The grant requires a local match, which the University has committed to making. The project will be located in the city -owned building at 130 and 136 South Dubuque Street (formerly Wedge Pizza), immediately west of the public library. ITEM 3d(3) PAY PLAN ADDITIONS - RESOLUTION AMENDING THE AFSCME PAY PLAN BY ADDING THE POSITIONS OF COMMUNITY OUTREACH ASSISTANT AND DEVELOPMENT SPECIALIST AND 4 THE ADMINISTRATIVE PAY PLAN BY ADDING THE POSITION GIS COORDINATOR. Comment: The adoption of the FY17 budget by City Council included three budgeted positions which did not previously exist within the City's classification and compensation plan. These positions have been evaluated and it is recommended that the Community Outreach Assistant position be added to AFSCME grade 6, the Development Specialist position be added to AFSCME grade 14, and the GIS Coordinator position be added to Administrative grade 27. The project will be funded with Landfill revenues. ITEM 3d(6) ENGLERT THEATRE FUNDING - RESOLUTION APPROVING $70,000 IN FUNDING FOR FISCAL YEAR 2017 FOR ENGLERT CIVIC // THEATRE, INC. AND EXPRESSING AN INTENTION TO BUDGET $70,000 FOR FISCAL YEARS 2018 AND 2019 Comment: The City has supported the Englert Theater, one of Iowa City's premier family entertainment options, for several years. The City's $70,000, if approved, is the same amount as the last two fiscal years and includes $50,000 for operations and $20,000 to reimburse capital expenses incurred. This resolution also memorializes the intent to budget the same amount for FY18 and FY19, understanding that budgets for FY18 and FY19 are only final when approved in March of 2017 and March of 2018, respectively. TO SUPPORT THE MISSION CREEK FESTIVAL Comment: The City has increasingly supported Mission Creek Festival since FY10 . This year's festival is slated to grow by 60% and include exciting new venues including Hancher Auditorium. This resolution also memorializes the intent to budget the same amount for FY18 understanding that budgets for FY18 are only final when approved in March of 2017. ITEM 3d(8) CITY OF LITERATURE FUNDING - RESOLUTION APPROVING $60,000 IN FUNDING FOR FISCAL YEAR 2017 FOR THE IOWA CITY _ UNESCO CITY OF LITERATURE /(I — X t) Comment: The Iowa City UNESCO City of Literature was established in 2008 with a mission to support literature on a local, regional, national, and international level, connecting readers and writers through the power of story. The City's commitment of $60,000 annually, helps the organization present the One Book Two Book Children's Literature Festival, the Iowa City Book Festival, Music IC, Hawkeye Readers, and the annual selection, presentation and celebration of the Paul Engle Prize and other activities. ITEM 3d(9) COUNCIL APPOINTEES COMPENSATION — RESOLUTION APPROVING UNCLASSIFIED SALARY COMPENSATION FOR FISCAL YEAR 2017 FOR THE CITY ATTORNEY AND CITY CLERK. Comment: City Council held an executive session on July 5`h to evaluate the City Attorney and City Clerk. The resolution provides for a 2% raise for the City Attorney - $ 141,856 and City Clerk $ 111,924.80 ITEM 3e. Ac)ion: �fi� l JILCIPdia� ITEM 6. UNIVERCITY SALE, 321 /bOUGLASS - RESOLUTION AUTHORIZING CONVEYANCE OF A SINGLE FAMILY HOME LOCATED AT 321 DOUGLASS STREET. Comment: In the UniverCity Neighborhood Partnership Program, the City purchases rental units located in designated neighborhoods surrounding the University, rehabilitates them, and then sells them to income -eligible buyers. Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 321 Douglass Street. The amount of the sale will be $86,000 (this is what the City paid to purchase the home) plus "carrying costs" of approximately $2,700. CONSIDER A RESOLUTION p Action: �D July 19, 2016 City of Iowa City Page 7 ITEM 7. 2016 DERWEN DRIVE PAVEMENT REHABILIATION AND DRAINAGE TILE INSTALLATION — APPROVING PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE 2016 DERWEN DRIVE PAVEMENT REHABILITATION AND DRAINAGE TILE INSTALLATION PROJECT, ESTABLISHING AMOUNT OF BID SECURITY TO ACCOMPANY EACH BID, DIRECTING CITY CLERK TO POST NOTICE TO BIDDERS, AND FIXING TIME AND PLACE FOR RECEIPT OF BIDS. Comment: The proposed project is located on the east end of Derwen Drive, intersecting with Sunset Street. Roughly 400 linear feet of roadway will be replaced. A subsurface drainage system will be installed to address groundwater issues and will extend the life of the new pavement. Sidewalk curb ramps will be installed to bring the intersection into compliance with the Americans with Disabilities Act. Comment: Amendment #14 adds land to the Urban Renewal Area but does not add a specific project. The additional land is the one block area bordered by Gilbert St., Washington St., Van Buren St., and Iowa Avenue. RIVERFRONT CROSSINGS PARK PROJECT - RESOLUTION APPROVING, AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AND THE CITY a 3 I CLERK TO ATTEST AN AGREEMENT BY AND BETWEEN THE CITY OF IOWA CITY AND CONFLUENCE OF CEDAR RAPIDS, IOWA TO PROVIDE DESIGN AND ENGINEERING CONSULTANT SERVICES FOR PHASE 1 OF THE RIVERFRONT CROSSINGS PARK PROJECT. ITEM 10 ITEM 11 /6 — 4G 7C Comment: This agreement authorizes Confluence, Inc. to provide design and engineering services related to Phase 1 of the Riverfront Crossings Park Project. The project generally includes construction of a wetlands area, stabilization of Ralston Creek, one bridge crossing of Ralston Creek and trail connections to the north, east and south of the project site. Preliminary design work will be completed for creek exploration areas, stream crossings, wetland boardwalk; and the site master plan will be updated in terms of park shelter/restrooms, natural playground, parking area, river overlooks and entryway plaza. The total cost of design and engineering services for this phase is $296,000 and will be funded by State Hazard Mitigation Sales Tax funds. (PASS AND ADOPT) Comment: Section 17-5-16C provides for rental permit sanctions if the tenant, owner, or guest commits certain crimes on the rental property and/or fails to address repeated nuisances. Iowa House File 493 that goes into effect on July 1, 2016, prohibits cities from imposing a penalty on a tenant who summons law enforcement or other emergency assistance. Although no provision in the City Code penalizes a tenant for summoning law enforcement, the rental permit sanction provision arguably impacts a tenant, as well as an owner, who is a victim of a crime committed in the rental unit. This ordinance excludes crime victims from the rental permit sanction �O provision consistent with the new state law. (SECOND CONSIDERATION) Comment: When the City experiences flooding, tenants are often prevented from accessing their units even when the unit itself is not damaged. The Board of Adjustment recommended that tenants be informed whether the rental unit is located in a flood plain. Staff has created a GIS map that tenants, as well as anyone else, can access online to determine whether the rental property is in a flood plain. The Informational Disclosure and Acknowledgment Form, which must be completed by landlords and tenants, contains information such as the maximum occupancy, available parking, and snow removal requirements. This ordinance requires that the form include information regarding the availability of the "flood plain rental map' and a link to the map. Comment: The proposed Agreement establishes the terms and conditions of employment for incoming City Manager Geoff Fruin, including an annual salary of $180,000, benefits, and performance evaluations.
