QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS Mayor Throgmorton announced that Council Member Cole would be arriving 15-20 minutes due to a court appearance. (Agenda item # 18 — Transportation Network Companies) In response to Mayor Throgmorton, Asst. to the City Manager Andrew briefed Council on recent State legislation passed by both the Senate and the House and was currently awaiting the Governor's signature. The legislation would regulate TNC's effective January 1, 2017 so that would be 7 months before that legislation would go into effect, and recommended proceeding with final passage of the TNC ordinance on the agenda. He noted that the legislation also takes away some home rule authority for traditional taxi companies and staff would meet with taxi companies on proposed changes and the recent State legislation, and present additional information to Council for the May meeting. Majority agreed to move up consideration of this item prior to item 7 on the agenda. COUNCIL APPOINTMENTS [agenda item # 20] Board of Appeals — appoint Jim Walker STOP STUDY Police Chief Hargadine introduced Dr. Chris Barnum, Program Dir. for Masters in Criminal Justice and Criminal Justice Professor for St. Ambrose University. Handouts distributed: • Memo from Police Chief: St. Ambrose Study on ICPD Traffic Stops • ICPD Traffic Stop Analysis (power point presentation) • Summary of Results ICPD Traffic Study 2105 Dr. Barnum presented a power point and data and results for 2015. After discussion Council directed staff as follows: 1. Police to work with Dr. Barnum to provide supplemental logistical regression information to the Council (disproportionality figures when controlling for certain variables such as reason for stop / arrest). Information will be forwarded to Council when available. Council Work Session April 19, 2016 Page 2 2. Police will discuss Council's desire to set a goal to reduce disproportionality of stops and outcomes. Staff will develop a recommended goal and present that to Council at a later date. 3. Police will continue to work with Dr. Barnum to refine data collection in an effort to provide more clarity to his analysis. Specific attention should be given to how officers record consent searches for purposes of the study. 4. Communications and Police will add Dr. Barnum's presentation slides, written summary, and a video of the presentation to the City website. INFORMATION PACKET DISCUSSION [APRIL 7,141 ➢ April 1. (IP # 4 — Listening Post summary report — April) Council Members Cole and Moms summarized concerns. Cole requested a follow up be scheduled with responses to concerns. Staff is preparing responses and a memo included in a future information packet. 2. Council Member Cole commending staff for the creation of a program developing small business opportunities and questioned when it would be announced. Interim City Manager Fruin stated a press release had been issued and a copy would be included in the next information packet. 3. (IP # 5 — Joint Meeting Agenda Items) Council Members requested the following items be included: Rose Oaks Update Affordable Housing Update School District boundaries Pesticides and Herbicides on School Grounds CIT (Crisis Intervention Training) JC Hunger Task Force Report Minimum Wage Update The Mayor will work with the City Clerk on the agenda. 4. (IP6 — KXIC Radio Show) Council agreed to the following schedule: Wednesday April 27 — Dickens May 4 — Botchway May 11 — Mims May 18 — Thomas May 25 — Taylor June 1 —Throgmorton Frida May 6 — Botchway May 20 — Botchway June 3 — Mims June 17 — Dickens 5. (IP8 — Coffee With A Cop ....) Mayor Pro tem Botchway requested an update, feedback and numbers on the events. Interim City Manager Fruin stated he would provide information. Council Work Session April 19, 2016 Page 3 ➢ April 14 (IP # 9 - Diversity Implementation Update and Status on Racial Equity and Diversity Initiative... ) Mayor Pro tem Botchway thanked staff for the report and initiatives. 2. (IP # 6 - Regional Assessment ... Iowa's Creative Corridor) Council Member Mims responded to questions on the report and stated it reflected a compilation of a lot of input and the process would be continuing into the fall. 3. (IP # 4 — Update on Rose Oaks Development) Interim City Manager Fruin updated Council on additional information stating the building permit application had been received and could take several days or weeks to review; in addition five demolition permits have been received and those demolition permits will not be approved until the site plan is approved. Development Services Coordinator Yapp present for discussion. Mayor Throgmorton acknowledged the owners met with tenants on April 11 and was pleased to see a counter -proposal prepared by the Rose Oaks Tenant Association. [Break 6:45 p.m. - Discussion continued after the formal meeting] COUNCIL TIME 1. Council Member Cole stated he would like to attend a National League of Cities conference "Collaboration divides the task and multiples the success" in Madison, and request City funding. After discussion a majority agreed. 2. Council Member Dickens raised concerns regarding people addressing Council multiple times on the same topic, and suggested limiting one appearance per issue. Council Member Mims agreed and also noted that if there were large numbers waiting to speak the Mayor should limit the presentation time to 3-4 minutes rather than the traditional 5 minutes. 3. Council Member Mims raised questions when the plastic bag ban would be scheduled for discussion. Interim City Manager Fruin stated that staff will provide a more comprehensive waste minimization strategy presentation at the June 7 meeting. Council requested that copies of sample plastic bag ordinances or strategies from other communities be included with materials for that work session. 4. Interim City Manager Fruin stated staff was preparing a downtown streetscape master plan presentation and discussion for the May 3 work session. 5. Mayor Throgmorton reported on a number of events: ➢ Met with Chamber of Commerce Government Affairs Committee on April 14 with Interim City Manager Fruin, and Public Works Dir. Knoche. ➢ Economic Development Committee met on April 12 and agreed to more frequent meetings and suggested moving the next few meeting to Harvat Hall and televising them. Council Member Mims stated she would be preparing a memo as Chair of the EC Committee regarding minutes and addressing some other issues for an upcoming information packet. Staff will relocate future meeting to Harvat Hall and record and broadcast meetings. In response to Council Member Cole, Interim City Manager Fruin said staff would place affordable housing amendment to TIF policy on May 3rd agenda. Council Work Session April 19, 2016 Page 4 MEETING SCHEDULE Mayor Throgmorton noted Iowa City would be hosting the joint entities meeting on Monday, April 25, in Harvat Hall; and Interim City Manager Fruin, Mayor Pro tem Botchway, and himself would be meeting with Johnson County Supervisors Rettig and Sullivan and JC Adm. Johnson on Tuesday, the 26th, to discuss CIT (Comprehensive Intervention Training. 2. City Clerk Karr stated Council Members have expressed a desire to retain the summer schedule the same, the first and third Tuesday, noting Council Members may request electronic participation. 3. Council Member Cole suggested a brown bag work session be schedule once a month to allow a more informal opportunity for discussion. Council Member Dickens stated he was unable to get away for meetings during the day. PENDING WORK SESSION TOPICS FlP # 3 Info Packet of 4/141 Mayor Throgmorton asked that discussion of creation of an ad-hoc committee on social justice and racial equity be added, suggesting it could be ad hoc, last one year, and could have a Council representative. Majority agreed to the addition. UPCOMING COMMUNITY EVENTS / COUNCIL INVITATIONS Mayor Throgmorton announced the following events: Community Police Review Board Annual Forum — April 26 Free Medical Clinic fundraiser—April 19 Annual Iowa City Hospice Walk for Dignity — April 17 River Run — April 24 Mayor Pro tem Botchway noted the City's outdoor ping pong event on May 2.
