In response to Mayor Throgmorton, City Atty. Dilkes stated she had emailed Council
Members advising them not to engage in conversation on the 101 Lusk Avenue matter,
noting the matter has been appealed to the Board of Adjustment. Charlie Eastham, 953
Canton St., provided an update on Rose Oaks. The following individuals appeared
regarding 101 Lusk Avenue: Karin Southard, 420 Lexington; Dennis Befeler, 234
Hutchinson Ave., presented a petition signed by 273 individuals, opposing the project;
Craig Syrop, 117 McLean St.; Ann Lahey; Chris Rossi, 4 Rowland Ct.; Bill Ackerman,
814 Newton Rd. and owner of property at 631 Baird St.; Gerard Rushton, 215 Lexington
Ave.; Atty. Jim Larew, 228 Woolf Ave., atty. representing group requesting appeal to
Board of Adjustment; Pam Michaud, 109 S. Johnson St. Moved by Dickens, seconded
by Mims, to accept the petition from Mr. Befeler.
A public hearing was held on a resolution approving an amendment to the
Comprehensive Plan for property located North of Benton Street and West of Orchard
Street to be included in the Downtown and Riverfront Crossings Master Plan (CPA16-
00002). John Yapp, Development Services Coordinator, presented a power point.

Moved by Dickens, seconded by Mims, to adopt RES. 16-215, APPROVING AN
AMENDMENT TO THE COMPREHENSIVE PLAN FOR PROPERTY LOCATED
NORTH OF BENTON STREET AND WEST OF ORCHARD STREET TO BE
INCLUDED IN THE DOWNTOWN AND RIVERFRONT FRONT CROSSINGS MASTER
PLAN. Individual Council Members expressed their views.
Moved by Mims, seconded by Dickens, that the rule requiring ordinances to be
considered and voted on for final passage at two Council meetings prior to the meeting
at which it is to be finally passed be suspended, the second consideration and vote be
waived, and that ORD. 16-4667, AMENDING CITY CODE TITLE 14 TO ADOPT
AMENDMENTS RELATED TO ESTABLISHING A COMMUNITY SERVICE — LONG
TERM HOUSING USE, AND ESTABLISHING PARKING, DENSITY AND PROVISIONAL
AND SPECIAL EXCEPTION CRITERIA FOR SAID USE, be voted on for final passage
at this time. Moved by Mims, seconded by Dickens, that the ordinance be finally
adopted at this time.
Moved by Mims, seconded by Dickens, that the rule requiring ordinances to be
considered and voted on for final passage at two Council meetings prior to the meeting

waived, and that ORD.16-4668, ORDINANCE AMENDING CITY CODE SECTION 14-
2G, RIVERFRONT CROSSINGS FORM BASED DEVELOPMENT STANDARDS, TO
ADD A RIVERFRONT CROSSINGS AFFORDABLE HOUSING REQUIREMENT, be
voted on for final passage at this time. Moved by Mims, seconded by Dickens, that the
ordinance be finally adopted at this time.

FEE AN OWNER MAY OPT TO PAY IN LIEU OF PROVIDING AFFORDABLE

PRELIMINARY AND FINAL PLAT FOR PINE GROVE, IOWA CITY, IOWA.

Individual Council Members expressed their views. The Mayor declared the resolution
adopted, 5/1/1, with the following division of roll call vote: Ayes: Cole, Dickens, Mims,
Thomas, Throgmorton. Nays: Taylor. Absent: Botchway.
A public hearing was held on a resolution authorizing conveyance of a single family
home located at 1109 5t' Avenue.
Moved by Dickens, seconded by Mims, to adopt RES. 16-218, AUTHORIZING
CONVEYANCE OF A SINGLE FAMILY HOME LOCATED AT 1109 5T" AVENUE.
Moved by Dickens, seconded by Thomas, that the ordinance amending Title 17,
entitled "Building and Housing," Chapter 5, entitled "Housing Code," to exclude crime
victims from rental permit sanctions, be given second vote.
Moved by Dickens, seconded by Thomas, that the ordinance amending Title 17,
entitled "Building and Housing," Chapter 5, entitled "Housing Code," to require that the
informational disclosure and acknowledgment form notify tenants of the availability of a
map showing whether a rental unit is located in a flood plain, be given first vote.

