QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS
1. (Consent Calendar: # 2a(1) June 21 work session minutes) City Clerk Karr noted a
correction on page 2 as distributed.
2. (Consent Calendar: Correspondence ...# 2f(10) Angie Smith; Tom Rutkowski ...... Bike
Lanes and Road Diets) — In response to Council Member Cole, Interim City Manager
Fruin stated eventually Council will be voting on plans and specs for the project and that
staff will be preparing a memo summarizing input received and providing Council an
opportunity for further direction prior to the next meeting.
3. (Consent Calendar: # 2d(4) Engineering budget positions ...) In response to Mayor
Throgmorton, Interim City Manager assured Council that the City was not losing energy
efficiency competency noting that the former architectural energy services coordinator
has moved to the facilities management division and brings her expertise to that role and
the sustainability coordinator has picked up the energy analysis.
NDS Dir. Boothroy presented a power point. Development Services Coordinator Yapp present
for discussion. Individual Council Members expressed their views and directed staff to prepare a
consulting services RFP for both the south district and core neighborhoods bordering
downtown, including Northside Marketplace commercial area. The scope will include an initial
neighborhood study, concept plan and inventory; and to consider conducting the housing and
parking study simultaneously with the Northside form based code project
ACTION: Staff will proceed as outlined stopping short of producing a written code
that would be considered after Council receives feedback from the community,
staff, and consultant. Staff will return to Council with project scope prior to
issuing RFP. (Fruin)

REVIEW COUNCIL MEMBER COLE PROPOSAL FOR ROSE OAKS ASSISTANCE
Mayor Throgmorton indicated that Council Member Cole has requested the item be deferred
two weeks to the July 19th meeting.

Council Members directed the City Clerk to request a summary of the affordable housing action
plan (with presentation by Iowa City) and an update on CIT be added to the joint meeting
agenda.
ACTION: Notify Coralville of the agenda items. (Karr)

1. (IP2 — Listening Post ....) In response to Council Member Taylor, Mayor Throgmorton
presented a brief report of the June 29th event at Forest View and stated a summary
report would be in the next information packet.

COUNCIL TIME
Council Member Thomas reported he had received a call from Deanna Carter on
Oakcrest regarding the complete streets program, and stated his desire to have further
discussion on the traffic calming and completes streets programs. Interim City Manager
Fruin noted the area is being discussed because of the access off of Oakcrest to Horn
Elementary and will provide an overview of the sidewalk infill project which has been in
the planning stage for a couple of years. Staff will proceed ahead with the project unless
Council provides different direction.
2. Mayor Throgmorton provided the following update:
• reported on a downtown garden walk with Linda Schreiber and the need for the
City to provide some rules providing sights for dogs to relieve themselves, either
by wayfaring signs and/or requiring future mixed use or residential development
in the downtown area provide a facility.
• Stated he did a Mayor's Walk in the Peninsula along Foster Road, on June 29th
and received many good reviews from the neighborhood.
Stated he and Interim City Manager Fruin would be meeting with University
President Harreld on July 12 and main discussion topics would include off -
campus demand for student housing and redevelopment of the Riverfront
Crossings District. Council Member Cole suggested adding University
participation in the UniverCity program. Council Member Thomas suggested
discussion of the river walk concept.

MEETING SCHEDULE
1. Mayor Throgmorton noted the joint meeting hosted by Coralville on July 18.
2. Council Member Mims reminded members of the MPOJC meeting on July 13

1. Interim City Manager Fruin stated the traffic calming review will be scheduled for an
August work session.
2. In response to Council Member Mims, Interim City Manager Fruin acknowledged
concerns on Ridge Road as a result of the Gateway project and indicated problems
related to projects wouldn't be delayed by the process.
3. In response to Council Member Cole, Interim City Manager Fruin stated staff would
report back on Horace Mann speeding concerns.
UPCOMING COMMUNITY EVENTS / COUNCIL INVITATIONS
1. Mayor Throgmorton noted an event at the Animal Shelter at 5:30 PM on July 14, when
the Friends of the Animal Shelter would be presenting a major contribution.
2. Council Member noted he received an invitation form the Sudanese Development
Association to celebrate Ramadan on July 8t'.
