A transcription and power points are available in the City Clerk's Office and the City website. QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS 1. (Agenda item # 5 ... Rose Oaks ... resolution authorizing transition payment to tenants ...) Mayor Pro tem Botchway noted interest on this item and requested it be moved up on the agenda. Majority of Council noted there were only 4 items ahead of it and agreed to retain the present order of the agenda. 2. (Agenda item # 6 ... Chauncey Building TIF Revenue Bonds... resolution approving and authorizing loan agreements ...) Mayor Throgmorton announced that he and Council Member Cole would be abstaining. 3. (Agenda item # 7 ... City Charter Amendment ... resolution ...) In response to Mayor Pro tem Botchway, Mayor Throgmorton summarized discussions with the City Attorney and City Clerk regarding the filing of a valid petition and the legal requirement to place the question on the ballot. Mayor Throgmorton noted the late handout from the City Clerk reporting that the Johnson County Auditor's office has indicated a change in policy and that $31,000 is the maximum cost the City would be billed on this ballot question. 4. (Consent Calendar # 2e(2) Eastside Mixed Use Form Based Code ... setting public hearing ... ordinance ...) In response to Mayor Throgmorton, Development Services Coordinator Yapp and City Atty. Dilkes confirmed that any construction not substantially completed would be subject to the new regulations. COUNCIL APPOINTMENTS (Agenda Item # 10) Housing and Community Development (HCDC) — Paula Vaughan (full term) re -appoint Dorothy Persson (unexpired) Council Work Session August 16, 2016 Page 2 Mayor Throgmorton began the discussion by reviewing his memo "Downtown Development". Individual Council Members expressed their views. After discussion a majority expressed an interest to continue discussion after review of the existing comprehensive plan and add the topic to the pending list. ACTION: No action at this time and item added to pending list. (Fruin) REVIEW STAFF'S PROPOSED CHANGES TO THE NEIGHBORHOOD TRAFFIC CALMING PROGRAM [IP # 4 Info Packet of 8/11] Transportation Planner Ralston presented a power point. Individual Council Members expressed their views. Majority expressed an interest in Council representatives meeting with staff to review proposed changes [Break 6:50 p.m. - Discussion continued after the formal meeting 8:20] Council Members Taylor and Thomas with meet with staff on the proposed changes. ACTION: NDS will coordinate meeting with staff and Council Members Taylor and Thomas and, after the meeting, either schedule another work session or prepare a formal resolution for Council action. (Ralston) DISCUSS CITY MANAGER PRELIMINARY GOALS [late handout] Mayor Throgmorton noted the late handout containing preliminary goals and suggested condensing the goals into a more manageable number. Individual Council Members provides input. After discussion a majority agreed the Mayor and City Manager should finalize the goals. ACTION: Final goals attached to minutes. INFORMATION PACKET DISCUSSION [August 4, 111 ➢ August 4 1. (IP2— City Manager ... Alley, Alley In Come Free) In response to Council Member Cole, City Manager Fruin reviewed the process and timeline for accepting proposals for a new waste management strategy downtown reducing the number of dumpsters and taking the first step to make the alleys more walkable and inviting. ➢ August 11 1. (IP7 of 8/11 - Council Member Cole .... Iowa's Experience with "Road Diet' Measures...) Council Member Cole encouraged people to read the actual survey and information about specific crash frequency and reduction in the crash rates. Council Work Session August 16, 2016 Page 3 COUNCIL TIME 1. Mayor Throgmorton provided the following update: • Shared information on meeting with woman on Esther Court disturbed with gun shots in the neighborhood • Reported on the fourth Mayor's Walk held on the 9`h on the west side of the community, noting one resident expressed concerns on the growing deer population • Presented remarks to the Livable Communities transportation action group on the 9h. MEETING SCHEDULE None PENDING WORK SESSION TOPICS fIP # 5 Info Packet of 8/111 1. Council Member Cole noted the correspondence being received from Idyllwild residents concerning drainage improvements and questioned their concerns, City Manager Fruin reported the City had hired HR Green to study the area to alleviate current problems and the study is close to being completed; noting the project is fully funded in the budget. The project will move in the normal steps of preparing plans and specs, and the homeowners association has expressed to approach Council for support. 2. Mayor Throgmorton stated Council would be holding a joint meeting with the Parks and Recreation Commission at the September 6 work session to review various park plans; and on September 20 would be discussing the affordable housing action plan and providing staff direction to various recommendations. 3. Council Member Cole requested the September 6 joint meeting contain an item on the Hickory Hill Park Plan and discussion of paved trails in the park. UPCOMING COMMUNITY EVENTS / COUNCIL INVITATIONS Mayor Throgmorton noted three upcoming events: • Farm to Street Dinner on Linn Street, August 18 • Meeting with IDOT Director Paul Trombino regarding 1-80, 380 state road projects at Coralville City Hall on August 23 (noting no more than three Council Members should attend) • Housing Trust Fund Board annual meeting on August 26 Meeting ended 9:20 PM.
