Senior Center Commissioner Jay Honohan updated Council on activities of the
Center and the Commission. UISG Rep. Jacob Simpson noted the return of 20,000
University students and encouraged Iowa City to embrace the students and take part in
all the University activities and events throughout the year. Dan Daly thanked Council
for recent steps towards an effective affordable housing policy.
A public hearing was held on an ordinance conditionally rezoning approximately 36,
416 square feet of property from General Industrial (1-1) Zone to Intensive Commercial
(CI -1) Zone located at 2114-2118 S. Riverside Drive and 103 Commercial Drive
(REZ16-00004). Development Services Coordinator Yapp presented a power point.
Moved by Botchway, seconded by Dickens, that the ordinance conditionally rezoning
approximately 36, 416 square feet of property from General Industrial (1-1) Zone to
Intensive Commercial (CI -1) Zone located at 2114-2118 S. Riverside Drive and 103
Commercial Drive (REZ16-00004), be given first vote.

A public hearing was held on a resolution conveying a portion of Cottonwood
Avenue east of Yewell Street to Laura Crossett. No one appeared.
Moved by Botchway, seconded by Dickens, to adopt RES. 16-252, AUTHORIZING
THE CONVEYANCE OF A PORTION OF COTTONWOOD AVENUE EAST OF
YEWELL STREET TO LAURA CROSSETT.
Moved by Mims, seconded by Botchway, that the rule requiring ordinances to be
considered and voted on for final passage at two Council meetings prior to the meeting
at which it is to be finally passed be suspended, the second consideration and vote be
waived, and that ORD. 16-4672, REZONING PROPERTY LOCATED AT 818 SOUTH
DUBUQUE STREET FROM INTENSIVE COMMERCIAL(CI-1) ZONE TO PUBLIC (P-1)
ZONE (REZ16-00005) be voted on for final passage at this time. Moved by Mims,

ENTITLED "PUBLIC WORKS," CHAPTER 1, ENTITLED, "STREETS, SIDEWALKS
AND PUBLIC RIGHT OF WAY," TO ESTABLISH A PERMIT SYSTEM FOR USE OF
NEWSPAPER BOXES IN PUBLIC RIGHT-OF-WAY.be voted on for final passage at

The Mayor noted the previously announced vacancies: Airport Zoning Commission —
for an unexpired term upon appointment — December 31, 2021; Airport Zoning Brd of
Adjustment for an unexpired term, upon appointment - December 31, 2020; Airport
Zoning Brd. of Adjustment for an unexpired term, upon appointment — December 31,
2018 (Formerly advertised); Historic Preservation Commission for a Jefferson St.
representative to fill three-year term, March 29, 2016 — July 1, 2019 (New District
formed); Historic Preservation Commission for an At Large representative to fill an

Council Member Cole reported on Soul Fest event the previous week -end, noting
the entrepreneurship panel and the Ease Gluten Free Bakery products; and
commended Simian and ICAD for their efforts.
Council Member Dickens reported on the success of the "Men Who Cook" event
benefitting Pathways.
Mayor Pro tem Botchway echoed comments on Soul Fest, noting the fashion show
event coordinated by Andre Wright and Royceann Porter; and reminded everyone of the
Taste of Iowa City event on August 24.
Mayor Throgmorton noted the City of Iowa City will be hosting an open house at the
Public Library on August 24 to provide feedback and answer questions regarding
affordable housing in Iowa City; the annual Sertoma Pancake Breakfast on Sunday,
August 28 at the Iowa City Airport; and the ice cream social planned to celebrate the
Senior Center's 35th anniversary on August 17.
Council Member Taylor noted the employee blood drive on Friday, the 19.

QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS
1. (Consent Calendar # 2d(3) Silver Slope, Part Two and # 2d(5) Mormon Trek 4 -Lane to
3 -Lane conversion) Mayor Throgmorton announced that item 2d(3), accepting the work
for Silver Slope, Part Two, would be removed from the Consent Calendar and
considered at a later time; and item 2d(5) Mormon Trek conversion would be removed
from the Consent Calendar for separate consideration.
2. (Consent Calendar correspondence: # 2f(6) Bob Oppliger ... Road Diet on Mormon Trek
and First Avenue) In response to Council Member Mims, City Manager Fruin stated staff
would look into 'watch for bicycle' signs that would alert motorists entering and existing
driveways to private businesses on First Avenue. Staff will provide education campaign
as part of bike master plan.
3. (IP 12 Memo from Finance Dir.: FY2017 SSMID Distribution to ICDD) In response to
Council Member Cole, City Manager Fruin reported the Downtown District Board had
also just received the information and have not decided whether to come forward with
additional requests, noting that over the years the City had partnered with them on a
number of projects in the past.
4. (Consent Calendar # 2d(4) ... Senior Center Grant Agreement with Johnson County ...
resolution ... funds to support Center) Mayor Pro tem Botchway raised concerns
regarding the gap in funding, and if not from the County then other entities. City
Manager Fruin stated the City was grateful for County dollars but were not enough. A
majority of Council asked staff to add the topic of "Senior Center membership subsidies"
to the next joint meeting agenda.
(Consent Calendar # 2f(2) correspondence ... Kevin Burgess ... bicycle commuter
benefit for city employees) Mayor Throgmorton requested staff provide information on
the proposal to offer employees a bicycle commuter benefit. The City Manager will
provide a memo outlining the current parking subsidy benefit, and provide information on
this benefit and other modes of transportation benefits that could be extended to
employees.

