Resolutions and Motions: ITEM 4d(1) MAINTENANCE WORKER I, PARKS, ATHLETIC FIELDS - RESOLUTION AMENDING THE BUDGETED POSITIONS IN THE 5 PARK MAINTENANCE DIVISION OF THE PARKS AND RECREATION DEPARTMENT BY CHANGING ONE FULL-TIME MAINTENANCE WORKER I — PARKS POSITION TO A MAINTENANCE WORKER I — ATHLETIC FIELDS. Comment: The Parks & Recreation Department — Parks Division seeks to rename one Parks Maintenance Worker I — Parks to Parks Maintenance Worker I — Athletic Fields to distinguish the specific type of work and requirements needed for maintaining athletic fields. This is a budget neutral request that does not change the number of full time staff in the division. ITEM 4d(2) MARCH DISBURSEMENTS - MOTION TO APPROVE DISBURSEMENTS IN THE AMOUNT OF $7,467,304.57 FOR THE PERIOD OF MARCH 1 THROUGH MARCH 31, 2016, AS RECOMMENDED BY THE FINANCE DIRECTOR SUBJECT TO AUDIT. DISBURSEMENTS ARE PUBLISHED AND PERMANENTLY RETAINED IN THE CITY CLERK'S OFFICE IN ACCORDANCE WITH STATE CODE. ITEM 4d(3) UNIVERSITY HEIGHTS FIRE AGREEMENT - RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST A 28E AGREEMENT FOR FIRE PROTECTION SERVICES BETWEEN THE CITY OF IOWA CITY AND UNIVERSITY HEIGHTS Comment: This resolution approves an Agreement to provide fire protection services to the City of University Heights. Iowa City will charge University Heights $31,874.00 for the fiscal year starting July 1, 2016, with annual increases tracking the Consumer Price Index. April 19, 2016 City of Iowa City Page 3 )6-ql ITEM 4d(4) UISG APPOINTMENT — MOTION APPROVING THE APPOINTMENT OF JACOB SIMPSON AS THE CITY COUNCIL LIAISON FROM THE UNIVERSITY OF IOWA STUDENT GOVERNMENT (UISG) TO THE CITY COUNCIL UNTIL MAY 1, 2017. Comment: This motion affirms the appointment of alternate UISG representative Jacob Simpson as the City Council Liaison for 2016-2017. An alternate will be named in the near future. Correspondence from UISG President included in packet. ITEM 4d(5) DOWNTOWN ALLEY PERMIT SYSTEM - RESOLUTION RESCINDING RESOLUTION NO. 15-22 AND ADOPTING A NEW PERMIT SYSTEM FOR SOLID WASTE CONTAINERS IN THE ITEM 4d(6) 16-0 DOWNTOWN ALLEYS INCLUDING PROVISIONS FOR APPLICATION, DURATION, INSPECTION, SUSPENSION, REVOCATION, REMOVAL, FEES, AND INSURANCE. Comment: Resolution No. 05-22 adopts a permit policy for solid waste containers in the downtown alleys. Staff intends to issue an RFP in the near future to limit the number of haulers to remove solid waste and collect recyclables in the downtown alleys beginning 1/1/17. The current permit system does not limit the number of haulers, but allows dumpsters to be placed in the alleys upon payment of a fee. The permit year is June 1 to May 31 and the fee is $50 per year per dumpster. In anticipation of a new policy, this resolution changes the term of the permit to June 1 to Dec. 31 and changes the fee to $25. Staff anticipates that a permitting system for the single hauler will be on Council's agenda this fall. The revised policy is attached to the resolution. HEAVY DUTY BUS PROCUREMENT - RESOLUTION AUTHORIZING THE PURCHASE OF (8) HEAVY DUTY BUSES FOR THE TRANSPORTATION & RESOURCE MANAGEMENT DEPARTMENT FROM GILLIG LLC. Comment: These heavy duty buses are to be purchased off of a state contract through the Iowa Department of Transportation and will result in the purchase of eight (8) heavy duty buses to serve as replacements for buses currently in our transit fleet. Each vehicle costs $444,542 for a total contract of $3,556,336. The Transportation Services Department received Federal Transit Administration grant funds for the purchase of these vehicles. These grant funds cover an estimated 80% of the cost of the heavy duty buses. The local match provided by the Transportation Services Department is $711,268 and will come from the transit bus replacement reserve. April 19, 2016 City of Iowa City Page 4 ITEM 4d(7) CITY PARK CABINS - RESOLUTION AUTHORIZING CITY MANAGER TO MAKE APPLICATION FOR FUNDING ASSISTANCE FROM THE STATE HISTORICAL SOCIETY OF IOWA FOR THE RESTORATION OF THE OLD SETTLERS' ASSOCIATION LOG CABINS IN UPPER CITY PARK AND TO SIGN GRANT AGREEMENT IF AWARDED. Comment: Staff recommends approval of a resolution authorizing application for funding assistance from the State Historical Society of Iowa, Historical Resource Development Program (HRDP) for the restoration of the log cabins in Upper City Park. The maximum grant funding is $25,000 with a local match required of $25,000 through GO Bonds in CIP R4187. ITEM 4d(8) UTILITY BILLING COORDINATOR - RESOLUTION AMENDING THE BUDGETED POSITIONS IN THE REVENUE DIVISION OF THE O� FINANCE DEPARTMENT AND THE AFSCME PAY PLAN BY DELETING ONE FULL-TIME CUSTOMER SERVICE REPRESENTATIVE POSITION AND ADDING ONE FULL-TIME UTILITY BILLING COORDINATOR POSITION. Comment: The City converted to a third party utility billing software system in March 2015 which requires a position with technical and software expertise to produce