THE ACQUISITION OF PROPERTY INTERESTS NECESSARY FOR
CONSTRUCTION OF THE MORMON TREK 4 -LANE TO 3 -LANE CONVERSION
PROJECT. Transportation Planner Ralston present for discussion. Individual Council
Members expressed their views. The Mayor declared the resolution adopted, 6/1 with
the following division of roll call vote: Ayes Cole, Dickens, Mims, Taylor, Thomas,
Throgmorton. Nays: Botchway.
Shelter House Ex. Dir. Crissy Canganelli updated Council on Rose Oaks
relocation efforts and thanked Council, Tailwind Group, Crisis Center, Salvation Army,
and Johnson County for their support and assistance over the past weeks. Chair Sally
Scott, Johnson County Affordable Housing Coalition, thanked Council and staff for
consideration of the affordable housing policy and passage of the inclusionary housing
ordinance in Riverfront Crossing. Jamie Spencer, General Manager of the Iowa City
Press Citizen and Press -Citizen Media, introduced himself and stated he looked forward
in facilitating discussion on how to best serve the community. Roger Beyhl appeared
regarding traffic calming on Sandusky, Taylor and Burns Streets. Martha Hampel, East
Court Street, appeared regarding a Charter amendment to the City Charter to reduce
signatures required for initiatives or referendum petitions.
A public hearing was held on an ordinance rezoning property located at 818 South
Dubuque Street from Intensive Commercial (CI -1) Zone to Public (P-1) Zone (REZ16-
00005). Development Services Coordinator Yapp presented a power point.

Facility), be given first vote.
Moved by Botchway, seconded by Dickens, that the ordinance vacating Cottonwood
Avenue east of Yewell Street (VAC16-00001), be given second vote.
Moved by Botchway, seconded by Dickens, that the ordinance amending Title 16 of
the City Code, entitled "Public Works," Chapter 1, entitled, "Streets, Sidewalks and
Public Right of Way," to establish a permit system for use of newspaper boxes in public
right of way, be given first vote. Individual Council Members expressed their views.
Moved by Mims, seconded by Botchway, to make the following appointments to
Boards and Commissions: appoint Orville Townsend, 713 Whiting Avenue, and
Monique Green, 1104 Muscatine Avenue, to the Community Police Review Board for
two vacancies to fill four-year terms, July 1, 2016 — July 1, 2020; re -appoint Bob
Lamkins, 1266 Prairie Grass Lane and Christine Harmes, 2503 Aster Avenue, and
appoint Dromi Etsey, 4284 Maureen Terrace, to the Housing and Community
Development Commission to fill three-year terms July 1, 2016 — July 1, 2019.

The Mayor noted the previously announced vacancies: Housing and Community
Development Commission for an unexpired term — July 1, 2017. Applications must be
received by 5:00 p.m., Wednesday, August 10, 2016; Airport Zoning Commission for an
unexpired term upon appointment — December 31, 2021; Airport Zoning Brd of
Adjustment for an unexpired term, upon appointment - December 31, 2020; Airport
Zoning Brd. of Adjustment for an unexpired term, upon appointment — December 31,
2018 (Formerly advertised); Historic Preservation Commission for a Jefferson St.
representative to fill three-year term, March 29, 2016 — July 1, 2019 (New District
formed); Historic Preservation Commission for an At Large representative to fill an
unexpired term, upon appointment — July 1, 2017. Applications must be received by

The Mayor noted the current vacancies: Human Rights Commission for an
unexpired term upon appointment — January 1, 2018. Applications must be received by
5:00 p.m., Wednesday, September 14, 2016. Moved by Botchway, seconded by
Dickens, to accept correspondence from Karol Krotz. Applicants MUST reside in Iowa
City and be 18 years of age unless specific qualifications are stated. [Staff will not
publish additional notices after a period of six publications; but will continue to advertise
vacancies with postings and on the Council agenda. However, no additional publication
costs will be incurred.]
Mayor Pro tem Botchway encouraged the committee to attend Soul Fest activities
August 6.
Council Member Dickens reminded everyone of the Friday Night Consent Series and
Saturday movies at the Pentacrest.
Council Member Cole stated he visited Washington, Iowa on Friday evening while
participating in RAGBRAI, and offered kudos on their downtown.
Council Member Thomas shared sad news on the passing on Northside resident
Claire Sponsler, and offered sympathies to her family.
Council Member Mims commented on an incident involving a University student
athlete and Iowa City Police and commended the student's response and the City on
the response and putting out information.
Mayor Throgmorton welcomed Kim Casko as the new Executive Director of the Iowa
City Area Chamber of Commerce.

QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS
1. (Consent Calendar correspondence: # 3f(4) David Robertson: Wetherby Area
Disturbances and 3f(9) Deb Staff: My neighborhood) In response to Council Member
Thomas, Interim City Manager Fruin outline the procedure for responding to Council
correspondence by stating if a question is posed, staff will respond. Mayor Throgmorton
reported he had been in contact with Ms. Staff and would be visiting the area in August.
2. (Consent Calendar correspondence: 3f(12) Charlie Eastham: Request for location of
ICHA "Family Obligations" and 3f(13) Rafael Morataya: Forest View Tenants Association
- Core Principals of a Just Development) In response to Council Member Cole, Interim
City Manager Fruin reported 3f(12) had been responded to by the City Attorney's office
and he would be meeting with Mr. Morataya later in the week.
3. (Agenda item 12 resolution... City Manager contract ...) Mayor Throgmorton thanked
City Atty. Dilkes and City Clerk Karr for their help over the past few months regarding the
City Manager search, and noted the July 14 memo in the packet highlighting the
elements of the new proposed contract. He stated he would be talking with Council
Members soliciting suggestions about one of the elements of the contact dealing with a
preliminary set of goals.
4. (Agenda item 13e ... State of Iowa League of Cities environmental coordination
committee appointment) Mayor Throgmorton said he would be asking questions
regarding this appointment at the formal meeting.
DISCUSS CREATION OF A CLIMATE CHANGE TASK FORCE [IP # 4 Info Packet of 7/14]
Interim City Manager Fruin facilitated discussion and reviewed the memo which outlined the
hiring of a facilitator and naming a citizen based climate change task force. Council Members
Taylor and Cole volunteered to serve on the RFP committee.
ACTION: Staff will proceed as outlined with drafting and issuing a RFP for
facilitation services related to the task force. Sustainability Coordinator Nations
will lead the process and involve Council Members Taylor and Cole. (Fruin,

UNDERTAKE A PROJECT IN FY 2017 THAT ACHIEVES A SIGNIFICANT MEASURABLE
CARBON EMISSION REDUCTION [IP # 5 and IP # 6 Info Packet of 7/14]
Interim City Manager Fruin reviewed the memos in the information packet from the
Sustainability Coordinator and agreed to proceed as outlined with $70,000 of the $100,000
budgeted funds for AmeriCorps program and $30,000 for non-profit local project.
ACTION: Staff will proceed as outlined and NDS will develop a proposal process
for a non-profit partnership, with a recommendation on the partnership to be
presented to Council at a later date.
REVIEW COUNCIL MEMBER COLE PROPOSAL FOR ROSE OAKS ASSISTANCE
(Late handouts distributed 3f(17) from Center for Worker Justice - Support of Mass Dislocation
Funds for Rose Oaks Residents; and Council Member Cale memo "Supplemental Transition
Assistance Is Needed"). Individual Council Members expressed their views. After discussion,
Mayor Pro tem Botchway and Council Member Cole agreed to continue to refine the Rose Oaks
financial assistance proposal and include the material in an information packet prior to further
discussion.
ACTION: Mayor Pro tem Botchway and Council Member Cole to prepare proposal for
inclusion in upcoming information packet.

Council member Thomas stated he really liked the double up food bucks program.

Diets.) In response to Council Members Cole and Taylor, Interim City Manager Fruin
stated staff was recommending Council move forward with both projects and provide
alternative direction if necessary at this time before moving forward on plans and specs.

agreed to proceed with both projects.

3. (IP10 — Memo from City Clerk .... Listening Posts) Council directed the City Clerk to
schedule two additional listening posts. One at Farmer's Market in September and one
at the Senior Center prior to the end of the year.
4. (IP14 — Memo from Equity Dir..... Diversity Implementation Update and Status on Racial
Equality and Diversity Initiative...) Mayor Pro tem Botchway thanked Equity Dir. Bowers
for the work on the report.
5. (IP11 — Memo from Asst. to the City Manager ... Backrest Street Sidewalk Infill Project)
Majority of Council expressed support to proceed with the sidewalk infill project.
6. (IP13 — Response from MPOJC Ex. Dir..... Traffic on Ridge Road / Gateway Project) In
response to Council Member Mims, Interim City Manager Fruin reported Ridge Road will
close completely with phase II of the project, with the closure expected in October.
Kimble and Brown Streets are expected to re -open at that time.
7. In response to Council Member Code, Interim City Manager Fruin stated that a review of
the traffic calming program was on the pending list and would be scheduled for an
upcoming work session.
COUNCIL TIME
1. Council Member Dickens reported that the Washington Street temporary closure has
also temporarily closed the Running Wild store. The store will be working out of their
Coralville location until further notice, praised City crews for the communication with
businesses on the project, and hoped it would be done quickly.
2. (Late addition to Information Packet) Mayor Pro tem Botchway noted the invitation from
Missie Forbes from DVIP to attend a lunch and learn event, and providing four different
dates. He stated he was unable to attend any of the dates and encouraged Council
Members to consider the invitation. The City Clerk will send an email to Council
Members to access availability, and respond to Ms. Forbes.
3. Mayor Throgmorton provided the following update:
Shared information on meeting with University President Herrald, University
representatives Rod Lehnertz and Tom Rocklin and Interim City Manager Fruin
and discussion on off -campus student housing demand, relationship of that to
housing market; and collaborative possibilities in the Riverfront Crossings District
and the river front.
• Reported on a Partnership for Alcohol Safety meeting he co-chaired with
University.

• Stated he and Interim City Manager Fruin would be meeting traveling to Des
Moines July 20 for a meeting with Des Moines Mayor Cownie
• Informed Council of an event on July 14 when he accepted a check from the
Friends of the Animal Shelter Foundation reflecting the final payment of their
commitment to the new facility.
4. Mayor Throgmorton reminded everyone of the ADA celebration planned for July 22-23.
5. Council Member Taylor noted the Rummage in the Ramp event.

encouraging Council to establish a Commission on Disabilities, and reminded Council of
the ADA celebration events planned for July 22-23. Supervisor of Animal Services Liz
Ford and Rebecca Neades, Animal Center Foundation, announced the Foundation had
achieved their goal of raising $1 million to pay off the new facility ahead of schedule.

Baltazar; Zulay Flores; and Gilberto Flores. Andrew Coghill-Behrends, 423 Elmridge
Ave., appeared regarding violence and current policies in the Police Department. Jim
