Anna Buss, 525 W. Benton St., appeared regarding the condition of streets and parking
issues on Miller, Hudson, Orchard and Michael Streets and encouraged Council to
consider residential parking permits. Staff will consider extra patrol presence as
appropriate.
A public hearing was held on an ordinance amending City Code Section 14-2G to
adopt a Riverfront Crossings Inclusionary Housing (IH). NDS Dir. Boothroy presented a
power point. Individual Council Members expressed their views. The following
individuals appeared: Cheryl Cruise, 905 Bluffwood Dr.; Joy Beadleston; and Peter Byler.
Moved by Botchway, seconded by Dickens, that the ordinance amending City Code
Section 14-2G, Riverfront Crossings Form Based Development Standards, to add a
Riverfront Crossings Affordable Housing requirement, be given first vote. Individual
Council Members expressed their views. Moved by Botchway, seconded by Dickens, to
accept correspondence from Cheryl Cruise.
A public hearing was held on an ordinance amending City Code Title 14 to establish
a Community Service — Long Term Housing Use, and establish parking, density and
provisional and special exception criteria for said use. Development Services Coordinator
Yapp presented a power point. The following individuals appeared: Joy Beadleston; and
Crissy Canganelli, Executive Dir. Shelter House.
Moved by Thomas, seconded by Botchway, that the ordinance amending City Code
Title 14 to adopt amendments related to establishing a Community Service — Long Term
Housing Use, and establishing parking, density and provisional and special exception
criteria for said use, and, be given first vote. Individual Council Members expressed their
views.
Moved by Dickens, seconded by Botchway, to send a letter of recommendation to
the Johnson County Planning and Zoning Commission regarding a rezoning from
County Residential (R) to County Commercial (C) for approximately 5.51 -acres of
property located in Johnson County at 4394 Sand Road SE in Fringe Area B. (CZ16-
00001). Development Services Coordinator Yapp presented a power point. Brian
Campbell, 4454 Sand Road SE, appeared. Individual Council Members expressed their
views.
Council Member Mims left the meeting.
A public hearing was held on a resolution approving plans, specifications, form of
contract, and estimate of cost for the construction of the 2016 Landfill Gas Collection