The Mayor noted the current vacancies for Boards and Commissions: Airport Zoning
Commission for a six-year term January 1, 2016 — December 31, 2021; Airport Zoning
Brd of Adjustment for a five-year term January 1, 2016 - December 31, 2020; Airport
Zoning Brd. of Adjustment for a five-year term January 1, 2014 — December 31, 2018
(Formerly advertised); Historic Preservation Commission for a Jefferson St.
representative to fill three-year term, March 29, 2016 — March 29, 2019 (New District
formed); Applications must be received by 5:00 p.m., Wednesday, July 17, 2016.
Community Police Review Board for two vacancies to fill four-year terms, July 1, 2016 —
July 1, 2020; Housing and Community Development Commission for three vacancies to
fill three-year terms July 1, 2016 — July 1, 2019. Applications must be received by 5:00
p.m., Wednesday, July 27, 2016.
The Mayor noted the current vacancy: Housing and Community Development
Commission for an unexpired term — July 1, 2017. Moved by Dickens, seconded b
Mims, to accept correspondence from Matthew Pierce. Applications must be received
by 5:00 p.m., Wednesday, August 10, 2016. Applicants MUST reside in Iowa City and
be 18 years of age unless specific qualifications are stated. [Staff will not publish
additional notices after a period of six publications; but will continue to advertise
vacancies with postings and on the Council agenda. However, no additional publication
costs will be incurred.]

the professional competency of individuals whose appointment, hiring, performance or
discharge is being considered when necessary to prevent needless and irreparable
injury to that individuals' reputations and those individuals requested a closed session.

Mayor Throgmorton welcomed School Board Member Brian Kirschling and Johnson County
Board of Supervisor Rod Sullivan; and encouraged Council Members to be brief in their
questions on the agenda to provide time for discussions of the two major items on the work
session agenda.
QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS
(Consent Calendar: Correspondence ...# 3f(4) Feather Lacy... "Complete Streets";
# 3f(5) Christine Boyer ... Horace Mann School traffic; and # 3f(6) Jen Knights ......
Traffic Circle for Ronalds and Gilbert Streets) — Council Member Thomas raised
questions about the traffic calming program and improvements occurring the
neighborhood. Interim City Manager Fruin indicated staff was reviewing the program
and the possibility of exploring traffic calming measures as resurfacing projects occur;
recommended requests for traffic circles be done thru the traffic calming evaluation
process ; and reminded Council that they have requested staff review the program and
criteria and report back.
Majority agreed to hold other discussion until after discussion of next item.
STAFF PRESENTATION OF A PRELIMINARY AFFORDABLE HOUSING ACTION PLAN

Interim City Manager Fruin presented a power point. Individual Council Members expressed
their views, and thanked City Atty. Dilkes for her memo (IP3 in 6/16 Info packet: 1. Site Plan
approval process for redevelopment of existing multi -family structures, and potential
amendments to mitigate the impact on existing tenants. 2. Direct Regulation of Landlord
Tenant Relationship by City).
ACTION: Staff is to proceed with implementation of recommendations presented;
video of presentation will be available online with opportunity to provide
comments; staff will be available to talk with interested groups about
recommendations and solicit feedback; open house will be scheduled; feedback
compiled for Council review and work session scheduled in September to seek
specific Council direction. (Fruin)

Council Member Cole presented information to support his request for an additional $50,000 for
Rose Oaks residents. Individual Council Members expressed their views, and a majority did not
support the request at this time. In response to Council Member Cole, a majority agreed to
include the item on the July 5 work session for further discussion.

QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS (continued)
2. (Consent Calendar # 3f(3) — Mark McCallum .... Parking Improvements District for
College Green Park area.) Council Member Cole asked that Council consider evaluating
a parking policy for the inner -core neighborhoods. Interim City Manager Fruin stated
that Council had budgeted $50,000 for a parking study and that is on Council's pending
list, suggesting it might be discussed with the form based code discussion on July 5.
3. (Consent Calendar # 3f(5) — Christine Boyer ... Horace Mann School Traffic...) Council
Member Cole raised concerns regarding speeding on Dodge Street. Majority of Council
directed staff to prepare a memo regarding speeds on Dodge and Governor Streets and
include official feedback from IDOT on past requests and suggestions to improve the
conditions, particularly near Horace Mann School.
4. (Consent Calendar # 3b(2) — Community Police Review Board and # 3d(8) ... by-laws)
Council Member Taylor noted a recent editorial regarding the Board and by-laws
changes, and questioned by-law changes with terms changed to July but officers
remained elected in October. City Clerk Karr said that the Board retained the language
re officers' election in October to allow new members experience.
5. (Consent Calendar # 3f(8) — Missie Forbes invitation .... Domestic Violence ... Lunch
and Learn) Mayor Pro tem Botchway stated he would accept the invitation.

