Comment: Section 4-5-3 of the City Code allows for the sale and consumption of alcohol in a city park, on a right-of-way, or other public ground, excluding public buildings, pursuant to written agreement. The agreement, which is attached to the resolution, allows Summer of the Arts, Inc. to sell beer on Dubuque Street between Jefferson St. and Iowa Ave. on Oct. 7 from 7:30 pm to 10:00 pm as part of the Political Party IC event. This event is part of a statewide series of events aiming to creatively engage local communities and specifically young voters. A group of artists, advocates and entrepreneurs have teamed up to produce a unique event featuring TEDx-style talks about key issues, live music, and entertainment. The goal is to bring different parts of the community together to become more civically engaged and connected to each other. ITEM 3d(2) CITY STREET FINANCIAL REPORT - RESOLUTION APPROVING THE CITY STREET FINANCIAL REPORT FOR THE FISCAL YEAR ENDING JUNE 30, 2016. Comment: The Iowa Department of Transportation requires all municipalities to submit this report annually on or before September 30. ITEM 3d(3) MICROSOFT AGREEMENT - RESOLUTION AUTHORIZING THE CITY MANAGER TO SIGN MICROSOFT ENTERPRISE AGREEMENT FOR THE CITY OF IOWA CITY. 7LI Comment: The City has been purchasing Microsoft licensing on an as needed basis. In an effort to be more cost conscious and efficient the ITS will enter into an enterprise agreement that covers all Microsoft licensing at the City except for the library. PLANNING AND ZONING MATTERS. (In accordance with the City Attorney's memo of 2/28/07 entitled "Rezonings, Due Process and Ex parte communications". Council will discuss # 5a and 5b at formal meeting) ITEM 5a EASTSIDE MIXED USE FORM -BASED CODE - ORDINANCE AMENDING TITLE 14: ZONING TO ESTABLISH FORM -BASED ZONING STANDARDS FOR THE EAST SIDE MIXED USE ZONE AND T TO CLARIFY AND REFINE CERTAIN PROVISIONS THAT APPLY DOWNTOWN AND IN THE RIVERFRONT CROSSINGS DISTRICT. (SECOND CONSIDERATION) Comment: At its August 4 meeting, by a vote of 7-0, the Planning and Zoning Commission recommended approval of these zoning code amendments. Approval will establish a new form -based code district to provide a better transition between Downtown Iowa City and the residential neighborhoods to the east. In addition, amendments will clarify and refine the language to improve certain provisions of the Riverfront Crossings form -based code; adjust parking requirements and apartment mix standards to encourage student housing in areas abutting the University campus and encourage housing for a broader mix of populations throughout Riverfront Crossings and the Eastside Mixed Use Districts; and ensure that zoning requirements for exterior lighting are applied in the Riverfront Crossings and Eastside Mixed Use Districts. (FIRST CONSIDERATION) Comment: The Human Rights Ordinance has been amended to remove stray references to "housing accommodation," an outdated term that was removed from the Ordinance in a recent comprehensive update, to make the Ordinance more gender - neutral by replacing reference to "men and women" with reference to "persons," and to clarify treatment of time limits when a time limit expires on a weekend or a federal or state holiday. One, although the Code gives priority to a vendor from a previous year over a new vendor, it does not provide how competing new vendors will be selected.
