HOUSING CHOICE VOUCHER - RESOLUTION ADOPTING THE IOWA
CITY HOUSING AUTHORITY'S HOUSING CHOICE VOUCHER (HCV)
ADMINISTRATIVE PLAN
Comment: The HCV Administrative Plan establishes policies for issues
not covered under Federal regulations for the HCV Voucher and Family
Self -Sufficiency programs administered by the Iowa City Housing
Authority. The proposed changes creating a special admission for
participants in the FUSE Housing First program, acceptable methods of
verification, and interim reexaminations constitute a significant
amendment to the HCV Administrative Plan; and require the approval of
City Council. Copies of the HCV plan are available in the Iowa City
Housing Authority offices for review.
SYCAMORE STREET AND LOWER MUSCATINE ROAD LANDSCAPE
IMPROVEMENTS - RESOLUTION AWARDING CONTRACT AND
AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO
ATTEST A CONTRACT FOR CONSTRUCTION OF THE SYCAMORE
STREET AND LOWER MUSCATINE ROAD LANDSCAPE
IMPROVEMENTS PROJECT 2016.
Comment: Bids for this project were opened on Tuesday, September 20,
2016, and the following bids were received:
Lewis Brothers Tree Farm Oxford, IA $ 290,976.66
Belle Plaine Nursery Belle Plaine, IA $ 299,340.12
Engineer's Estimate $ 261,368.84
Public Works and Engineering recommend award of the contract to Lewis
Brothers Tree Farm of Oxford, IA. The project will be funded with Road
Use tax proceeds.
CHURCHILL MEADOWS - RESOLUTION ACCEPTING THE WORK
FOR THE STORM SEWER, SANITARY SEWER, WATER MAIN, AND
PAVING PUBLIC IMPROVEMENTS FOR CHURCHILL MEADOWS,

ITEM 3d(4) PROCUREMENT OF CAMERA INSPECTION VEHICLE - RESOLUTION
AUTHORIZING THE PROCUREMENT OF ONE SEWER CAMERA
INSPECTION VEHICLE FOR THE WASTEWATER DIVISION.
Comment: This resolution will approve the procurement of one (1) new
Cues Sewer Camera Inspection Vehicle. The National Joint Powers
Alliance (NJPA) Cooperative contract # 022014 -AMI will be utilized for the
purchase of this vehicle. Total purchase cost is $216,000.00 which
exceeds the $150,000.00 spending authority of the City Manager, and so
requires Council approval.

Comment: This ordinance adds five areas annexed since January 1, 2013
to adjacent precincts (precincts 8, 10 and 24). A map showing the
locations of the areas is included in Council packet.

Comment: This annual project involves the portland cement concrete patching of
various streets throughout Iowa City. The estimated cost for this project is $250,000
and will be funded with Road Use tax and General Obligation bond proceeds.

ITEM 7. MIDAMERICAN ENERGY ELECTRIC FRANCHISE - ORDINANCE RENEWING
THE FRANCHISE GRANTED TO MIDAMERICAN ENERGY COMPANY, ITS
SUCCESSORS AND ASSIGNS, TO ACQUIRE, CONSTRUCT, ERECT, MAINTAIN
AND OPERATE IN THE CITY OF IOWA CITY, AN ELECTRIC LIGHT AND
POWER SYSTEM TO FURNISH, DELIVER AND SELL ELECTRIC ENERGY TO
SAID CITY AND ITS INHABITANTS FOR A PERIOD OF TEN YEARS.
Comment: The current electric franchise with MidAmerican Energy was granted by
ordinance effective December 4, 2007, which is now codified at Chapter 1, Title 12 of
the City Code. The ordinance embodies the terms of the agreement reached by the
City and MidAmerican in the negotiations preceding it adoption. The franchise has a
maximum 25 year term as allowed by Iowa law but provides that if the Council does
not adopt a resolution to continue the franchise "more than one, but less than two
years prior to the tenth anniversary" the franchise will terminate. Thus, the franchise
will terminate unless Council acts to renew it before December 4, 2016. A public
hearing is required by state law prior to any renewal.

P d WOMEN," AND CLARIFY TIME PERIODS. (SECOND CONSIDERATION)
Comment: The Human Rights Ordinance has been amended to remove stray
references to "housing accommodation," an outdated term that was removed from the
Ordinance in a recent comprehensive update, to make the Ordinance more gender -
neutral by replacing reference to "men and women" with reference to "persons," and to
clarify treatment of time limits when a time limit expires on a weekend or a federal or state
holiday. The Human Rights Commission discussed this at its August 16, 2016 meeting
and recommends that the am nds be adopted. Staff, requests expedited action.

TITLE 4, ALCOHOLIC BEVERAGES, CHAPTER 5, PROHIBITIONS AND
RESTRICTIONS, SECTION 8, PERSONS UNDER THE LEGAL AGE IN LICENSED
OR PERMITTED ESTABLISHMENTS, SUBSECTION B, PARAGRAPH B,
REFERENCING THE CITY'S UNDER 21 LAW, TO SHORTEN THE REVIEW AND
REVOCATION PERIODS FOR COMPLIANCE CHECK FAILURES FOR HOLDERS
OF EXCEPTION CERTIFICATES. (PASS AND ADOPT)
Comment: This amendment to the Under 21 ordinance will shorten both the review
period in which sales to minors are counted against establishments with exception
certificates, and the period of revocation should they sell to minors more than once in
a two year period.
