QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS 1. (Consent Calendar # 4d(3) — Windmill Heights) In response to Council Member Thomas, majority agreed to remove the item for separate consideration to allow staff to respond to correspondence. 2. (Consent Calendar # 4d(2) Kum & Go Final Plat and 4e(3) setting a hearing for conveyance of vacated portion of Waterfront Drive) City Clerk noted that two items # 4d(2) and # 4e(3) would be removed from the Consent Calendar and added to a future agenda. COUNCIL APPOINTMENTS [agenda item # 15] Housing and Community Development Commission — appoint Christine Kay Harms Human Rights Commission — Karol Krotz REVIEW OF DOWNTOWN STREETSCAPE MASTER PLAN Interim City Manager Fruin presented a power point. Public Works Knoche present for discussion. ACTION: City Council directed staff to pursue a 2017 north Ped Mall project that leaves BHMP flexible for potential improvements at a later date. Interim City Manager will discuss with staff and the landscape architects to determine the most practical approach, and return to Council with a clearer option for a path forward consistent with this direction. INFORMATION PACKET DISCUSSION [APRIL 21, 281 ➢ April 21 1. (IP # 5 — Inspection of University Impacted Neighborhoods and the Housing Exterior Loan Program) Mayor Throgmorton expressed appreciation to staff and stated he has tweeted the information and was pleased to do. Senior Housing Insp. Laverman responded to a question that information on properties could be found on the City website, including pictures of violations. Council Work Session May 3, 2016 Page 2 2. (IP # 7 - Entrepreneurship Workshops) Council Member Mims commending staff for the "So You Want to Start Your Own Business" program and information. ➢ April 28 1. (IP # 5 - Article .... Nimbys, SFBARF, and a clueless writer at the NY Times) Council Member Thomas noted the author was Tim Redmond, a writer in San Francisco and stated it was a counterpoint to an earlier distributed article. 2. (IP # 4 - Article ... ACT to close McCarrel Center by 2018, affecting 60 City jobs) Mayor Pro tem Botchway stated he included the article as Council continues to talk about economic development opportunities and changes occurring within the City. 3. (IP # 6 — Update on Rose Oaks Development) In response to Council Member Cole, Mayor Throgmorton suggested discussion wait until after the formal meeting. [Break 6:45 p.m. - Discussion continued after the formal meeting] ➢ April 28 (continued) 3. (IP # 6 — Update on Rose Oaks Development) Council Member Cole suggested a review of the site plan review process, possible urban renewal district in the area, and an appointment of a community liaison from the Center for Worker Justice or the Rose Oaks community; and suggested the items be scheduled on an agenda in the near future. Mayor Throgmorton noted the City Atty. would be providing information on the site review process at the June 21 affordable housing work session. Interim City Manager Fruin stated creation of an urban renewal area would require the Rose Oaks ownership group willingness to partner with the City, and if they are, the terms and cost to the City. Fruin stated those discussion were occurring. After discussion, Council Member Cole stated he would prepare a proposal for further Council discussion. 4. (IP # 10 — ... Follow-up to Meeting with Taxi Companies / Possible Code Changes / State Law) In response UISG Liaison Simpson, City Clerk reported on staff meeting with taxi owners and drivers a second time. A draft ordinance will be prepared for Council consideration at the next meeting. COUNCIL TIME 1. Council Member Thomas reported on the Workers Memorial Day event he attended with Mayor Throgmorton and Council Member Taylor. In response to Council Member Thomas, Interim City Manager Fruin provided information on the City's safety program and safety specialists that works with departments to ensure safety requirements are met, and the benefit of the Fire Department involved with rescue operations. 2. Mayor Throgmorton reported on the following events: • April 26 — Mayor Pro tem Botchway, Interim City Manager and he met with some Johnson County Supervisors regarding CIT and the possibility of a restoration center • April 29 — First Mayor's Walk; noticed Press Citizen in plastic bags on driveways and questioned City helping with problem. City Attorney will research options. • May 11 — Mayor going to be participating in Urban Land Institute regarding balancing development opportunities • May 17 — Meeting with Corridor Business Journal regarding economic development growth in the Corridor Council Work Session May 3, 2016 Page 3 MEETING SCHEDULE 1. Mayor Throgmorton noted the Economic Development Committee would be meeting on Tuesday, May 10, at 11:30.
