MAY 17, 2016
Iowa City City Council regular meeting, 7:00 p.m. at City Hall. Mayor Throgmorton
presiding. Council Members present: Botchway, Cole, Mims, Taylor, Thomas,
Throgmorton. Absent: Dickens. Staff members present: Fruin, Dilkes, Karr, Andrew,
Korpel, Craig, Panos, Rummel, Ralston, Havel, Knoche, Bockenstedt, Yapp.
The Mayor proclaimed: National Police Week — May 15 -21, and stated he had
presented the proclamation earlier in the day at a ceremony held in Chauncey Swan
Park; Pride Month — June, Nathan Kelley and Jason Zeman, accepting; National Gun
Violence Awareness Day — June 2, Rebecca Traszhowski, Shelly Kerr and Vicki
Sievers, Mom's Demand Action, accepting.
The Mayor presented Student Leadership Awards to Lincoln Elementary students:
Moesha Chhatlani; Lohman Provorse.
Mayor Throgmorton welcomed everyone to the meeting and to City Hall; noted the
press conference held earlier in the day regarding the April 30 incident and praised
officers for their investigation and wished the young man and his family the best.
Unless otherwise noted, all actions were affirmative and unanimous.

Consent Calendar be received, or approved, and or adopted as amended, and stated
that item 4d(13) had been renumbered to item 5a and would be considered separately

Charlie Eastham, 953 Canton St., provided an update on Rose Oaks. Moved by
Botchway, seconded by Mims, to accept photo distributed by Mr. Eastham. Martha
Norbeck, 906 S. Seventh Ave., appeared regarding the downtown traffic model report,
encouraged Council to proceed with four -to -three lane conversion, and suggested IDOT
presentations. Roger Knight, Jr., 320 East Washington St., raised concerns about future
Moen projects; transportation issues; Police response time to fights downtown;
Moved by Mims, seconded by Botchway, to defer to June 6, an ordinance vacating
the Waterfront Drive public right-of-way (VAC15-0007).
A public hearing was held on a resolution approving plans, specifications, form of
contract, and estimate of cost for the construction of the Iowa City Parking Garage
Maintenance Program and Bridge Replacement 2016 Project, establishing amount of bid
security to accompany each bid, directing City Clerk to publish notice to bidders, and
fixing time and place for receipt of bids. No one appeared.

REDEMPTION OF OUTSTANDING WATER REVENUE REFUNDING CAPITAL LOAN
NOTES, SERIES 2008D OF THE CITY OF IOWA CITY, STATE OF IOWA, DATED
OCTOBER 15, 2008, AND DIRECTING NOTES BE GIVEN.
Moved by Mims, seconded by Botchway, that the ordinance amending Title 5,
entitled `Business and License Regulations," Chapter 2, entitled 'Taxicabs," to eliminate a
local office, 24/7 service, and inspection of newer model vehicles and to allow a
surcharge fee on certain days and NEMT Services. Dennis Doderer, City Cab driver,
appeared. Individual Council Members expressed their views. Moved by Botchway,
seconded by Mims, to accept correspondence from Dennis Doderer (2).
Moved by Mims, seconded by Botchway, to appoint John McKinstry, 308 Ronalds
Street, to the Housing and Community Development Commission for an unexpired term
— September 1, 2017. Moved by Botchway, seconded by Mims, to accept
correspondence from Harry Olmstead.
The Mayor noted that no applications were received for the following vacancies to
Boards and Commissions and all will be readvertised: Airport Zoning Commission for a
six-year term January 1, 2016 — December 31, 2021; Airport Zoning Bird of Adjustment
for a five-year term January 1, 2016 - December 31, 2020; Airport Zoning Brd. of
Adjustment for a five-year term January 1, 2014 — December 31, 2018 (Formerly
advertised). Applicants MUST reside in Iowa City and be 18 years of age unless
specific qualifications are stated. [Staff will not publish additional notices after a period
of six publications; but will continue to advertise vacancies with postings and on the
Council agenda. However, no additional publication costs will be incurred.]
The Mayor noted previously announced vacancy: Historic Preservation Commission
for a Jefferson St. representative to fill three-year term, March 29, 2016 — March 29,
2019 (New District formed). Applications must be received by 5:00 p.m., Wednesday,
June 15, 2016.
Council Member Thomas announced that the Iowa City Community Band would be
playing at North Market Square Park, Sunday, June 12, at 2:00 PM.
Council Member Mims reported CIT training and recent visit of the facilities in San
Antonio; and stated she was looking forward further discussion.
Mayor Pro tem Botchway stated it was fortunate the Marcus Owen incident was not
a hate crime and commended the Police Department for taking the matter seriously;
and encouraged the community to speak up about their experiences; noted the
following events scheduled for Saturday, May 21, City paddle boarding event
downtown, HBCU tour fundraiser at the Clarion Hotel, Inside Out Re-entry summer
concert; stated he will be on the KXIC Radio show at 7:15 AM Friday, May 20; reported
on his participation in Get Moving Healthy Kids event which raised $67,000; and the
memorial for Ily Ringer.
Council Member Cole reported on his participation in the Bike, Bus, Car event
celebrating Bike to Work week and encouraged everyone to attend other events during
the week; and noted the universal support for further discussion of the CIT program.
Council Member Taylor noted the City press release regarding Invest Health and
stated Iowa City was one of 50 cities selected to receive a $60,000 grant to study health
disparities in low income communities; reminded the community of a Senior Center
event at the Englert on Saturday, May 21, Family Folk Machine and Voices of
Experience inter -generational concert.