the utility bills and provide internal software support. Finance recommends eliminating one Customer Service Representative AFSCME Grade 7 position and creating a Utility Billing Coordinator AFSCME Grade 10 position. The increase in cost is $5383/year. ITEM 4e Setting Public Hearings: ITEM4e(1) CITY SALE, 1807 LOWER MUSCATINE - RESOLUTION SETTING PUBLIC HEARING FOR MAY 3, 2016, ON A PROPOSAL TO CONVEY A SINGLE FAMILY HOME LOCATED AT 1807 LOWER MUSCATINE ROAD. Comment: As part of the Lower Muscatine Road Improvements Project, the City purchased the home at 1807 Lower Muscatine Road because the property was already on the market and would be significantly impacted by the project. Now that the project is concluded, the City no longer wishes to retain ownership of the property. The City has received an offer to purchase the home, which it has accepted contingent on Council approval. The amount of the sale will be $145,700. ITEM 4e(2) COMPREHENSIVE PLAN AMENDMENT, CAMP CARDINAL BOULEVARD — MOTION SETTING A PUBLIC HEARING FOR MAY 3 ON A RESOLUTION AMENDING THE COMPREHENSIVE PLAN TO CHANGE THE LAND USE DESIGNATION OF PROPERTY LOCATED NORTH OF MELROSE AVENUE AND EAST OF CAMP CARDINAL BOULEVARD FROM RESIDENTIAL 2-8 DWELLING UNITS PER ACRE TO OFFICE COMMERCIAL (CPA16-00001) Comment: At its April 7 meeting, by a vote of 7-0, the Planning and Zoning Commission recommended approval of this Comprehensive Plan amendment. Approval will allow future consideration of a rezoning request for commercial office zoning. April 19, 2016 City of Iowa City Page 5 ITEM 4e(3) REZONING NORTHEAST OF CAMP CARDINAL ROAD — MOTION SETTING A PUBLIC HEARING FOR MAY 3 ON AN ORDINANCE REZONING APPROXIMATELY 26.98 ACRES OF LAND LOCATED NORTHEAST OF CAMP CARDINAL ROAD FROM INTERIM DEVELOPMENT SINGLE FAMILY (ID -RS) ZONE TO PLANNED DEVELOPMENT OVERLAY (OPD -8) ZONE (REZ16-00003) Comment: At its April 7 meeting, by a vote of 6-1 (Eastham voting no), the Planning and Zoning Commission recommended approval of this rezoning, which is associated with an application for a preliminary plat for Nepola Sudivision, a 1 -lot subdivision with two outlots located northeast of Camp Cardinal Road. A 170 -unit senior housing project is proposed on the property. The planned development rezoning and the subdivision will allow the senior living apartments to be clustered on a portion of the property, while reserving a portion of the land for conservation easements and future residential development. ITEM 4e(4) HOUSING AUTHORITY'S ANNUAL PLAN - MOTION SETTING A PUBLIC HEARING FOR MAY 3, 2016, FOR THE IOWA CITY HOUSING AUTHORITY'S ANNUAL PLAN FOR FISCAL YEAR 2016 AND DIRECTING CITY CLERK TO PUBLISH NOTICE OF SAID HEARING. Comment: The Quality Housing and Work Responsibility Act of 1998 ("QHWRA") requires submission of an Annual Plan. The Annual Plan provides details about the PHA's current programs and the resident population served, as well as the PHA's strategy for addressing the housing needs of currently assisted families and the larger community. The Annual Plan also serves as the annual application for grants to support improvements to public housing buildings (Capital Fund Program). The QHWRA requires that the plans be made available to the public for review not later than 45 days before the public hearing is to take place. The Annual Plan has been available at the office of the Iowa City Housing Authority since March 4, 2016. The Housing and Community Development Commission will review the Iowa City Housing Authority's Annual Plan at their April 21, 2016 meeting. ITEM 4f. State law requires that the City be paid fair market value for these property rights. Fair market value has been determined to be $5,000, based on an examination of recent comparable sales. 1. Gilbert Street, subject to a final plat being approved for the property including plans for access, and relocation of utilities. The estimated construction cost is $1,225,000 and will be funded with RISE Funds and developer contributions. The developer has indicated that they are not prepared to move forward with bidding at this time and requested that the project be delayed indefinitely. Comment: These two resolutions allows for the advertisement for the sale of the bonds and notes and for the receipts of electronic bids by FAX machine and through the PARITY competitive bidding system. The PARITY electronic bidding system has been determined to provide reasonable security and to maintain the integrity of the competitive bidding process, and to facilitate the delivery of bids by interested parties in connection with the offering at public sale. The PARITY electronic bidding system has been determined to provide reasonable security and to maintain the integrity of the competitive bidding process, and to facilitate the delivery of bids by interested parties in connection with the offering at public sale. This ordinance creates a new chapter regulating TNCs.
