Comment: The resolution authorizes the Interim City Manager to execute
a grant agreement with the federal Economic Development Administration
for the proposed MERGE Innovation Space, an entrepreneur incubation
space. The grant requires a local match, which the University has
committed to making. The project will be located in the city -owned
building at 130 and 136 South Dubuque Street (formerly Wedge Pizza),
immediately west of the public library.

Comment: The adoption of the FY17 budget by City Council included
three budgeted positions which did not previously exist within the City's
classification and compensation plan. These positions have been
evaluated and it is recommended that the Community Outreach Assistant
position be added to AFSCME grade 6, the Development Specialist
position be added to AFSCME grade 14, and the GIS Coordinator
position be added to Administrative grade 27.

Comment: The City has supported the Englert Theater, one of Iowa
City's premier family entertainment options, for several years. The City's
$70,000, if approved, is the same amount as the last two fiscal years and
includes $50,000 for operations and $20,000 to reimburse capital
expenses incurred. This resolution also memorializes the intent to budget
the same amount for FY18 and FY19, understanding that budgets for
FY18 and FY19 are only final when approved in March of 2017 and

Comment: The Iowa City UNESCO City of Literature was established in
2008 with a mission to support literature on a local, regional, national, and
international level, connecting readers and writers through the power of
story. The City's commitment of $60,000 annually, helps the organization
present the One Book Two Book Children's Literature Festival, the Iowa
City Book Festival, Music IC, Hawkeye Readers, and the annual
selection, presentation and celebration of the Paul Engle Prize and other
activities. Funds for this expense are available from account 10610510-

CONVEYANCE OF A SINGLE FAMILY HOME LOCATED AT 321 DOUGLASS
STREET.
Comment: In the UniverCity Neighborhood Partnership Program, the City purchases
rental units located in designated neighborhoods surrounding the University,
rehabilitates them, and then sells them to income -eligible buyers. Under the
UniverCity Neighborhood Partnership Program, the City proposes to sell 321
Douglass Street. The amount of the sale will be $86,000 (this is what the City paid to
purchase the home) plus "carrying costs" of approximately $2,700. "Carrying costs'
are all costs incurred by the City to acquire the home, maintain it and sell it, including
abstracting and recording fees, interest on the loan to purchase the home, mowing
and snow removal, utilities, real estate taxes, and any costs in excess of $50,000 to
repair and rehabilitate the home.

CONTRACT, AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE
2016 DERWEN DRIVE PAVEMENT REHABILITATION AND DRAINAGE TILE
INSTALLATION PROJECT, ESTABLISHING AMOUNT OF BID SECURITY TO

Comment: The proposed project is located on the east end of Derwen Drive,
intersecting with Sunset Street. Roughly 400 linear feet of roadway will be replaced.
A subsurface drainage system will be installed to address groundwater issues and
will extend the life of the new pavement. Sidewalk curb ramps will be installed to
bring the intersection into compliance with the Americans with Disabilities Act. The
estimated cost is $110,000 and will be funded with Stormwater revenues.

Comment: Amendment #14 adds land to the Urban Renewal Area but does not add
a specific project. The additional land is the one block area bordered by Gilbert St.,
Washington St., Van Buren St., and Iowa Avenue. The addition of this land to the
Urban Renewal Plan is necessary to consider a future project on the block that may
require tax increment financing.

AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AND THE CITY

Comment: This agreement authorizes Confluence, Inc. to provide design and
engineering services related to Phase 1 of the Riverfront Crossings Park Project. The
project generally includes construction of a wetlands area, stabilization of Ralston
Creek, one bridge crossing of Ralston Creek and trail connections to the north, east
and south of the project site. Preliminary design work will be completed for creek
exploration areas, stream crossings, wetland boardwalk; and the site master plan will
be updated in terms of park shelter/restrooms, natural playground, parking area, river
overlooks and entryway plaza. The total cost of design and engineering services for
this phase is $296,000 and will be funded by State Hazard Mitigation Sales Tax funds.

Comment: Section 17-5-16C provides for rental permit sanctions if the tenant, owner,
or guest commits certain crimes on the rental property and/or fails to address
repeated nuisances. Iowa House File 493 that goes into effect on July 1, 2016,
prohibits cities from imposing a penalty on a tenant who summons law enforcement
or other emergency assistance. Although no provision in the City Code penalizes a
tenant for summoning law enforcement, the rental permit sanction provision arguably
impacts a tenant, as well as an owner, who is a victim of a crime committed in the
rental unit. This ordinance excludes crime victims from the rental permit sanction

provision consistent with the new state law. "

HOUSING CODE - ORDINANCE AMENDING TITLE 17, ENTITLED 'BUILDING
AND HOUSING," CHAPTER 5, ENTITLED "HOUSING CODE," TO REQUIRE
THAT THE INFORMATIONAL DISCLOSURE AND ACKNOWLEDGMENT FORM
NOTIFY TENANTS OF THE AVAILABILITY OF A MAP SHOWING WHETHER A
RENTAL UNIT IS LOCATED IN A FLOOD PLAIN. (SECOND CONSIDERATION)
Comment: When the City experiences flooding, tenants are often prevented from
accessing their units even when the unit itself is not damaged. The Board of
Adjustment recommended that tenants be informed whether the rental unit is located
in a flood plain. Staff has created a GIS map that tenants, as well as anyone else,
can access online to determine whether the rental property is in a flood plain. The
Informational Disclosure and Acknowledgment Form, which must be completed by
landlords and tenants, contains information such as the maximum occupancy,
available parking, and snow removal requirements. This ordinance requires that the
form include information regarding the availability of the "flood plain rental map' and
a link to the map. Staff requests expedited action. ,

Comment: The proposed Agreement establishes the terms and conditions of
employment for incoming City Manager Geoff Fruin, including an annual salary of
$180,000, benefits, and performance evaluations.