DISCUSS BUDGETARY GOALS FOR FY 18 FIP # 3 Info Packet of 7/281
City Manager Fruin facilitated discussion and reviewed the goals identified in his memo:
1. Reduce property tax rate in each of last five years
2. Work to bolster reserves and create additional emergency reserve to help predicted
losses in property tax revenue
3. Notable changes in service levels or major initiative / projects requiring significant
resources that the Council as a whole wants to evaluate and incorporate into FY18
budget
4. Other than advancement of strategic plan priorities, other goal that the group as a whole
has for upcoming budget
Majority agreed to continue # 1 and # 2 goals. Individual suggestions for # 3 and # 4 included
paving old streets; affordable housing plan; additional Police and Community Service Officers;
Evaluate Gilbert Street for Road Use diet; additional dollars to Racial Equity Grant Program;
balance of vehicle and bike safety issues. The City Manager encouraged additional input be
made to him by the end of August.
ACTION: Comments will be framed in staff approach to FY18 budget. (Fruin)
REVIEW COUNCIL MEMBER COLE AND COUNCIL MEMBER BOTCHWAY'S PROPOSALS
FOR ROSE OAKS ASSISTANCE [IP # 4 Info Packet of 7/28]
City Manager Fruin reviewed information received from the Rose Oaks ownership and the
status of units occupied. After discussion a majority of Council directed staff to prepare a
resolution for the August 16 meeting outlining the parameters of the Rose Oaks assistance
program offering $250 to all 207 households with an October 31 cutoff and all unused dollars
being retained by the affordable housing fund.
ACTION: NDS will begin preparations to launch the program after the resolution is
adopted; resolution to be prepared by City Attorney and on the August 16
agenda. (Fruin)

➢ July 28
1. (IP7 — City Manager ... New Police Chief search) City Manager Fruin reviewed the
process and timeline for recruitment and public input on the appointment of a new Police
Chief, and stated he hoped to forward an individual to Council for confirmation in late
October.
2. (IP11 — City Clerk .... Distribution of late handouts) In response to Council Member
Mims, City Clerk reviewed the current procedure for distribution of late handouts.
Majority of Council agreed to continue the same procedure.

3. (IP10 — City Clerk ... League of Cities meeting) Mayor Throgmorton indicated he would
be attending the first two days of the League meeting, and encouraged other Council
Members to contact City Clerk Karr if they were interested in attending.
4. (IP13 — Human Rights Coordinator ... Social Justice and Racial Equity Grant Program)
Mayor Pro tem Botchway requested the Human Rights Commission consider ways to
involve the University of Iowa in the Grant Program.
5. (IP14—Transportation Planner ... Dodge Street Speed Concerns) Council Member
Cole commended staff for reaching out to [DOT and hopefully persuade IDOT to
consider lowering the speed during school day. Transportation Planner Ralston stated
20 mile per hour school speed zones would be on the next DOT quarterly meeting
agenda and discussed with the City Manager providing other potential traffic calming
options they might pursue as well. City Manager Fruin stated staff would report back.
6. (IP16 —Bar Check Report) Mayor Throgmorton reported he had discussed with the City
Manager and City Attorney reformatting the report to include additional narrative
highlighting trends and other pieces of information. City Atty. Dilkes provided information
on history of the City's attempt to tie the PAULA rate to liquor license renewals and
'.good morale character.
COUNCIL TIME
1. Mayor Throgmorton provided the following update:
• Shared information on meeting with Des Moines Mayor Cownie and City
Manager Fruin regarding the Metro Coalition, initiatives regarding the East
Village, and carbon emission reductions.
• Reported on Downtown District Open House on July 21, and Council Member
Mims also attending.
• Presented brief remarks at the ADA celebration July 22-23, and introduced
speaker Tai Tomasi.
• Welcomed 25 Mandela Fellows from Africa at a reception.
• Reported on assisting Rose Oaks residents move on August 1 with City Manager
Fruin.
• Noted the important July 19 School Board election, filling a vacant seat and
encouraged the School Board to continue doing everything to ensure kids get the
best quality education; and stated he and Council Member Mims would be
meeting with Members Liebig and Kirschling in a couple of weeks.
• Praised City Manager and staff on equity impact review tool and for release of
RFP for bicycle master plan.

2. Mayor Pro tem Botchway noted Martha Hampel remarks during the formal meeting
relative to a Charter Amendment, and questioned whether the item could be addressed

athlete and Iowa City Police and commended the student's response and the City on
the response and putting out information.
Mayor Throgmorton welcomed Kim Casko as the new Executive Director of the Iowa