Mayor Throgmorton noted the Senior Center annual meeting on May 18; the Dan
Parolek presentation at the Public Library on Tuesday, May 24; and noted the upcoming
graduation of his step -daughter from City High.

Thomas, majority agreed to remove the item for separate consideration to allow staff to
respond to correspondence.
2. (Consent Calendar # 4d(2) Kum & Go Final Plat and 4e(3) setting a hearing for
conveyance of vacated portion of Waterfront Drive) City Clerk noted that two items #
4d(2) and # 4e(3) would be removed from the Consent Calendar and added to a future

REVIEW OF DOWNTOWN STREETSCAPE MASTER PLAN
Interim City Manager Fruin presented a power point. Public Works Knoche present for
discussion.
ACTION: City Council directed staff to pursue a 2017 north Ped Mail project that leaves
BHMP flexible for potential improvements at a later date. Interim City Manager will
discuss with staff and the landscape architects to determine the most practical
approach, and return to Council with a clearer option for a path forward consistent with
this direction.

Member Thomas noted the author was Tim Redmond, a writer in San Francisco and
stated it was a counterpoint to an earlier distributed article.
2. (IP # 4 - Article ... ACT to close McCarrel Center by 2018, affecting 60 City jobs) Mayor
Pro tem Botchway stated he included the article as Council continues to talk about
economic development opportunities and changes occurring within the City.
3. (IP # 6 — Update on Rose Oaks Development) In response to Council Member Cole,
Mayor Throgmorton suggested discussion wait until after the formal meeting.

