JOINT MEETING WITH PARKS AND RECREATION COMMISSION
Parks and Recreation Commission members present: Maggie Elliott, Larry Brown, Clayton
Claussen, Wayne Fett, Suzanne Bentler; Lucie Laurian, Cara Hamann, Joe Younker. Absent:
Paul Roesler.
Dir. Seydell-Johnson distributed hard copy of plans included in her power point presentation and
presented information on:
1. Neighborhood Parks Project Update
2. Planning Projects
o East Side Sports Complex Master Plan
o Lower City Park Master Plan
o Hickory Hill Park Master Plan
o Riverfront Crossings — Phase 1 Park & Wetland Development
3. Upcoming Planning Efforts
o Park Master Plan and ADA Accessibility Review
o Natural Areas Management Plan
o Tree Inventory
ACTION: Staff to proceed as outlined and prepare budget recommendations for Council
consideration. (Seydell-Johnson)

QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS
(Consent Calendar # 3d(3) Neighborhood Traffic Calming Policy Revisions ...
resolution ... adopting criteria ...) Council Member Thomas requested the item be
pulled for separate consideration. Majority agreed to remove the item from the
Consent Calendar. Transportation Planner Ralston present for discussion. Mayor
Throgmorton suggested discussion be deferred until the formal meeting.

2. (Consent Calendar # 3d(5) Iowa Department of Transportation Maintenance and
Repair agreement ... resolution ... ) Mayor Throgmorton reported on a conversation
with IDOT Director Trombino about the State permitting the City to assume control
and responsibility for portion of Highway 1 with in the City boundaries, and staff
concerns that that was not a good idea for financial reasons.
3. (Consent Calendar # 3f(15) Kasey and Dennis Befeler ... correspondence ... Iowa
Smokefree Air Act in the Pedestrian Mall) Council Member Cole raised concerns
regarding enforcement, and questioned the state of enforcement. Acting Police
Chief Kelsay reported that the complaint did have validity and refresher training was
occurring in the department.
4. (Consent Calendar # 3d(1) ACT First Addition ... resolution ... approving final plat)
IN response to Mayor Pro tem Botchway, City Manager Fruin reported ACT was
closing their paper processing center and their intention is to sell the property.
5. (Consent Calendar # 3e(1) Amending FY2017 Budget ... resolution ... setting a
public hearing ...) In response to Mayor Throgmorton, Finance Dir. Bockenstedt
reported most of the amendments were carry overs from the prior years
appropriations.
6. (Consent Calendar # 3f(14) Martine Dunnwald ... correspondence ... Horace Mann
traffic) In response to questions from Council Member Cole and Thomas,
Transportation Planner Ralston stated staff was meeting with ]DOT on recurring
issues on September 7.

1. (IP6 — Civil Service Entrance Examination... Community Outreach Assistance) Mayor
Pro tem Botchway congratulated Henry Harper.
2. (IP5 — Press Release ... First Avenue) Council Member Mims stated it was nice to have
First Avenue open again.
➢ August 25
1. (IP4 Council Member Dickens.... Paratransit Advisory Committee... August 23)
Council Member Dickens summarized topics and services discussed at the meeting.
(IP2 Mayor Pro tem Botchway ... Mosque Security Following Queens Shooting) Mayor
Pro tem Botchway noted the article and the upcoming Human Rights event on October
13 related to the issue.
3. (IP3 Mayor Pro tem Botchway ... New Myrtle Beach Parking Rules In Effect) Mayor Pro
tem Botchway noted previous comments from Council Member Thomas on parking
permits.

2. (IP10 Press Release ... Listening Post) Council Member Cole stated he may have a
conflict. City Clerk Karr suggested scheduling be discussed outside of the meeting.
COUNCIL TIME
1. Council Member Thomas stated he and Mayor Throgmorton would be attending the
Iowa League of Cities meeting in Des Moines, September 14 and 15.
2. Mayor Throgmorton provided the following update:
• Shared information on meeting he and Council Member Mims had with School
Board representatives Chris Lynch and Brian Kirschling on August 17
• Reported he had a great time with welcome remarks at the Farm to Street Dinner
on August 18
• Had lunch with Coralville Mayor Lundell and North Liberty Mayor Neilsen on
August 19
• Spoke at the Rotary luncheon on August 25, and thanked Mayor Pro tem
Botchway for the introduction
• Taped an interview with KRUI radio on the August 26
• Noted the fifth Mayor's Walk on September Vh on the northeast side of Iowa City
• Reported he and Council Member Thomas would be attending the Iowa League
of Cities meeting on September 14 and 15
• Participating with Mayor Pro tem Botchway at the 30 Iowa City teach -in
September 16. Mayor Pro tem Botchway provided information on the event and
stated he would provide City Clerk Karr with information for the next packet.

• Referenced an article published in the Press -Citizen on September 12 regarding
his earlier memo on downtown development; and stated the article was a
surprise to him and he did not request it, nor authorize the version published.
MEETING SCHEDULE AND PENDING WORK SESSION TOPICS FIP # 3 Info Packet of 9/11
1. Mayor Pro tem Botchway noted the September 20 work session would be discussing the
Affordable Housing Plan.
2. Mayor Throgmorton noted an Economic Development meeting on September 9.
3. In response to Mayor Throgmorton, City Clerk Karr stated staff would be providing
information in an upcoming memo on options on work session discussions and format.
UPCOMING COMMUNITY EVENTS /COUNCIL INVITATIONS
Council Member Dickens noted Voxman Music Building tour had been rescheduled.
Mayor Throgmorton noted upcoming events:
• Hancher ribbon cutting, September 9
• Visual Arts Building, September 7
• Voxman Music Building, October 21
• Children's Hospital, November 5
• Monarch Butterfly Festival, September 11
