AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO
ATTEST THE FY2017 AGREEMENT BETWEEN THE CITY OF IOWA
CITY AND THE CITY OF UNIVERSITY HEIGHTS FOR THE PROVISION

UNIVERSITY HEIGHTS.
Comment: This resolution approves the FY2017 agreement for Iowa City
Transit to provide transit service within the corporate limits of University
Heights. The level of transit service provided will remain the same as in
FY2016. The proposed FY2017 contract amount of $36,884 is an
increase from the FY2016 amount based on the National Consumer Price
Index, and is an increase of 2.0%. University Heights signed this
agreement at their March 8, 2016 city council meeting.
ITEM 4d(2) KUM & GO — RESOLUTION APPROVING FINAL PLAT (SUBJ%00022)
Comment: A preliminary plat of the Kum_&- site on Riverside Drive
\\� and Benton Street was approved,_ortAugust 6, 2015. Staff recommends
approval of the final plat subject to approval of legal papers by the City
Attorney. It is anticipated that legal papers will be approved prior to the
May 3 City Council meeting. Approval will allow a consolidation of
properties into a 1 -lot, 1.4 acre commercial subdivision located at the
Northwest corner of Riverside Drive and Benton Street.

WINDMILL HEIGHTS — RESOLUTION APPROVING FINAL PLAT
(SUB15-00021)
Comment: A preliminary plat of Windmill Heights was approved on May
21, 2015. Staff recommends approval of the final plat subject to approval
of legal papers and construction drawings by the City Attorney and City
Engineer. It is anticipated that legal papers and construction drawings will
be approved prior to the May 3 City Council meeting. Approval will allow
the development of a 22 -lot, 6.94 -acre residential subdivision located at
the south of Rochester Avenue, between Green Mountain Drive and
Teton Circle.
ITEM 4d(4) ICAAP FUNDING AGREEMENT FOR BIKE SHARE PROGRAM -
RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY
CLERK TO ATTEST A FEDERAL AID AGREEMENT FOR AN IOWA'S
(` CLEAN AIR ATTAINMENT PROGRAM (ICAAP) PROJECT FOR A
�P JOINT BIKE SHARING PROGRAM WITH THE UNIVERISTY OF IOWA
Comment: The City of Iowa City and the University of Iowa submitted a
joint application to the Iowa Department of Transportation requesting
Iowa Clean Air Attainment Program (ICAAP) funding for the development
of a Bike -sharing project, which was approved in the amount of $135,300.
These funds can be used to cover a maximum of 80% of the cost of the
project. This is intended to be just the first phase of the implementation of
a City/Campus wide bicycle sharing program. A portion of the local
funding match required will be provided by the University of Iowa Parking
and Transportation Department ($20,000), University of Iowa Staff
Council ($4,000), University of Iowa Student Government ($4,000), and
the City of Iowa City ($13,700).

permanent easements and/or temporary construction easement to
construct the 2016 Sidewalk Infill Project. This project includes the
construction of 4 -foot wide sidewalk along Oakcrest Street from 828
Oakcrest Street to 916 Oakcrest Street, and also adjacent to 1130
Oakcrest Street. The project also includes 4 -foot wide sidewalk along D

