present for discussion. Individual Council Members expressed their views. The Mayor
declared the resolution adopted, 4/3, with the following division of roll call vote: Ayes:
Cole, Taylor, Thomas, Throgmorton. Nays: Dickens, Mims, Botchway. Absent: None.
City Clerk Karr noted that Consent Calendar item 3d(8) approved the assessment
schedule and any one present wishing to discuss the assessments should do so at this
time. No one appeared.
A public hearing was held on an ordinance amending Title 14: Zoning to establish
form -based zoning standards for the east side mixed use zone and to clarify and refine
certain provisions that apply downtown and in the Riverfront Crossings District.

Moved by Botchway, seconded by Dickens, that the ordinance amending Title 14:
Zoning to establish form -based zoning standards for the east side mixed use zone and
to clarify and refine certain provisions that apply downtown and in the Riverfront
Crossings District, be given first vote. Neighborhood Development Services Planner
Howard responded to questions from individual Council Members.
A public hearing was held on an ordinance rezoning multiple properties
encompassing'portions of the 500 blocks of Iowa Avenue, College Street, Washington
Street and Burlington Street from Central Business Support (CB -5), Central Business
Service (CB -2) and Neighborhood Stabilization Residential (RNS-20) to Eastside Mixed
Use (EMU) (REZ16-00006). Neighborhood Development Services Planner Howard
presented a power point.
Moved by Dickens, seconded by Botchway, that the ordinance rezoning multiple
properties encompassing portions of the 500 blocks of Iowa Avenue, College Street,
Washington Street and Burlington Street from Central Business Support (CB -5), Central

Moved by Mims, seconded by Botchway, that the rule requiring ordinances to be
considered and voted on for final passage at two Council meetings prior to the meeting
at which it is to be finally passed be suspended, the second consideration and vote be
waived, and that ORD. 16-4674, CONDITIONALLY REZONING APPROXIMATELY 36,
416 SQUARE FEET OF PROPERTY FROM GENERAL INDUSTRIAL (1-1) ZONE TO
INTENSIVE COMMERCIAL (CI -1) ZONE LOCATED AT 2114-2118 S. RIVERSIDE
DRIVE AND 103 COMMERCIAL DRIVE. (REZ16-00004), be voted on for final passage
at this time. Moved by Mims, seconded by Botchway, that the ordinance be finally
adopted at this time.
A public hearing was held on a resolution approving plans, specifications, form of
contract, and estimate of cost for the construction of the Sycamore Street and Lower
Muscatine Road Landscape Improvements Project 2016, establishing amount of bid
security to accompany each bid, directing City Clerk to publish notice to bidders, and
fixing time and place for receipt of bids. City Manager Fruin presented information.
Moved by Mims, seconded by Botchway, to adopt RES. 16-269, APPROVING
PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR
THE CONSTRUCTION OF THE SYCAMORE STREET AND LOWER MUSCATINE
ROAD LANDSCAPE IMPROVEMENTS PROJECT 2016, ESTABLISHING AMOUNT
OF BID SECURITY TO ACCOMPANY EACH BID, DIRECTING CITY CLERK TO
PUBLISH NOTICE TO BIDDERS, AND FIXING TIME AND PLACE FOR RECEIPT OF
BIDS. Individual Council Members expressed their views.
Moved by Mims, seconded by Botchway, to adopt 16-270, INTENT TO BUDGET
$70,000 IN ANNUAL FUNDING FOR IOWA CITY AREA DEVELOPMENT GROUP
FOR THE FOUR FISCAL YEARS 18-21 AND UP TO AN ADDITIONAL $100,000 FOR
THE MERGE BUILD OUT IN FISCAL YEAR 2017. Mark Nolte, Iowa City Area
Development Group (ICAD), appeared. Individual Council Members expressed their
views.
Moved by Mims, seconded by Dickens, that the ordinance amending Title 4,
Alcoholic Beverages, Chapter 5, Prohibitions and Restrictions, Section 8, persons under
the legal age in licensed or permitted establishments, Subsection B, Paragraph B,
referencing the city's under 21 law, to shorten the review and revocation periods for

