PROCLAMATION
WHEREAS, in the state of Iowa, suicide is the 9th leading cause of all deaths and the
2nd leading cause of death among people from the ages of 15 to 44; and
WHEREAS, 407 Iowans died by suicide in 2014, and several thousand friends and
family members were changed forever by losing those people; and
WHEREAS, in the United States, one person dies by suicide every 12.8 minutes, with
42,773 deaths by suicide in our country during 2014 and most of these deaths are
preventable; and
WHEREAS, the Johnson County Suicide Prevention Coalition, dedicated to reducing
the frequency of suicide attempts and deaths and the pain of those affected by suicides of
loved ones, urges that we:
1. Recognize suicide as a significant public health problem in Iowa and
declare suicide prevention to be a priority;
2. Support the development of accessible behavioral health services for
all 99 counties of our State, implementing national best practices in
reducing suicide risk for people of all ages and backgrounds;
3. Acknowledge that no single suicide prevention program or effort will
be sufficient or appropriate for all populations or communities;
4. Encourage initiatives based on the goals and activities of the National
Strategy for Suicide Prevention, Zero Suicide of the National Action
Alliance for Suicide Prevention, and the Johnson County Suicide
Prevention Coalition.
NOW, THEREFORE, I, James A. Throgmorton, Mayor of Iowa City, do hereby
designate September 5-11, 2016, to be
SUICIDE PREVENTION WEEK
in Iowa City, Iowa, and encourage residents to learn how they can help, because Suicide
Prevention Is Everyone's Business.

WHEREAS, the day of September 19 has been designated as Preventing Lost Potential
Day by Iowa Governor Terry Branstad and the HAVlife Foundation; and
WHEREAS, the Preventing Lost Potential Day is to be an annual day of celebration
and provides a renewed focus on the importance of and dedication to educate, encourage,
protect and develop our community's youth; and
WHEREAS, the HAVlife Foundation serves as an advocate for all schools, nonprofit
organizations, sports clubs, civic organizations, government programs and religious
institutions that place emphasis on valuing and caring for youth; and
WHEREAS, this day initiates an ongoing movement to make the State of Iowa and
Johnson County community the best place in the nation for youth; and
WHEREAS, the City of Iowa City recognizes that this effort is successful because of
the partnerships the HAVlife Foundation is forming with residents, businesses and
community organizations.

WHEREAS, a Play Deficit exists in our society, a very real decline in unstrucAureu
play which has critical implications for the health of our community; and

WHEREAS, children's media usage has soared in the past two decades, with the
average American child engaging in 7 hours 38 minutes of media use each day; and
WHEREAS, play allows children to use their creativity while developing
their imagination, dexterity, and physical, cognitive, and emotional strength; and
WHEREAS, unstructured play allows children to learn how to work in groups, to
share, to negotiate, to resolve conflicts, and to learn self -advocacy skills; and
WHEREAS, play helps children develop new competencies that lead to enhanced
confidence and the resiliency they will need to face future challenges; and
WHEREAS, play is just as important for adults, especially in the workplace, keeping
one functional under stress, refreshing the mind and body, triggering creativity and
innovation, increasing energy and helping to prevent burnout; and
WHEREAS, play is so important to optimal child development that the United Nations
High Commission for Human Rights has recognized it as a right of every child; and
WHEREAS, above all, play is a simple joy that is a cherished part of childhood.
