Iowa City Council special meeting, 5:30 p.m. at City Hall. Mayor Throgmorton

Moved by Botchway, seconded by Cole, to do a national search seeking
applications from all qualified persons for the city manager position. Individual Council
Members expressed their views. The Mayor declared the motion defeated, 2/5, with the
following division of roll call vote: Ayes: Cole, Thomas. Nays: Botchway, Dickens,
Mims, Taylor, Throgmorton.
Moved by Mims, seconded by Dickens, to appoint Geoff Fruin as the permanent
city manager subject to negotiation of a contract to be approved at an upcoming city
council meeting and authorizing the mayor to negotiate the contract on the council's
behalf. Individual Council Members expressed their views.
Moved by Botchway, seconded by Thomas, to adjourn special meeting 6:10 p.m.