1. (I P2 — Forest View Statement ....) Mayor Pro tem Botchway highlighted the
communication from Blackbird regarding development in the area and the joint
statement that came out in the next packet (IP7).
2. (IP6 — memo from Equity Dir.... My Brother's Keeper Initiative) In response to Mayor
Pro tem Botchway, Interim City Manager Fruin stated staff felt the City may not
necessarily be the best lead for this initiative and suggested a conversation about
expectations and timeline given the Council's current strategic plan initiatives.
3. (IP8 — ... Racial and socioeconomic equity review toolkit....) Mayor Pro tem Botchway
stated he was very happy with the proposal , being the first in Johnson County, and
working with the School District and noted his concerns with marginalized groups, in
particular people with disabilities.

PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR
THE CONSTRUCTION OF THE 2016 LANDFILL GAS COLLECTION SYSTEM
EXPANSION PROJECT, ESTABLISHING AMOUNT OF BID SECURITY TO
ACCOMPANY EACH BID, DIRECTING CITY CLERK TO PUBLISH NOTICE TO
BIDDERS, AND FIXING TIME AND PLACE FOR RECEIPT OF BIDS.

entitled 'Building and Housing," Chapter 5, entitled "Housing Code," to exclude crime

Moved by Thomas, seconded by Dickens, that the rule requiring ordinances to be
considered and voted on for final passage at two Council meetings prior to the meeting
at which it is to be finally passed be suspended, the second consideration and vote be
waived, and that ORD. 16-4666, AMENDING SECTION 9, ENTITLED "MOTOR
VEHICLES AND TRAFFIC," CHAPTER 3, ENTITLED 'RULES OF THE ROAD,"
SECTION 6, ENTITLED "SPEED RESTRICTIONS", SUBSECTION C, ENTITLED
"SCHOOL SPEED ZONES" TO EXPAND THE HOURS DURING WHICH REDUCED
SPEED (20 MPH) IS IN EFFECT IN ALL SCHOOL SPEED ZONES AND TO CREATE
A 20 MPH SCHOOL SPEED CONE FOR ALEXANDER ELEMENTARY SCHOOL.be

The Mayor noted that no applications were received for the following Boards and
Commission and all will be readvertised: Airport Zoning Commission for a six-year term
January 1, 2016 — December 31, 2021; Airport Zoning Bird of Adjustment for a five-year
term January 1, 2016 - December 31, 2020; Airport Zoning Bird. of Adjustment for a five-
year term January 1, 2014 — December 31, 2018.. (Formerly advertised); Historic
Preservation Commission for a Jefferson St. representative to fill three-year term, March
29, 2016 — March 29, 2019 (New District formed). Applicants MUST reside in Iowa City
and be 18 years of age unless specific qualifications are stated. [Staff will not publish
additional notices after a period of six publications; but will continue to advertise
vacancies with postings and on the Council agenda. However, no additional publication
costs will be incurred.]
The Mayor noted the new vacancies on Boards and Commissions: Community
Police Review Board for two vacancies to fill four-year terms, July 1, 2016 — July 1,
2020; Housing and Community Development Commission for three vacancies to fill
three-year terms July 1, 2016 — July 1, 2019. Applications must be received by 5:00
p.m., Wednesday, July 27, 2016.

Council Member Dickens thanked Jim for allowing him to deliver the proclamation at
the IC Compassion event; reported the Friday Night Concerts downtown have been well

attended and encouraged people to come down and enjoy; and reminded the
community that Jazz Fest was coming up July 4 week -end.
Mayor Pro tem Botchway reiterated the events planned for the Juneteenth
Celebration scheduled for the coming week -end; and reported on the PRIDE week
celebration held the previous week -end, thanking North Liberty Mayor Nielsen for
stepping in and helping with the proclamation.
Council Member Thomas followed up on earlier comments from Council Member
Taylor concerning the Johnson County Affordable Home Coalition conference, and
reported that power points and the keynote address will be placed on the Affordable
Home website.
Mayor Throgmorton noted the Council Listening Post scheduled for Wednesday
evening, June 29, at Forest View Trailer Park from 6:00-8:00 PM.; displayed two flags
presented to him from visitors from Ukraine; and welcomed Interim City Manager Fruin
to his first meeting.
Interim City Manager stated he was very excited, and thanked Council for the
opportunity, to serve as City Manager.