System Expansion Project, establishing amount of bid security to accompany each bid,
directing City Clerk to publish notice to bidders, and fixing time and place for receipt of
bids. No one appeared.
Moved by Botchway, seconded by Dickens, to adopt RES. 16-207, APPROVING
PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR
THE CONSTRUCTION OF THE 2016 LANDFILL GAS COLLECTION SYSTEM
EXPANSION PROJECT, ESTABLISHING AMOUNT OF BID SECURITY TO
ACCOMPANY EACH BID, DIRECTING CITY CLERK TO PUBLISH NOTICE TO
BIDDERS, AND FIXING TIME AND PLACE FOR RECEIPT OF BIDS.
Moved by Dickens, seconded by Botchway, that the ordinance amending Title 17,
entitled 'Building and Housing," Chapter 5, entitled "Housing Code," to exclude crime
victims from rental permit sanctions, be given first vote. NDS Dir. Boothroy present for
discussion.
Moved by Thomas, seconded by Dickens, that the rule requiring ordinances to be
considered and voted on for final passage at two Council meetings prior to the meeting
at which it is to be finally passed be suspended, the second consideration and vote be
waived, and that ORD. 16-4666, AMENDING SECTION 9, ENTITLED "MOTOR
VEHICLES AND TRAFFIC," CHAPTER 3, ENTITLED 'RULES OF THE ROAD,"
SECTION 6, ENTITLED "SPEED RESTRICTIONS", SUBSECTION C, ENTITLED
"SCHOOL SPEED ZONES" TO EXPAND THE HOURS DURING WHICH REDUCED
SPEED (20 MPH) IS IN EFFECT IN ALL SCHOOL SPEED ZONES AND TO CREATE
A 20 MPH SCHOOL SPEED CONE FOR ALEXANDER ELEMENTARY SCHOOL.be
voted on for final passage at this time. Moved by Dickens, seconded by Thomas, that
the ordinance be finally adopted at this time. The Mayor declared the ordinance
adopted, 5/0/1/1, with the following division of roll call vote: Ayes: Dickens, Taylor,
Thomas, Throgmorton, Cole. Nays: None. Absent: Mims. Abstaining Botchway.
The Mayor noted that no applications were received for the following Boards and
Commission and all will be readvertised: Airport Zoning Commission for a six-year term
January 1, 2016 — December 31, 2021; Airport Zoning Bird of Adjustment for a five-year
term January 1, 2016 - December 31, 2020; Airport Zoning Brd. of Adjustment for a five-
year term January 1, 2014 — December 31, 2018.. (Formerly advertised); Historic
Preservation Commission for a Jefferson St. representative to fill three-year term, March
29, 2016 — March 29, 2019 (New District formed). Applicants MUST reside in Iowa City
and be 18 years of age unless specific qualifications are stated. [Staff will not publish
additional notices after a period of six publications; but will continue to advertise
vacancies with postings and on the Council agenda. However, no additional publication
costs will be incurred.]
The Mayor noted the new vacancies on Boards and Commissions: Community
Police Review Board for two vacancies to fill four-year terms, July 1, 2016 — July 1,
2020; Housing and Community Development Commission for three vacancies to fill
three-year terms July 1, 2016 — July 1, 2019. Applications must be received by 5:00
p.m., Wednesday, July 27, 2016.
Anna Buss, 525 W. Benton St., requested Police patrol on Benton, Miller and
Hudson streets for speed control
Council Member Taylor reported on the affordable homes conference on June 17.
Council Member Dickens thanked Jim for allowing him to deliver the proclamation at
the IC Compassion event; reported the Friday Night Concerts downtown have been well

attended and encouraged people to come down and enjoy; and reminded the
community that Jazz Fest was coming up July 4 week -end.
Mayor Pro tem Botchway reiterated the events planned for the Juneteenth
Celebration scheduled for the coming week -end; and reported on the PRIDE week
celebration held the previous week -end, thanking North Liberty Mayor Nielsen for
stepping in and helping with the proclamation.
Council Member Thomas followed up on earlier comments from Council Member
Taylor concerning the Johnson County Affordable Home Coalition conference, and
reported that power points and the keynote address will be placed on the Affordable
Home website.
Mayor Throgmorton noted the Council Listening Post scheduled for Wednesday
evening, June 29, at Forest View Trailer Park from 6:00-8:00 PM.; displayed two flags
presented to him from visitors from Ukraine; and welcomed Interim City Manager Fruin
to his first meeting.
Interim City Manager stated he was very excited, and thanked Council for the
opportunity, to serve as City Manager.

QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS
1. (Consent Calendar # 3d(1) — Housing Exterior Loan Program (HELP) ..... resolution
authorizing loan agreements) Council Member Mims raised concerns regarding the
140% median income guideline and landlords who may have LLC's and possible use on
multiple properties. Neighborhood Services Coordinator Hightshoe and Senior Housing
Inspector Laverman present for discussion.
2. (Consent Calendar # 3d(5) — By -Law changes .... Airport, Community Police Review
Board; Historic Preservation; Planning and Zoning; Telecommunications) In response to
Mayor Pro tem Botchway, City Clerk Karr responded she would be talking to Council
Member Dickens and himself to schedule a Rules Committee meeting prior to the 21 st.
3. (Consent Calendar # 3d(4) — Mercer Park Playground...) Mayor Pro tem Botchway
reported that his son loves the new equipment, but that it seemed hotter that equipment
at other playgrounds.
4. (Agenda item # 11 — ordinance ....taxicab regulations and # 12 — resolution ...
administrative fees ... taxicabs) In response to Mayor Pro tem Botchway, City Clerk
Karr stated the $35 fee is for reduced inspection of new vehicle; explained the surcharge
would have to be reflected on the rate card to alert the consumer, noting that TNC's
consumers were alerted electronically at the front end of the transaction,

contract) In response to Council Member Thomas, Public Works Dir. Knoche stated he
will provide a schedule of streets for the next information packet.

area plans ...) Mayor Throgmorton noted this was the first time new Council Members
have experienced the process and asked for a brief staff review. Economic
Development Coordinator Ford reviewed the procedure to amend an Urban renewal
area.

