A public hearing was held on a resolution approving plans, specifications, form of contract, and estimate of cost for the construction of the Asphalt Resurfacing Project 2016, establishing amount of bid security to accompany each bid, directing City Clerk to publish notice to bidders, and fixing time and place for receipt of bids. Council Member Thomas announced that Jay Walljasper will be speaking in Iowa City on April 13, one on "the notion of the Commons, All that we Share" and the second on "25 Ways to Create Strong Community". Council Member Taylor noted the annual Workers Memorial Day event on April 28 at 12:30 on the Ped Mall. Mayor Throgmorton mentioned the Johnson County Liveable for all event on Saturday, April 16; and reported on the March 29th performance at the Englert by the Lone Bellow. QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS 1. (Agenda item # 8 — Transportation Network Companies ... ordinance ...) Asst. to the City Manager Andrew requested Council consideration of two amendments in Section 10 of the proposed ordinance if Council chooses to vote on the ordinance later at the formal meeting. Andrew outlined the changes as: ■ Remove language that vehicles meet requirements set forth specifically in Section 321.20 of the state Code and change to read "all applicable State and Federal laws". ■ Add a requirement that vehicles need to be 10 years old or newer. This was contained in the policy of the TNC that spoke with the City but was not reflected in the proposed ordinance. Council agreed to amend the ordinance at the formal meeting, and provide direction to staff on proposed changes to the current traditional taxi regulations after discussion of the agenda item. DOMESTIC VIOLENCE PRESENTATION FIP # 3 Info Packet of 3/171 University of Iowa Legal Clinic representative Eglaine Persephone presented information on a request for a resolution for Council consideration of a resolution to establish freedom from domestic violence as a fundamental human right on the April 5 agenda. Majority of Council agreed. ACTION: City Attorney's office will work with the group and include the resolution on the April 5 agenda. (Dilkes) Council Work Session March 23, 2016 Page 2 STRATEGIC PLAN - INITIATE PUBLIC DIALOGUE ABOUT THE MEANING AND IMPORTANCE OF A WALKABLE NEIGHBORHOOD AND HOW TO ACHIEVE IT Interim City Manager introduced the topic and stated staff was seeking direction on speakers, style and type of meetings, and expectations on goals. Individual Council Members expressed their views and provided direction as follows: • Attract two speakers in Iowa City in the next 4-6 months • Speakers should have background in land use and transportation (i.e. Jeff Speck, Chuck Marohn, Dan Parolek, Emily Talen, and Maurice Cox). Interim City Manager Fruin noted that community stakeholders are co -sponsoring a speaker from the American League of Bicyclists in May. • Purpose build awareness, educate and facilitate strategic plan objectives • Seek co-sponsors • Engage diverse cross-section of the community and use alternate meeting locations INFORMATION PACKET DISCUSSION [MARCH 3,10, 171 March 3 1. Crisis Service meeting) Mayor Pro tem Botchway noted information and applauded the County for taking the reins on the efforts and Police Chief Hargadine for his continuing efforts promoting and explaining the CIT program. 2. (IP # 6 — Slaughter email — see March 17 packet) 3. (IP # 4 — Memo ... increasing racial / ethnic diversity ... Police Department) Mayor Pro tem Botchway questioned further efforts. Interim City Manager Fruin stated the intent of the memo was to show what has been done to date, new things will be tried, and changes have been made in the make-up of the application pool and the City has been successful in expanding the candidate pool . He noted the biggest challenge was not a lot of open positions. 4. (IP # 5 — Memo .... City Park Pool and Aquatic Center) In response to Mayor Pro tem Botchway's question on the attendance, Interim City Manager Fruin explained that the numbers have not increased after 2003 because both Coralville and North Liberty opened their facilities. 5. (IP # 9 — How can we make Johnson County Livable for all of its residents) Council Member Mims noted the upcoming event on April 16, and Mayor Throgmorton encouraged her to mention it again at the formal meeting. (IP # 3 - City Manager Markus.. final thought and comments) Council Member Mims thought the memo should be re -read occasionally and contained good information. 