compliance check failures for holders of exception certificates, be given first vote. City
Manager Fruin presented information. UISG Rep. Simpson appeared.
Moved by Botchway, seconded by Dickens, that the ordinance amending Title 10 of
the City Code, entitled "Use of Public Ways and Property," Chapter 11, entitled
"Farmer's Market," to require that the rules address vendor selection and to eliminate
the requirement that grilling vendors provide substantially different foods, be given first
vote. Parks and Recreation Dir. Seydell-Johnson present for discussion.
The Mayor noted that no applications were received for the following Boards and
Commissions and all will be readvertised: Airport Zoning Commission for an unexpired
term upon appointment — December 31, 2021; Airport Zoning Brd of Adjustment for an
unexpired term, upon appointment - December 31, 2020; Airport Zoning Brd. of
Adjustment for an unexpired term, upon appointment — December 31, 2018. (Formerly
advertised); Historic Preservation Commission for a Jefferson St. representative to fill
three-year term, March 29, 2016 — July 1, 2019 (New District formed). Applicants MUST
reside in Iowa City and be 18 years of age unless specific qualifications are stated.
[Staff will not publish additional notices after a period of six publications; but will
continue to advertise vacancies with postings and on the Council agenda. However, no
additional publication costs will be incurred.]
Moved by Dickens, seconded by Mims, to appoint Kevin Boyd, 622 N. Van Buren to
the Historic Preservation Commission for an At Large representative to fill an unexpired
term, upon appointment — July 1, 2017.
The Mayor noted the previously announced vacancies: Human Rights Commission
for an unexpired term upon appointment — January 1, 2020; Human Rights Commission
for an unexpired term plus a three year term upon appointment — January 1, 2020.
Applications must be received by 5:00 p.m., Wednesday, September 28, 2016.
Mayor Throgmorton noted the grand opening planned at the University of Iowa
including ribbon cuttings for Hancher, Children's Hospital, Voxman Music Building, and
the Visual Arts Building; and extended congratulations to former University of Iowa
President Sally Mason and Current President Bruce Harreld on their efforts after the
2008 flood.
Council Member Dickens noted Iowa City dropped to Number Six for Party Schools
in the country, and noted the efforts of University Vice -President, former Mayor Hayek
and the Partnership for Alcohol Safety.
Mayor Pro tem Botchway noted the upcoming performance of Hansan Minhaj at the
Englert Theater; reported he had talked with Nancy Bird regarding an Iowa City Farmers
Market at night similar to the Cedar Rapids event; stated he would be participating in
the United Way volunteer event "Hunger is not a Game", and complimented Patti Fields
and United Way for their volunteer efforts; shared information on the upcoming 30 Iowa
City event, a community teach -in, and stated he would be providing information or the
next information packet.
Council Member Cole mentioned the Backyard Abundance grand opening on
September 17`h.

QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS
1. (Agenda item # 5 ... Rose Oaks ... resolution authorizing transition payment to tenants
...) Mayor Pro tem Botchway noted interest on this item and requested it be moved up
on the agenda. Majority of Council noted there were only 4 items ahead of it and agreed
to retain the present order of the agenda.
2. (Agenda item # 6 ... Chauncey Building TIF Revenue Bonds... resolution approving and
authorizing loan agreements ...) Mayor Throgmorton announced that he and Council
Member Cole would be abstaining.
3. (Agenda item # 7 ... City Charter Amendment ... resolution ...) In response to Mayor
Pro tem Botchway, Mayor Throgmorton summarized discussions with the City Attorney
and City Clerk regarding the filing of a valid petition and the legal requirement to place
the question on the ballot. Mayor Throgmorton noted the late handout from the City
Clerk reporting that the Johnson County Auditor's office has indicated a change in policy
and that $31,000 is the maximum cost the City would be billed on this ballot question.
4. (Consent Calendar # 2e(2) Eastside Mixed Use Form Based Code ... setting public
hearing ... ordinance ...) In response to Mayor Throgmorton, Development Services
Coordinator Yapp and City Atty. Dilkes confirmed that any construction not substantially
completed would be subject to the new regulations.