Mayor Throgmorton stated that the letter encouraged an urban forest policy but felt the
real concern was the Douglas Court / Douglas Street sidewalk matter and the impact on
trees in the area. Majority of Council requested staff prepare a memo to describe the
current course of action, any viable alternatives to address neighbor concerns, and
attaching the complete streets policy for Council discussion.
8. (Agenda item # 9 —Workforce Housing Tax Credits ... Monark ... 7 S. Linn Street)
Council Members stated they had questions for the developer at the formal meeting.
WASTE MINIMIZATION STRATEGY REVIEW (MULTI -FAMILY RECYCLING. CURBSIDE
COMPOSTING, SINGLE STREAM RECYCLING, PLASTIC BAGS AND CARDBOARD)

Transportation and Resource Management Dir. O'Brien presented a power point. Recycling
Coordinator Jordan present for discussion. Council agreed with all the recommendations
outlined in the memo and presentation, and requested staff prepares a recommendation to ban
single use plastic bags.
ACTION: Staff is to proceed with implementation of recommendation presented and
report back with strategy and timeline for banning single use plastic bags. (O'Brien)

Council Member Thomas expressed interest to have Council discussion on amending
the agreement. City Atty. Dilkes responded that any amendments required discussion
and agreement from the developer. A majority of Council were not interested in
pursuing the matter. [Throgmorton and Cole abstaining]
2. (IP2 — memo from Interim City Manager and Sustainability Coordinator ... Climate
Change Task Force) in response to Mayor Pro tem Botchway, Interim City Manager
Fruin clarified the proposal would involve a Council appointed body, with the same rules
and regulations of the previous Ad Hoc committees for the Senior Services and
Diversity. Mayor Throgmorton stated July 19 is the scheduled work session date for
further discussion on this matter.
3. (IP3 memo from Parks and Recreation Dir.... New Recreation Skills Program for Iowa
City Sudanese Community.... And IP4 New Summer Fun Program for Teens) Council
Member Mims acknowledged the new programs and activities.

Member Mms congratulated Protostudios on receiving a $1.5 Million from Iowa
Development Authority and Meta Communications on their $775,000 direct financial
assistance.

Mayor Throgmorton reported on conversations with three school board members, and
asked individuals to contact School Board members and encourage them to facilitate
discussions between the Board and Council.

Sustainable Development Proposed for New "Entrance to the City") Council Member
Cole provided information on his concerns regarding a recent eviction notice, and noted
a June 11 neighborhood meeting hosted by the developer. Interim City Manager Fruin
provided an update on Police Department and Human Rights staff involvement; and
discussion on development issues including a relocation plan. Council Members directed
staff to arrange a Listening Post at Forest View on Friday evening, June 24. [later re-
scheduled]. Council Member Dickens suggested Farmers Market be considered for a
future Listening Post location.

COUNCIL TIME
1. Council Member Taylor stated she would be attending an "Invest Health" conference in
Philadelphia which looks at health disparities in low income settings.
2. Council Member Thomas stated he will be moderating a neighborhood stabilization
session at an upcoming Affordable Housing event in Coralville on June 17'".
3. Council Member Cole requested Council agree to add items to upcoming work sessions:
• June 21 - Consideration of an additional $50,000 allocation to Rose Oaks
Three agreed to add.
• June 21 - Major site plan review revisions. In response to questions, the
City Attorney stated she will address the topic (not the specific proposal
requested by Council Member Cole) as part of the June 21 affordable
housing discussion. Majority agreed to wait for memo for further
direction.
4. UISG Rep. Simpson stated he would be meeting with Interim City Manager Fruin and
Adm. to the City Manager Andrew the next day and was excited for the next year.
5. Mayor Throgmorton reported on the following events:
• Alexander School Talent Show; and would be meeting with Principal on issues
• Interviewed by Corridor Business Journal editorial board
• Mayor's Walk in Lucas Farm neighborhood
• Participated in Cyclocross World Cup video