3. (IP # 6 — Update on Rose Oaks Development) Council Member Cole suggested a
review of the site plan review process, possible urban renewal district in the area, and an
appointment of a community liaison from the Center for Worker Justice or the Rose
Oaks community; and suggested the items be scheduled on an agenda in the near
future. Mayor Throgmorton noted the City Atty. would be providing information on the
site review process at the June 21 affordable housing work session. Interim City
Manager Fruin stated creation of an urban renewal area would require the Rose Oaks
ownership group willingness to partner with the City, and if they are, the terms and cost
to the City. Fruin stated those discussion were occurring. After discussion, Council
Member Cole stated he would prepare a proposal for further Council discussion.
4. (IP # 10 — ... Follow-up to Meeting with Taxi Companies / Possible Code Changes /
State Law) In response UISG Liaison Simpson, City Clerk reported on staff meeting with
taxi owners and drivers a second time. A draft ordinance will be prepared for Council
consideration at the next meeting.
COUNCIL TIME
1. Council Member Thomas reported on the Workers Memorial Day event he attended with
Mayor Throgmorton and Council Member Taylor. In response to Council Member
Thomas, Interim City Manager Fruin provided information on the City's safety program
and safety specialists that works with departments to ensure safety requirements are
met, and the benefit of the Fire Department involved with rescue operations.
Mayor Throgmorton reported on the following events:
• April 26 — Mayor Pro tem Botchway, Interim City Manager and he met with some
Johnson County Supervisors regarding CIT and the possibility of a restoration
center
• April 29 — First Mayor's Walk; noticed Press Citizen in plastic bags on driveways
and questioned City helping with problem. City Attorney will research options.
• May 11 — Mayor going to be participating in Urban Land Institute regarding
balancing development opportunities
• May 17 — Meeting with Corridor Business Journal regarding economic
development growth in the Corridor

The Mayor announced that the applicant had withdrawn an application and no further
action is necessary for the resolution rezoning approximately 26.98 acres of land located
northeast of Camp Cardinal Road from Interim Development Single Family (ID-RSs) Zone to
Planned Development Overlay (OPD -8) Zone (REZ16-00003). Moved by Botchway,
seconded by Dickens, to accept correspondence from Dave and Suzy Heck, Maria Lukas

A public hearing was held on the resolution amending the Comprehensive Plan to
change the land use designation of property located north of Melrose Avenue and east of
Camp Cardinal Boulevard from Residential 2-8 dwelling units per acre to Office Commercial

COMPREHENSIVE PLAN TO CHANGE THE LAND USE DESIGNATION FROM

PROPERTY LOCATED NORTH OF MELROSE AVENUE AND EAST OF CAMP CARDINAL

The Mayor stated that the applicant had withdrawn an application and no further action is

Mayor noted that no applications were received the following vacancy and will be
readvertised: Historic Preservation Commission for a Jefferson St. representative to fill three-
year term, March 29, 2016 — March 29, 2019 (New District formed). Moved by Botchway,
seconded by Dickens, to accept correspondence from Vero Rose Smith, Harry Olmstead.

Council Member Mims stated she was attending CIT training in San Antonio and
summarized activities during the visit; and stated she would be providing more information at
a future meeting.
Council Member Thomas noted the house moving party at College Green Park on May 4
from 10:30 to 2:00.
Council Member Taylor reported on the listening post she attended with Council Member
Thomas at the Capitol Center on April 20. Mayor Throgmorton thanked UISG Liaison Nicole
Neal for suggesting the site and helping arrange the event,
Council Member Cole thanked staff for the response (in the information packet) to the
issues raised at the listening post he attended with Council Member Mims at Pheasant Ridge;
complimented staff on the new entrepreneurship program starting soon and asked if more
notice could be given in the future; noted Bike to Work events coming up; and the Bill Nesper,
Program Director League of American Bicyclists presentation at Mercer Park on May 9th.
Council Member Dickens reminded everyone of the Friday Night Consent Series starting
later in the month downtown; the opening of Farmers Market on Wednesday, May 4; noted
the article quoting Roger Bradley from Yellow Cab that there was not a significant drop in
calls since Uber arrived; and stated he would be out of the country attending his daughter's
wedding and would not be attending the May 17 Council meeting.
Mayor Pro tem Botchway announced the Flyover Fashion Fest scheduled for May 7 and
tickets were still available; noted Mother's Day on May 8; and stated he would be
participating in the Celebrity Mile on May 15 for Get Moving for Healthy Kids.
Mayor Throgmorton noted events for Bike to Work Week, May 16-20,included a Mayor's
Bike Ride in City Park on May 15 from 3:00-5:00 PM.; and the Human Right Youth awards
scheduled for 7:00 PM, May 10, at the Englert.
Interim City Manager Fruin announced that Moody's had reaffirmed the Aaa rating for
Iowa City and congratulated the Finance Department on their hard work and Council on
prudent budgeting.