Mayor Throgmorton began the discussion by reviewing his memo "Downtown Development".
Individual Council Members expressed their views. After discussion a majority expressed an
interest to continue discussion after review of the existing comprehensive plan and add the topic
to the pending list.
ACTION: No action at this time and item added to pending list. (Fruin)
REVIEW STAFF'S PROPOSED CHANGES TO THE NEIGHBORHOOD TRAFFIC CALMING
PROGRAM [IP # 4 Info Packet of 8/11]
Transportation Planner Ralston presented a power point. Individual Council Members
expressed their views. Majority expressed an interest in Council representatives meeting with
staff to review proposed changes

Council Members Taylor and Thomas with meet with staff on the proposed changes.
ACTION: NDS will coordinate meeting with staff and Council Members Taylor and
Thomas and, after the meeting, either schedule another work session or prepare a formal
resolution for Council action. (Ralston)
DISCUSS CITY MANAGER PRELIMINARY GOALS [late handout]
Mayor Throgmorton noted the late handout containing preliminary goals and suggested
condensing the goals into a more manageable number. Individual Council Members provides
input. After discussion a majority agreed the Mayor and City Manager should finalize the goals.

1. (IP2— City Manager ... Alley, Alley In Come Free) In response to Council Member Cole,
City Manager Fruin reviewed the process and timeline for accepting proposals for a new
waste management strategy downtown reducing the number of dumpsters and taking
the first step to make the alleys more walkable and inviting.

1. (IP7 of 8/11 - Council Member Cole .... Iowa's Experience with "Road Diet" Measures...)
Council Member Cole encouraged people to read the actual survey and information
about specific crash frequency and reduction in the crash rates.

COUNCIL TIME
1. Mayor Throgmorton provided the following update:
• Shared information on meeting with woman on Esther Court disturbed with gun
shots in the neighborhood
Reported on the fourth Mayor's Walk held on the 9t' on the west side of the
community, noting one resident expressed concerns on the growing deer
population
• Presented remarks to the Livable Communities transportation action group on
the 9u.
MEETING SCHEDULE

PENDING WORK SESSION TOPICS FIP # 5 Info Packet of 8/111
Council Member Cole noted the correspondence being received from Idyllwild residents
concerning drainage improvements and questioned their concerns, City Manager Fruin
reported the City had hired HR Green to study the area to alleviate current problems and
the study is close to being completed; noting the project is fully funded in the budget.
The project will move in the normal steps of preparing plans and specs, and the
homeowners association has expressed to approach Council for support.
2. Mayor Throgmorton stated Council would be holding a joint meeting with the Parks and
Recreation Commission at the September 6 work session to review various park plans;
and on September 20 would be discussing the affordable housing action plan and
providing staff direction to various recommendations.
3. Council Member Cole requested the September 6 joint meeting contain an item on the
Hickory Hill Park Plan and discussion of paved trails in the park.
UPCOMING COMMUNITY EVENTS / COUNCIL INVITATIONS
Mayor Throgmorton noted three upcoming events:
• Farm to Street Dinner on Linn Street, August 18
• Meeting with IDOT Director Paul Trombino regarding 1-80, 380 state road projects at
Coralville City Hall on August 23 (noting no more than three Council Members should
attend)
• Housing Trust Fund Board annual meeting on August 26

Council Member Cole reported on Soul Fest event the previous week -end, noting
the entrepreneurship panel and the Ease Gluten Free Bakery products; and
commended Simian and ICAD for their efforts.
Council Member Dickens reported on the success of the "Men Who Cook" event
benefitting Pathways.
Mayor Pro tem Botchway echoed comments on Soul Fest, noting the fashion show
event coordinated by Andre Wright and Royceann Porter; and reminded everyone of the
Taste of Iowa City event on August 24.
Mayor Throgmorton noted the City of Iowa City will be hosting an open house at the
Public Library on August 24 to provide feedback and answer questions regarding
affordable housing in Iowa City; the annual Sertoma Pancake Breakfast on Sunday,
August 28 at the Iowa City Airport; and the ice cream social planned to celebrate the
Senior Center's 35th anniversary on August 17.
Council Member Taylor noted the employee blood drive on Friday, the 19.
