He is a capable person and represents the City very well. I am sure that he would make a very capable City Manager. There are advantages and disadvantages to promoting from within for the chief executive position of the City which I do not need to elaborate on in this letter. My opinion is that even with a likely and capable internal candidate (and again, I think Geoff is quite capable and would be a good choice if he is interested) it is still in the City's best interest to go through a recruitment process for a number of reasons. A recruitment process is not a commentary that Mr. Fruin is not capable nor desirable for the position. A recruitment process will allow Mr. Fruin to develop his full vision for managing the City and presenting that in an organized forum. He deserves the opportunity to present himself to the City in this mode and that he not be judged in his previous role of assistant or his current role as interim. Assistant City Managers generally provide their input in very important background ways but they are not the point person presenting how they would do things. Interim managers, as a general rule, maintain the organization's current operations and usually do not implement new visions or changes. The title "Interim' implies that. Mr. Fruin deserves the opportunity to present himself and his vision as someone looking forward to his own administration. Another consideration is that Mr. Fruin may not be the City Manager that the council is looking for. There may be other candidates with qualifications, ideas and visions that will be new to the council that you may find desirable. Again, this takes nothing away from Mr. Fruin. However, if there is not a reasonable effort to select the best candidate from a pool of qualified applicants, a certain cloud of doubt will hang over Mr. Fruin by the simple fact that he wasn't allowed to prove himself in an open process. Even if he performs admirably. About the only circumstance in which an open recruitment would not be preferred is if Mr. Fruin had been selected and hired with the specific intent of moving in to the Manager position. His work assignments and evaluations would have been designed with that end in mind. Given that the Council is questioning the method of selecting a new Manager, the circumstance I just described does not seem to the current reality. Thank you for the opportunity to provide comment. Our community needs fresh eyes on old problems, and City government needs strong, innovative leadership. Continuing the status quo will not bring the changes that are needed. In many areas of town, infrastructure is crumbling (bridges, throughout; north side streets; east side pedestrian access; etc.). Our priorities seem to be disjointed. As a graduate student at the University of Iowa, I have had to pleasure of working with Mr. Frain on an affordable housing project as part of my study. From day one, Frain was committed to my learning and encouraged me throughout the project. While I was toiling over the report, Frain impressed me with his knowledge of issues in Iowa City. He was a great help to me and I learned a lot under his leadership. I have noticed that Frain actively tries to see things from other perspectives and is genuinely interested in new ideas for solutions. In my opinion, he has the right temperament to be City Manger because he is respectful, open-minded, patient, and approachable. He knows this City very well. The first is about transparency. If you think that Geoff Fruin is the right person for the job, please appoint him. Do not go through a fake process (some might say as the Regents did with the UI Presidential search process). This costs time and money and in the end gets you where you started. I realize that you may have to go through this process to truly know that Geoff is the right person for this position. I happen to think that he is a great person to fill the role of our city manager. The second set of thoughts is about why I think Geoff is the right person. My interactions with him come from a variety of perspectives, although most of my time with him is through work with the Iowa City Downtown District. In working with Geoff, I found him to be positive, truthful, hardworking, and had great follow up skills. This last thing is SO important for a city manager. Instead of outlining all the reasons why something couldn't happen, Geoff took an opposite approach and considered the idea and then talked about how to mitigate barriers to success. When something wasn't done correctly, he took responsibility for it, apologized, and then made it right. These are traits of a wonderful public employee and leader. As a resident of Iowa City, I think it is very important for the City to conduct a rigorous, nationwide search for a prospective new City Manager. This is probably the most important and influential position in our city government and we want to make sure that we select the best City Manager from a nationwide pool of multiple candidates, rather than a pool of one. We should also ensure that Iowa City is an equal opportunity employer, reflecting a diverse community. The success we've enjoyed in major events has led to additional hosting opportunities, which continue to provide positive economic impact in Iowa City. Aside from major events, Geoff