Supervisor of Animal Services Liz Ford and Rebecca Neades, Animal Center Foundation, announced the Foundation had achieved their goal of raising $1 million to pay off the new facility ahead of schedule. The following individuals appeared regarding Forest View relocation: Margarita Baltazar; Zulay Flores; and Gilberto Flores. Andrew Coghill-Behrends, 423 Elmridge Ave., appeared regarding violence and current policies in the Police Department. Jim Knapp, Rundell Street, appeared regarding flood insurance concerns for his property. Staff will respond to Mr. Coghill-Behrends and Mr. Knapp. Brad McDowell, 5 Brunswick Ct., thanked Police for their quick response to two recent eastside shooting incidents, and conveyed his concern on the alarming situation. Santos Garcia appeared regarding compensation for his Rose Oaks relocation. Coalition for Racial Justice representatives Annie Tucker and Dorothy Whiston appeared regarding the Police Chief search. Moved by Botchway, seconded by Thomas, that the ordinance vacating Cottonwood Avenue east of Yewell Street (VAC16-00001), be given first vote. Moved by Mims, seconded by Botchway, to adopt RES. 16-227, APPROVING THE EXTRATERRITORIAL PRELIMINARY PLAT OF GLENWOOD SPRINGS, JOHNSON COUNTY, IOWA. Development Services Coordinator Yapp presented a power point. Individual Council Members expressed their views. Moved by Botchway, seconded by Dickens, recommending if a County Conditional Use Permit is granted for 4525 Taft Avenue, it be limited to a period of 15 years with a possibility of future renewals. A public hearing was held on a resolution approving plans, specifications, form of contract, and estimate of cost for the construction of the 2016 Derwen Drive Pavement Rehabilitation and Drainage Tile Installation Project, establishing amount of bid security to accompany each bid, directing city clerk to post notice to bidders, and fixing time and place for receipt of bids. Moved by Mims, seconded by Botchway, to adopt RES. 16-231, APPROVING, AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AND THE CITY CLERK TO ATTEST AN AGREEMENT BY AND BETWEEN THE CITY OF IOWA CITY AND CONFLUENCE OF CEDAR RAPIDS, IOWA TO PROVIDE DESIGN AND ENGINEERING CONSULTANT SERVICES FOR PHASE 1 OF THE RIVERFRONT CROSSINGS PARK PROJECT. Moved by Mims, seconded by Dickens, that the rule requiring ordinances to be considered and voted on for final passage at two Council meetings prior to the meeting at which it is to be finally passed be suspended, the second consideration and vote be waived, and that ORD. 16-4670, AMENDING TITLE 17, ENTITLED 'BUILDING AND HOUSING," CHAPTER 5, ENTITLED "HOUSING CODE," TO REQUIRE THAT THE INFORMATIONAL DISCLOSURE AND ACKNOWLEDGMENT FORM NOTIFY TENANTS OF THE AVAILABILITY OF A MAP SHOWING WHETHER A RENTAL UNIT IS LOCATED INA FLOOD PLAIN, be voted on for final passage at this time. Moved by Mims, seconded by Botchway, to adopt RES. 16-232, AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST AN EMPLOYMENT AGREEMENT BETWEEN THE CITY OF IOWA CITY AND GEOFFREY E. FRUIN, CITY MANAGER. Mayor Throgmorton outlined the process utilized to prepare the contract. Individual Council Members welcomed and congratulated the new City Manager. The Mayor noted that no applications have been received for the following Boards and Commissions and all will be readvertised: Airport Zoning Commission for a six-year term January 1, 2016 — December 31, 2021; Airport Zoning Brd. of Adjustment — for a five-year term January 1, 2016 - December 31, 2020; Airport Zoning Brd. of Adjustment, for a five-year term January 1, 2014 — December 31, 2018 (Formerly advertised); Historic Preservation Commission for a Jefferson St. representative to fill three-year term, March 29, 2016 — March 29, 2019 (New District formed). Historic Preservation Commission for an At Large representative to fill an unexpired term, upon appointment — July 1, 2017. Applications must be received by 5:00 p.m., Wednesday, August 31, 2016. Applicants MUST reside in Iowa City and be 18 years of age unless specific qualifications are stated. [Staff will not publish additional notices after a period of six publications; but will continue to advertise vacancies with postings and on the Council agenda. However, no additional publication costs will be incurred.] The Council unanimously agreed to appoint Susan Mims to the State of Iowa League of Cities Environmental Coordination Committee. The Mayor noted previously announced vacancies: Community Police Review Board for two vacancies to fill four-year terms, July 1, 2016 — July 1, 2020; Housing and Community Development Commission for three vacancies to fill three-year terms July 1, 2016 — July 1, 2019. Bike Lanes and Road Diets) — In response to Council Member Cole, Interim City Manager Fruin stated eventually Council will be voting on plans and specs for the project and that staff will be preparing a memo summarizing input received and providing Council an opportunity for further direction prior to the next meeting. 