A public hearing was held on a resolution authorizing conveyance of a single family home located at 1504 Yewell Street. No one appeared. Moved by Botchway, seconded by Dickens, to adopt RES. 16-188, AUTHORIZING CONVEYANCE OF THE PROPERTY LOCATED AT 1504 YEWELL STREET. A public hearing was held on a resolution approving purchase agreement by and between the City of Iowa City and Aspen Ventures, LLC for the city property to the north of City Hall that is currently used as a parking lot. Individual Council Members expressed their views. Moved by Dickens, seconded by Botchway, to adopt RES. 16-189, APPROVING A PURCHASE AGREEMENT BY AND BETWEEN THE CITY OF IOWA CITY AND ASPEN VENTURES, LLC FOR THE CITY PROPERTY TO THE NORTH OF CITY HALL THAT IS CURRENTLY USED AS A PARKING LOT. Individual Council Members expressed their views. Moved by Mims, seconded by Botchway to adopt RES.16-190, IN SUPPORT OF THE APPLICATION OF IOWA CITY SENIOR, LLC FOR THE WORKFORCE HOUSING TAX INCENTIVES PROGRAM FROM THE IOWA ECONOMIC DEVELOPMENT AUTHORITY TO CONSTRUCT SENIOR RENTAL HOUSING AT 1030-1070 WILLIAM STREET AND COMMITTING LOCAL FUNDS TO THE PROJECT. Complete Description June 6, 2016 Page 4 Moved by Mims, seconded by Botchway, to adopt resolution, in support of the application of Monark LLC for the Workforce Housing Tax Incentives Program from the Iowa Economic Development authority to construct residential housing at 7 S. Correspondence accepted from Harry Olmstead. Mayor Pro tem Botchway, left the room due to a conflict of interest. Moved by Mims, seconded by Thomas, that the ordinance amending Section 9, entitled "Motor Vehicles and Traffic," Chapter 3, entitled 'Rules of the Road," Section 6, entitled "Speed Restrictions", Subsection C, entitled "School Speed Zones" to expand the hours during which reduced speed (20 mph) is in effect in all school speed zones and to create a 20 mph school speed cone for Alexander Elementary School, be given first vote. Development Services Coordinator Yapp present for discussion. The Mayor declared the motion carried, 6/0/1, with the following roll call vote. Ayes: Dickens, Mims, Taylor, Thomas, Throgmorton, Cole. Abstaining: Botchway. Mayor Pro tem Botchway returned to the meeting. Moved by Mims, seconded by Cole, that the rule requiring ordinances to be considered and voted on for final passage at two Council meetings prior to the meeting at which it is to be finally passed be suspended, the second consideration and vote be waived, and that ORD. 16-4665, AMENDING TITLE 5, ENTITLED 'BUSINESS AND LICENSE REGULATIONS," CHAPTER 2, ENTITLED 'TAXICABS," TO ELIMINATE A LOCAL OFFICE, 24/7 SERVICE, AND INSPECTION OF NEWER MODEL VEHICLES AND TO ALLOW A SURCHARGE FEE ON CERTAIN DAYS AND NEMT SERVICES. be voted on for final passage at this time. Moved by Mims, seconded by Botchway, that the ordinance be finally adopted at this time. Moved by Botchway, seconded by Dickens, to adopt RES. 16-191, RESCINDING PRIOR RESOLUTION NO. 15-36 AND—SETTING FEES WITH RESPECT TO THE ADMINISTRATION OF REGULATIONS FOR NETWORK AND METERED TAXICABS, AND ESTABLISHING A NEW FEE FOR INSPECTION OF VEHICLES LESS THAN TEN (10) YEARS OLD. The Mayor noted the previously announced vacancies to Boards and Commissions: Airport Zoning Commission for a six-year term January 1, 2016 — December 31, 2021; Airport Zoning Brd of Adjustment for a five-year term January 1, 2016 - December 31, 2020; Airport Zoning Brd. of Adjustment for a five-year term January 1, 2014 — December 31, 2018 (Formerly advertised); Historic Preservation Commission for a Jefferson St. representative to fill three-year term, March 29, 2016 — March 29, 2019 (New District formed), Applications must be received by 5:00 p.m., Wednesday, June 15, 2016. Applicants MUST reside in Iowa City and be 18 years of age unless specific qualifications are stated. [Staff will not publish additional notices after a period of six publications; but will continue to advertise vacancies with postings and on the Council agenda. However, no additional publication costs will be incurred.] Complete Description June 6, 2016 Page 5 Council Member Mims noted the success of the fundraiser "Have Life" raising money for scholarships for students in need. Council Members Thomas reported on a wonderful Brown Street block party held the previous evening, and encourages neighborhoods to think about closing streets temporarily for such events. Council Member Cole noted he attended a Sudanese picnic at City Park with his daughter. Council Member Dickens encouraged everyone to vote on June 7th; beautiful weather and entertainment the previous week -end at Arts Fest; and stated downtown construction was moving ahead and encouraged people to come downtown during the construction and visit