is a regular collaborator with Iowa Athletics. He has led and directed his staff to makeg Iowa City a fantastic place for our fans to come on home Football Saturdays (which are of tremendous benefit to the community), as well as made possible our first-ever Golden Herky Awards show this past May. The Golden Herky's was a 600 -person gold -carpet event at the Englert Theatre that celebrated all the successes of our student -athletes over the past year in the style of the Academy Awards, which was preceded by our 400+ student -athletes dining in downtown restaurants. During my time on the council I participated in two city manager searches. I can tell you that the process is exhausting, distracting, costly, and intense. Potential candidates weigh the odds of getting the position against the risk of damage to their current employment. It seems to me that a formal search — the expense, the time, and everything else — makes sense under different circumstances. Here, you have an obvious choice in Geoff Fruin. Geoff s experience, judgment, commitment, and professionalism are well-suited to Iowa City. He is universally respected and understands as well as anyone I know the challenges and opportunities faced by Iowa City. He is a rising star in municipal management circles. He has the energy, the intelligence, and the sensitivity to run a complex operation in a highly engaged community like ours. And he wants to be here. If I were on the council I would not hesitate to hire Geoff. In fact I would be relieved to have such an obvious and safe option. The public plays a role in the hiring process, whether through the "take the temperature" input you have requested or a formal search process. But keep in mind that you were elected to represent the community and make decisions on behalf of it. A city councilor more than anyone else understands the role of a city manager: working with and protecting the council, interfacing between the council and the rest of city hall, running a big operation with myriad components, representing the city in the public and with other organizations, etc. It requires a unique blend of skills to do all of these things well. Statistics from those cities show that those tax programs induced more private investment. That reinvestment could grow Iowa City's tax base all while protecting the uniqueness of the city and enhancing its aesthetics. Development through Historic Preservation could not only enhance the economic and aesthetic quality of Iowa City, it should be the core principal in our sustainability plan. New Buildings, even the highest performing "Net -Zero" buildings, take decades (or even centuries) to recuperate the lost embodied energy of an existing building. Additionally, old neighborhoods and commercial districts --originally built as a part of a walkable city-- typically contain a mix of housing types and foster higher density. Mr. Frain has served as the Assistant City Manager for 5 years under Tom Markus, and has played an integral role in guiding the day-to-day operations of the City both under Markus, and in his role as Interim City Manager since March. Mr. Frain is more than qualified to lead the City Administration, and appointing him as City Manager presents several benefits over conducting a regional or national search: 1. Mr. Frain has already crafted working relationships with Department Directors and other City Staff, so the lull in productivity and advancement that inevitably follows an outside hire would be avoided entirely. 2. As a taxpayer, I STRONGLY feel that the $30,000+ that would be spent on a national search would be better utilized helping the citizens of Iowa City. Put it towards constructing a new splash pad, fixing the pot -holes on Muscatine Avenue, or anything else that directly benefits Iowa Citians more than spending money to find a list of candidates when we already have the best candidate sitting in the office every day. 3. As a fifth -year board member of Iowa City's Shelter House, I can attest to the very positive, proactive steps that Geoff Fruin (and Tom Markus before him) has taken to improve the prospects for people experiencing homelessness in Iowa City. Geoff has been instrumental in the development of the low barrier Winter Shelter, which has been associated with greatly reduced city costs due to lower rates of vandalism, hospitalization and incarceration among the homeless in the winter, along with greatly reduced suffering. He has also been instrumental in helping Shelter House move toward a "Housing First" approach to homelessness. Research evidence has shown Housing First to be far more effective at reducing long-term homelessness than any other previous approach. Crissy has always communicated to the board that both Tom and Geoff have been good listeners, solution - oriented, collaborative and very eager to serve the less fortunate in the city. More recently, Crissy has kept the board well informed about the Rose Oaks apartments development; she has been very positively impressed with Geoff s role in getting on top of all of the facts in that case and then working with Shelter House and others to reach the best solutions possible for the remaining tenants. She has also indicated that some of his critics have been very misinformed about the true situation