$1,100,000, and will be funded with Traffic Safety Improvement Program

MIDAMERICAN NEW MASTER AGREEMENT - RESOLUTION
AUTHORIZING THE CITY MANAGER TO SIGN RETAIL NATURAL GAS
SUPPLIER AGREEMENT WITH MIDAMERICAN ENERGY SERVICES, LLC
FOR BULK SUPPLY OF NATURAL GAS FOR MERCER PARK AQUATIC
CENTER AND SOUTH WASTEWATER TREATMENT FACILITY
Comment: The City has been purchasing bulk natural gas (as
distinguished from metered natural gas) from MidAmerican (MidAm) and
its predecessors for over 20 years. This resolution authorizes the City
Manager to sign a new master agreement with MidAm for the purchase of
bulk natural gas for Mercer Park Aquatic Center and the South
Wastewater Treatment Facility. The term of the master agreement is
August 1, 2016 through December 31, 2016 with one-year renewal
options. The price is dependent on the market. This resolution further
authorizes the City Manager to sign the master agreement and five, one -
.,year renewals.
ITEM 4e Setting Public Hearings:
ITEM4e(1) PARKING RAMP AND BRIDGE REPAIR 2016 - RESOLUTION
SETTING A PUBLIC HEARING ON MAY 17, 2016 ON PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST
FOR THE CONSTRUCTION OF THE IOWA CITY PARKING GARAGE
MAINTENANCE PROGRAM AND BRIDGE REPAIR 2016 PROJECT,
DIRECTING CITY CLERK TO PUBLISH NOTICE OF SAID HEARING,
AND DIRECTING THE CITY ENGINEER TO PLACE SAID PLANS ON
FILE FOR PUBLIC INSPECTION.
Comment: The 2016 project focuses on minor concrete floor repairs and
membrane coating applications in the Dubuque Street, Capitol Street,
Tower Place and Chauncey Swan facilities. Additionally three road
bridges, Iowa Avenue, Gilbert Street and College Street, are in need of
bridge expansion joint replacement and will be bid as add alternates. The
estimated construction cost of the parking project is $ 331,422 and will be
funded from the Parking Facility Restoration Repair account # T3004.
The bridge alternates have an estimated construction cost of $142,575
and will be funded by the Annual Bridge Maintenance and Repair account
#S3910.

IMPROVEMENTS - RESOLUTION SETTING A PUBLIC HEARING ON
MAY 17, 2016 ON PLANS, SPECIFICATIONS, FORM OF CONTRACT,
AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE
SYCAMORE STREET AND LOWER MUSCATINE ROAD LANDSCAPE
IMPROVEMENTS PROJECT 2016, DIRECTING CITY CLERK TO

Comment: This project involves street tree installation along Lower
Muscatine Road from Kirkwood Boulevard to First Avenue, and along
Sycamore Street from Lower Muscatine Road to Lehman Avenue. The
project also includes landscape installation for (2) roundabouts installed in
2015 along Sycamore Street. The estimated cost for this project is
$261,368.84 and will be funded with Road Use tax proceeds.

Comment: At its April 7 meeting, by a vote of 6-1 (Eastham voting no), the
Planning and Zoning Commission recommended approval of this
rezoning, which is associated with an application for a preliminary plat for
Nepola Sudivision, a 1 -lot subdivision with two outlots located northeast
of Camp Cardinal Road. A 170 -unit senior housing project is proposed
on the property. The planned development rezoning and the subdivision
will allow the senior living apartments to be clustered on a portion of the
property, while reserving a portion of the land for conservation easements
and future residential development. The applicant has withdrawn their
application, and no further action is necessary. Correspondence

Comment: At its November 19 meeting, by a vote of 6-0 (Parsons
absent), the Planning and Zoning Commission recommended approval of
the application submitted by Build to Suit. Approval will allow a broad
range of commercial uses; the proposed project is a medical clinic. The
applicant requested deferral to May 3 at the January 19 Council meeting,
and had notified the City that they are withdrawing the application. No
further action is necessary.

13o Comment: As part of the Lower Muscatine Road Improvements Project, the City
purchased the home at 1807 Lower Muscatine Road because the property was
already on the market and would be significantly impacted by the project. Now that the
project is concluded, the City no longer wishes to retain ownership of the property. The
City has received an offer to purchase the home, which it has accepted contingent on
Council approval. The amount of the sale will be $145,700.

HOUSING AUTHORITY'S ANNUAL PLAN FOR FISCAL YEAR 2016.
I (Q — I �j� Comment: The Quality Housing and Work Responsibility Act of 1998 ("QHWRA")
requires submission of an Annual Plan. The Annual Plan provides details about the
PHA's current programs and the resident population served, as well as the PHA's
strategy for addressing the housing needs of currently assisted families and the
larger community. The Annual Plan also serves as the annual application for grants
to support improvements to public housing buildings (Capital Fund Program). The
Housing and Community Development Commission reviewed and recommended
adoption of the Iowa City Housing Authority's Annual Plan for Fiscal Year 2016, at
their April 21, 2016 meeting.
