Karr, City Clerk Re: Council Work Session, April 5, 2016, 5:00 PM in Emma J. Harvat Hall Council: Botchway, Cole, Dickens, Mims, Taylor, Thomas, Throgmorton. QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS 1. (Consent Calendar item # 4f(5) — Correspondence ... Rose Oaks and IP 5 .....) Mayor Throgmorton noted the memo in the Information Packet and correspondence received concerning Rose Oaks. Interim City Manager Fruin, Neighborhood Development Services Dir. Boothroy, and City Atty. Dilkes, presented information. The following individuals appeared: Kyle Smith, Rose Oak Management representative; and Crissy Canganeili, Shelter House. ACTION: NDS staff will provide another update in the 4/14 information packet. (Fruin) [See additional discussion at the end of meeting under "Pending Work Sessions Topics] 2. (Consent Calendar item # 4d(8) — Freedom from Domestic Violence ... resolution ... ) City Clerk Karr noted the item should be removed for separate consideration at the request of the Law Clinic. 3. (Agenda item # 7 - Asphalt Resurfacing Project 2016 ...) Interim City Manager Fruin reported that Public Works Dir. Knoche would be sharing a map of the streets at the hearing. 4. (Agenda item # 8 — Traffic Calming .... 8a Langenberg Ave .... 8b Seventh Ave... ) Interim City Manager Fruin provided a brief overview of the program, noting the staff recommendation was to approve the Langenberg Ave. speed bumps and not the Seventh Ave.; and asked Council to go ahead with the approval of Langenberg but defer indefinitely the Seventh Ave. request to allow more time to talk with the neighborhood and review the traffic calming program. Council Member Thomas requested staff explore speed tables as options. 5. (Agenda item # 9 — Transportation Network Companies (UBER) .... Ordinance) Council Member Cole noted concerns about chauffeur's license not being required for UBER drivers. Mayor Throgmorton requested the item be discussed at the formal meeting. Council Work Session April 5, 2016 Page 2 6. (Consent Calendar item # 4f(2) — Sally Scott: Affordable Housing ...) In response to Mayor Throgmorton, Interim City Manager Fruin stated staff will present Council with a preliminary framework of an affordable housing action plan at the second work session in June. DISCUSS CREATING TWO NEW CITY COUNCIL COMMITTEES WITH A FOCUS ON (1) THE SUSTAINABLE BUILT ENVIRONMENT AND (2) SOCIAL JUSTICE AND RACIAL EQUITY. CONSIDER ASSIGNING ADDITIONAL STRATEGIC PLAN RELATED TOPICS TO THESE COMMITTEES fIP # 3 Info Packet of 3/31 Mayor Throgmorton reviewed his memo on the two new Council Committees. After discussion a majority agreed not to pursue creation of the two additional subcommittees; and reserved the ability to schedule special work sessions if such meeting were necessary. ACTION: None at this time. INFORMATION PACKET DISCUSSION (MARCH 24,311 ➢ March 24 1. (IP # 2 — Information form Council Member Botchway... Cedar Rapids Ranked 3`d in Nation for Minority -Owned Business) Mayor Pro tem Botchway noted information on the recognition received by Cedar Rapids and stated his interest for Iowa City do a better job. Interim City Manager Fruin stated more information would be released shortly. 2. (IP # 5 — Community Event: The Impact of Racial Injustice On Youth) Council Member Mims noted the upcoming April 28th event and encouraged the Council and community to attend. 3. (IP # 4 — Lunch and Learn for City Boards and Commission Members) Mayor Throgmorton noted the training session, stated he couldn't attend, but hoped a Council Member might be able to attend. ➢ March 31 1. (IP # 5 - ... Rose Oaks Project) Mayor Throgmorton noted previous discussion that evening on the matter. 2. (IP # 11 - Housing and Community Development Commission ... minutes) Council Member Cole noted discussion on funding recommendations, and Council's ability to modify the recommendations. Neighborhood Services Coordinator Hightshoe outlined the procedure, noting the a ranking process is used, and confirmed Council may modify recommendations. COUNCIL TIME 1. Council Member reported she and Council Member Cole hosted a Council listening post on April 1 at Pheasant Ridge attended by about 25 people, and a summary of the topics will be in the next information packet. 2. Mayor Pro tem Botchway indicated he wanted to talk more about what can be done for people in similar situation as Rose Oaks who lose their housing or are displaced. 3. Council Member Cole recommended a follow up to issues raised at the listening posts. Staff will review summary notes provided and answer outstanding questions or offer clarifications in a future information packet. Council Work Session April 5, 2016 Page 3 4. Mayor Throgmorton reported on a number of events: ➢ Met with area State Legislative Delegation along with Mayor Pro tem Botchway, Interim City Manager Fruin, Asst. to the City Manager Andrew ➢ Attended Employee Awards luncheon with Council Members Mims and Dickens ➢ Handed out awards at the NCAA Women's Regional Gymnastics Championship ➢ Attended the groundbreaking for new Hoover elementary school with Mayor Pro tem Botchway ➢ Will be meeting with Chamber Local Government Affairs Committee on the 14tH [Break 6:50 p.m. - Discussion continued after the formal meeting] MEETING SCHEDULE Mayor Throgmorton noted the Economic Development Committee meeting scheduled April 12th; and encouraged Council Members to let City Clerk Karr know of any summer absences to allow preparation of a summer meeting schedule. Council Member Cole noted he would be unavailable June 22-26. In response to Council Member Dickens, City Clerk Karr stated a KXIC radio schedule will be discussed at the next meeting. PENDING WORK SESSION TOPICS [IP # 4 Info Packet of 3/311 Council Members discussed the need for communication and updates on the Rose Oaks situation. ACTION: Staff will contact management immediately and note the urgency of providing clear information to each individual tenant and will be engaged on a daily basis and attempt to identify service needs and resources to assist displaced households. (Fruin) UPCOMING COMMUNITY EVENTS / COUNCIL INVITATIONS Mayor Throgmorton reported he had received a call from recently appointed University of Iowa committee member Dobyns asking if a Council Member could go to San Antonio May 2,3 for CIT training. Council Member Mims expressed interest in attending, and a majority agreed. Staff will follow up with travel arrangements. Meeting ended 10:20 PM.