at Rose Oaks. In addition, I have learned of Geoff s work to serve the less fortunate in another way as well. hi one of my current research projects, colleagues and I have been studying the tremendous growth of farmers markets in recent years. As part of my research, I interviewed the two IC farmers market managers, Tammy Neumann and Cassidy Bell. They told me that Geoff Frain enthusiastically helped them to implement the Electronic Benefits Transfer system at the Farmers Market, whereby people on supplemental nutrition assistance (SNAP) can use tokens to purchase fresh food at the market without stigma. If Geoff had not taken this idea and run with it (by putting money into the budget to support it), the FM managers would have had to submit grant proposals, perhaps year after year, in the hopes that people on limited budgets might benefit from the fresh produce of the farmers market. Now, instead, it has been written into the budget and farmer participation in taking SNAP tokens has risen from 4 farmers last year to approximately 80 this year. The reason for my letter is to let you know that as a businessman dealing with the City for 40 years I have never seen all City departments work so well together. In the time Tom Marcus has been here more great things have happened than in the 20 years prior. With regard to staffing and training, Geoff Fruin could not have had a better mentor than Tom. The change with the biggest impact has been combining the Planning and Building Departments. Plan and development approvals take half the time, thanks to this change. Staff members are very helpful in letting you know up front if your project has support. I personally have never tried to get something approved that didn't have staff support. When choosing a City Manager, I'm hopeful you will appoint one who is less ambitious than most: not looking for any opportunity to make the City grow larger and using his/her position to conceive plans for, and actively pursue, development for its own sake. The "go getter"model fits those who wish to use Iowa City as a stepping stone where his/her resume will be further built so that he/she can move on to other'greener fields'. Leaving us to deal with the consequences of that growth - which include the inevitable effects on water resources, sewer services, and landfill capacity, for example. It would be best if the City Manager viewed the position as being closely akin to 'City Administrator', leaving initiative to the Council and seeing that the Council's ideas are investigated/explored for feasibility and then carried out. The Council has an unusual opportunity currently: both the City Manager and the Police Chief positions are to be filled. With no appointed City Manager to run the search for a new Police Chief, it is reasonable to change the Charter so that the Council appoints the Police Chief as well as the City Manager and City Attorney. This would solve the dilemma and prevent it happening again. This is also a good time to review the terms of the contracts that will be offered to make sure they reflect the wishes of our community and the Council: defining the limits on the power of the offices and outlining the positions' working relationship with the Council. While contracts are being examined, it would be a good time to review the contract of the City Attorney as well, since that is another position filled by the Council under the Charter. Particularly the historic homes and buildings throughout town make Iowa City an attractive place to live. That is why Iowa City needs to choose a city manager who will support Historic Preservation and work to preserve Iowa City's history for everyone to enjoy. Iowa City has something that many communities no longer do, it's historic neighborhoods and buildings. The Chicago suburb that I came from knocked down most of it's historic buildings to build strip malls and parking lots, many of which cannot stay occupied for more than a few months. It would be a shame for Iowa City to lose the many historic buildings around town and especially downtown, in a misguided attempt to bring more wealth to the community. These neighborhoods and buildings are valuable assets to the community and through effective historic preservation methods, can become even more valuable to businesses and the community as a whole. Iowa City needs a city manager who will promote the use of historic tax credits and other measures to show that historic preservation is good for business. Historic preservation is also a way for Iowa City to become a more sustainable city. Using existing buildings rather than building new ones keeps material out of the landfill and eliminates the damage to the environment from the production of new building materials. Many of the buildings downtown are eligible for tax credits for historic rehabilitation, which would increase energy efficiency and allow these structures to continue to create value for Iowa City for many more decades. This was my first experience working with him. My initial impression -- this man is sharp. I was impressed by his intimate knowledge of the City, the budget, operation of the Senior Center, issues faced by seniors, etc. As I got to know Geoff, I was struck by his personality. He is a genuinely nice individual with a good sense of