the stores and support the local community. Mayor Pro tem Botchway reminded everyone of the events planned to celebrate Juneteenth on Saturday, June 25. Mayor Throgmorton stated the Affordable Homes Coalition will be holding a conference on affordable housing policies and programs at the Radisson Hotel in Coralville on June 1 Moved by Dickens, seconded by Thomas, to adjourn special meeting 9:50 p.m. to work session. COUNCIL APPOINTMENTS [agenda item # 25] Housing and Community Development Commission — John McKinstry Council Work Session May 17, 2016 Page 2 DISCUSSION OF SCHOOL ASSIGNMENT ZONES Mayor Throgmorton stated he anticipated discussion of the school assignment zones to take some time and suggested Council hear from staff on the downtown traffic model and then return for discussion of the assignment zones after the formal meeting. (Mayor Pro tem Botchway arrived 5:45) REVIEW DOWNTOWN TRAFFIC MODEL REPORT Transportation Planner Ralston presented a power point and facilitated discussion. Individual Council Members expressed their views. ACTION: Staff is to proceed with designs for road diets on Clinton and Madison in conjunction with the budgeted intersection reconstruction projects, and return to Council as needed with concerns. The Market/Jefferson conversion to two-way traffic and the Gilbert Street road diet will be considered again during the FY 2018 budget process. (Fruin) [Break 6:45 p.m. - Discussion continued after the formal meeting] DISCUSSION OF SCHOOL ASSIGNMENT ZONES Mayor Pro tem Botchway reported he had discussed the matter with the City Attorney and would be recusing himself from discussion on the matter (and left the room). Council Members provided suggestions on the letter distributed as a late handout on May 16. ACTION: Copy of Mayor Throgmorton letter to School Board included in May 26 information packet. (Mayor Pro tem Botchway returned to the meeting 9:00) INFORMATION PACKET DISCUSSION fMay 5,121 ➢ May 5 1. (IP # 6 — Listening Post Update) A majority directed the City Clerk to schedule a Listening Post (maybe in late June) at the Forest View Mobile Home Park, and suggested staff and an interpreter also be present. City Clerk to contact Forest View and report back on possible dates. 2. (IP # 5 — requested information "Coffee with a Cop" program) Mayor Pro tem Botchway thanked staff for the memo. 3. (IP2 — Listening Post summary ... April 20) UISG rep. Simpson thanked Council Members Thomas and Taylor for attending the event; and hoped it was the first step in getting more student involvement. 4. (IP16 — Public Art Advisory minutes — March 4) UISG rep. Simpson noted that there was an incomplete sentence under the "Public Discussion". Staff will follow up and correct. April 12 minutes ) Mayor Pro tem Botchway voiced support for Council Member Cole's question on outreach efforts to underserved communities regarding EDC's request for $25,000, and stated he was hoping for a more specific answer from the agency. Council Member Mims stated that not every business or organization would have that breadth of experience or mission starting new. 2. Update on Rose Oaks) Council Member Cole commended staff for information provided, and stated his interest for another perspective from Rose Oakes or a liaison designated by the Center for Worker Justice. After discussion staff was directed to follow up with Rose Oaks management and Shelter House staff to develop a matrix providing additional detail on the status of remaining tenants; and concerns about water quality or asbestos handling. 4. The one thing that parents do for their kids that makes all the difference) Council Member Mims noted the article and the ties with current School District discussions and where people buy houses. 5. (IP # 7— information ... Haven for Hope) Mayor Throgmorton noted the information shared by Council Member Mims and her recent visit. Council Member Mims stated she would be happy to answer questions or provide more information for an coming packet. COUNCIL TIME 1. Mayor Throgmorton reported on the following events: • May 13 — Lunch with Coralville Mayor Lundell and North Liberty Mayor Nielson • May 13 — Interim City Manager Fruin, Human Rights Coordinator and Equity Dir. Bowers with CIVIC visitors from India, Nigeria and Australia • May 17 — Read and presented proclamation "National Police Week" at ceremony Council Member Thomas reported on the ribbon cutting for the new Mercer Park playground, and noted the facility has raised the bar and is not just a playground limited to recreation but a community and neighborhood place. 3. Council Member Mims commended Police Detectives Gonzalez and Rich, and others, participating in the press conference earlier in the day regarding the alleged hate crime.
