wishes: A Community -Wide Initiative, and other
organizations throughout Iowa have endorsed this event and are committed to educating
the public about the importance of discussing health care choices and executing advance
directives; and
WHEREAS, as a result of April 16, 2016, being recognized as Health Care Decisions
Day in Iowa City, more citizens will have conversations about their health care decisions;
more citizens will execute Advance Directives to make their wishes known; and fewer
families and health care providers will have to struggle with making difficult health care
decisions in the absence of guidance from the individual.
NOW, THEREFORE, I, James A. Throgmorton, Mayor of Iowa City, do hereby
recognize April 16, 2016, as