humor and strong desire to keep the City moving forward for all of its citizens. As our committee work continued and the meetings grew longer, I was impressed with his dedication. He was a tireless and extremely valuable resource to the Committee. Later, I worked with Geoff as a member of the Parks and Recreation Commission while he was serving as Interim Director of the Parks and Recreation Department. Geoff suggested including a new item -- a staff introduction -- on our meeting agendas. Each month, a different member of the Department talks with the Commission about his or her job. The Commissioners appreciate these interactions with staff. It provides us with a better picture of how the Department truly works. More importantly, it helps us appreciate the significant contributions of these individuals. In both experiences, Geoffs relationship with the Committee/Commission was productive and professional. He provided guidance and input, but respected the roles of both groups to make their own decisions. He was responsive to questions. I have no doubt that both groups functioned better because of Geoff s involvement. In this case, a national search for a City Manager is unnecessary. Geoff is more than qualified for the position. We offer five items below describing Geoff and why he should be Iowa City's City Manager. I. Intelligent and knowledgeable — Geoff has impressed us with what he knows as well as his approach to solving problems. He brings out the best in those around him by listening and giving gentle but solid guidance. II. Works well with a wide variety of groups and individuals - As developers and property managers, we've seen how Geoff has led the City staff to be more user- friendly when it comes to communication and processes. The same is true with his work with organizations like Shelter House that serve those in need. We have really appreciated Geoffs guidance when it comes to finding solutions for problems where there is no clear answer. III. Transparency—Geoff is open and honest about issues that arise. He has no hidden agenda and works for a win/win situation at all times. IV. Engaged and energetic — Geoff serves on many boards and in many roles. He gets directly involved in the work and discussions to reach the best outcome. He leads yet is humble. V. Familiarity with our community —This is where the cost savings come for the City of Iowa City. The time and expense it would take to bring in an outside candidate to familiarize them with our town, staff, city council and community members is a huge burden. Geoff is already serving as Interim City Manager and will be ready to roll on day one. Geoff, upon being awarded as one of the Corridor Business Journal's Forty Under 40, told the publication, 'The most rewarding achievements are the small, everyday things that go unnoticed by most, but have a profound impact on a resident, business or neighborhood. While I can understand peoples' comments about process, diversity, and "fresh blood," I think we have to balance that with the reality of today. Council Members: I fully support dropping "Interim" from Geoff Fruin's title and retaining him as the City Manager for the following reasons: a Geoff has amassed tremendous community support due to his leadership skills and devotion to our city. Only a few vocal naysayers are calling for an expensive national search. Tom Markus was an excellent mentor and Geoff fully capitalized on the opportunity to learn and grow under Tom's tutelage. Geoff has established positive relationships with City staff, area leaders and community citizens during his time as Assistant City Manager, is up to speed and ready to move Iowa City forward in concert with you, our duly elected City Council members. Geoff is entrenched in the community and does not consider Iowa City a "stepping stone" on his career path Continuity is important in maintaining and improving policies and fostering relationships. As Chair of the Iowa City Parks and Recreation Commission, I worked alongside Geoff when he performed his Assistant City Manager duties and also served as the Acting Parks and Recreation Director during the period between Mike Moran's retirement and the selection of July Seydel Johnson. He rolled up his sleeves and actively engaged the staff and public during that period rather than coasting until the new Director came on board. 1 served with Geoff on the Selection Committee for the Parks and Recreation Director position and on the selection committee for the firm to create a Master Plan for the proposed Eastside Sports Park. It is my opinion that a progressive Council would do all it could to open up the most important job in the City as widely as possible, rather than simply elevate someone into the position. We all seem to like Geoff, but that is not the point. Geoff was hired by Tom Marcus who was hired by a previous Council and that should not give hire preference over others who may be interested in the position, especially women or persons of color. It would show us what is out there in terms of interest in Iowa City, allow citizens to interact with potential applicants by asking hard questions about how they would handle problems confronting the City (climate change, affordable housing, diversity, etc.), and help guide the Council to a decision.