3. (IP # 4 - Email from City Manager... Affordable Housing Units) Council Member Mims noted that Three Diamond had been approved for 549 senior housing units on Williams Street in Towncrest. 4. (IP # 5 - article from Asst. City Manager.. Blueprint for More Inclusive Economic Growth) Mayor Throgmorton and Council Member Mims noted the article and relevance to future discussion. (IP # 7 — Press Release ... 4 -Star Community Rating and late handout ... ) Council Member Mims reported that Iowa City's 4 -star rating reflected the highest scored city in the State. Interim City Manager Fruin noted a late handout matrix showing how Iowa City scored in each category; and a public presentation is scheduled for March 28, to discuss the scoring and talk about the City's next steps. 6. In response to a question from the audience, Mayor Throgmorton stated there would be not public input received during the work session, and encouraged the person to attend the 7:00 PM formal meeting. March 17 1. (IP # 6 — Email from City Manager to Peggy Slaughter) In response to Council Member Dickens, Interim City Manager Fruin stated staff was discussing the proposal from Frantz Community Investors. How America Is Putting Itself Back Together) Mayor Throgmorton noted discussion with Interim City Manager Fruin. 3. (IP # 9 — City Council Schedules Two Listen Posts) City Clerk Karr noted two upcoming listening posts with Council Members Mims and Cole tentatively scheduled for April 1 and Council Members Thomas and Taylor for April 20. Karr noted that Council Members are not identified in the press release to allow re -scheduling if necessary; and encouraged Council Members to contact her if they are unable to attend the listening posts. 4. (IP # 11 — Community Police Review Board Forum) Council Member Mims noted the annual forum is scheduled for April 26 in the Iowa City Public Library. Mayor Throgmorton suggested that event be mentioned at the formal meeting as well. COUNCIL TIME 1. Council Member Mims announced that the regional economic development just provided a draft report, and after receiving input from various individuals will be releasing the report to City Councils and boards within the next couple of weeks. She stated she was looking forward to sharing that with Council shortly. 2. Mayor Pro tem Botchway recognized the City of Cedar Rapids for receiving an award for entrepreneurial black businesses and stated information would be in the next packet. 3. Mayor Throgmorton reported on a number of events: ➢ Appeared with Brenda Nations on Iowa Public Radio's River to River on Mayor's Compact on Climate Change ➢ Delivered welcome remarks to UN Association's Thousand Dinners event ➢ Attended National League of Cities conference in Washington DC with Asst. to the City Manager Andrew ➢ Convention and Visitors Bureau Board meeting March 24 ➢ City of Iowa employee recognition awards March 31 ➢ Announced start of Mayor's Walks in neighborhoods beginning in April. This will include knocking on doors, and sharing communications on their specific neighborhoods. 4. Making Johnson County a Livable County, April 16, from 11 to 2 at 203 Johnson County Human Services Building; and a symposium on criminal justice reform on April 22 from noon to 5PM at the Lindquist Center on the University campus. Council Member Dickens announced that Mission Creek tickets were on sale; and wished former City Manager Markus good luck at his new position in Lawrence, KS and welcomed interim City Manager Geoff Fruin. Council Member Cole reported he enjoyed the inclusive city's presentation by Robin Hambleton, and the collaboration between the City and University on the event. Mayor Throgmorton stated that the event was co-sponsored not only by the City of Iowa City and the University of Iowa but also the cities of Coralville, North Liberty, Johnson County Board of Supervisors, and the University of Iowa's Public Policy Center. Mayor Throgmorton reference two events. On March 28 City staff will make a public presentation about the recent four star rating the community received; and noted he and Asst. to the City Manager Andrew attended the National League of Cities meeting in Washington DC on March 5-9, and thanked Senators Grassley and Ernst for meeting with them.