MEETING SCHEDULE
City Clerk Karr stated materials for the June 13 and June 15 special meetings would be
distributed on Friday, June 10.
2. Mayor Throgmorton noted an Economic Development meeting scheduled for June 14.
3. Council Member Dickens stated he attended a Paratransit meeting the precious week
and would be providing materials the City Clerk for information packet distribution.

A public hearing was held on a resolution approving purchase agreement by and
between the City of Iowa City and Aspen Ventures, LLC for the city property to the north
of City Hall that is currently used as a parking lot. Individual Council Members

PURCHASE AGREEMENT BY AND BETWEEN THE CITY OF IOWA CITY AND
ASPEN VENTURES, LLC FOR THE CITY PROPERTY TO THE NORTH OF CITY
HALL THAT IS CURRENTLY USED AS A PARKING LOT. Individual Council Members

THE APPLICATION OF IOWA CITY SENIOR, LLC FOR THE WORKFORCE

DEVELOPMENT AUTHORITY TO CONSTRUCT SENIOR RENTAL HOUSING AT

application of Monark LLC for the Workforce Housing Tax Incentives Program from the
Iowa Economic Development authority to construct residential housing at 7 S. Linn
Street and committing local funds to the project. Monark representative Kevin Monson,

Restrictions", Subsection C, entitled "School Speed Zones' to expand the hours during
which reduced speed (20 mph) is in effect in all school speed zones and to create a 20
mph school speed cone for Alexander Elementary School, be given first vote.

Moved by Mims, seconded by Cole, that the rule requiring ordinances to be
considered and voted on for final passage at two Council meetings prior to the meeting
at which it is to be finally passed be suspended, the second consideration and vote be
waived, and that ORD. 16-4665, AMENDING TITLE 5, ENTITLED "BUSINESS AND
LICENSE REGULATIONS," CHAPTER 2, ENTITLED 'TAXICABS," TO ELIMINATE A
LOCAL OFFICE, 24/7 SERVICE, AND INSPECTION OF NEWER MODEL VEHICLES
AND TO ALLOW A SURCHARGE FEE ON CERTAIN DAYS AND NEMT SERVICES. be
voted on for final passage at this time. Moved by Mims, seconded by Botchway, that
the ordinance be finally adopted at this time.
Moved by Botchway, seconded by Dickens, to adopt RES. 16-191, RESCINDING
PRIOR RESOLUTION NO. 15-36 AND—SETTING FEES WITH RESPECT TO THE
ADMINISTRATION OF REGULATIONS FOR NETWORK AND METERED TAXICABS,
AND ESTABLISHING A NEW FEE FOR INSPECTION OF VEHICLES LESS THAN
TEN (10) YEARS OLD.

Council Member Mims noted the success of the fundraiser "Have Life" raising
money for scholarships for students in need.
Council Members Thomas reported on a wonderful Brown Street block party held
the previous evening, and encourages neighborhoods to think about closing streets
temporarily for such events.
Council Member Cole noted he attended a Sudanese picnic at City Park with his
daughter.
Council Member Dickens encouraged everyone to vote on June 7�; beautiful
weather and entertainment the previous week -end at Arts Fest; and stated downtown
construction was moving ahead and encouraged people to come downtown during the
construction and visit the stores and support the local community.
Mayor Pro tem Botchway reminded everyone of the events planned to celebrate
Juneteenth on Saturday, June 25.
Mayor Throgmorton stated the Affordable Homes Coalition will be holding a
conference on affordable housing policies and programs at the Radisson Hotel in
Coralville on June 1