3. (Consent Calendar: # 2d(4) Engineering budget positions ...) In response to Mayor Throgmorton, Interim City Manager assured Council that the City was not losing energy efficiency competency noting that the former architectural energy services coordinator has moved to the facilities management division and brings her expertise to that role and the sustainability coordinator has picked up the energy analysis. NDS Dir. Boothroy presented a power point. Development Services Coordinator Yapp present for discussion. Individual Council Members expressed their views and directed staff to prepare a consulting services RFP for both the south district and core neighborhoods bordering downtown, including Northside Marketplace commercial area. The scope will include an initial neighborhood study, concept plan and inventory; and to consider conducting the housing and parking study simultaneously with the Northside form based code project ACTION: Staff will proceed as outlined stopping short of producing a written code that would be considered after Council receives feedback from the community, staff, and consultant. Staff will return to Council with project scope prior to issuing RFP. (Fruin) Council Work Session July 5, 2016 Page 2 REVIEW COUNCIL MEMBER COLE PROPOSAL FOR ROSE OAKS ASSISTANCE Mayor Throgmorton indicated that Council Member Cole has requested the item be deferred two weeks to the July 190' meeting. JOINT MEETING AGENDA ITEMS [IP # 4 Info Packet of 6/301 Council Members directed the City Clerk to request a summary of the affordable housing action plan (with presentation by Iowa City) and an update on CIT be added to the joint meeting agenda. ACTION: Notify Coralville of the agenda items. (Karr) INFORMATION PACKET DISCUSSION [June 23, 301 ➢ June 23 1. (IP2 — Listening Post ....) In response to Council Member Taylor, Mayor Throgmorton presented a brief report of the June 29`h event at Forest View and stated a summary report would be in the next information packet. ➢ June 30 None COUNCIL TIME Council Member Thomas reported he had received a call from Deanna Carter on Oakcrest regarding the complete streets program, and stated his desire to have further discussion on the traffic calming and completes streets programs. Interim City Manager Fruin noted the area is being discussed because of the access off of Oakcrest to Horn Elementary and will provide an overview of the sidewalk infill project which has been in the planning stage for a couple of years. Staff will proceed ahead with the project unless Council provides different direction. 2. Mayor Throgmorton provided the following update: • reported on a downtown garden walk with Linda Schreiber and the need for the City to provide some rules providing sights for dogs to relieve themselves, either by wayfaring signs and/or requiring future mixed use or residential development in the downtown area provide a facility. • Stated he did a Mayor's Walk in the Peninsula along Foster Road, on June 29'" and received many good reviews from the neighborhood. Stated he and Interim City Manager Fruin would be meeting with University President Harreld on July 12 and main discussion topics would include off - campus demand for student housing and redevelopment of the Riverfront Crossings District. Council Member Cole suggested adding University participation in the UniverCity program. Council Member Thomas suggested discussion of the river walk concept. In response to Council Member Mims, Interim City Manager Fruin acknowledged concerns on Ridge Road as a result of the Gateway project and indicated problems related to projects wouldn't be delayed by the process. 3. In response to Council Member Cole, Interim City Manager Fruin stated staff would report back on Horace Mann speeding concerns.
