REVIEW STRATEGIC PLAN STATUS REPORT [IP # 3 Info Packet of 9/29]
Asst. to the City Manager Andrew presented a power point. City Manager Fruin and
Neighborhood Services Coordinator Hightshoe responded to questions.
ACTION: Staff will post the Strategic Planning on the City website. (Andrew)

QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS
1. (Consent Calendar # 3e(1) Correspondence from Candice Odell) Council Members
directed the City Clerk to not distribute further emails form Ms. Odell unless the subject
matter related to Iowa City.
2. (Agenda item # 5 Planning and Zoning Matters) Member Dickens expressed concerns
regarding the lack of planning and zoning on the agenda. Development Services
Coordinator Yapp reported on a rezoning on the next Planning and Zoning agenda for a
future Council agenda; staff work on a number of code amendments; and stated the
process was cyclical and last year there were a record number of new lots approved and
building permits issued.

Thomas noted the Affordable Housing Plan discussion summary reflected a
recapitulation of the items discussed but raised concerns that comments raised were not
reflected, specifically with item 9, and his concern of staff direction moving forward. City
Manager Fruin said that staff members involved in the discussion took notes as well and
are meeting on the comments received and asked to meet with Council Member
Thomas after the meeting on specific concerns. Council Member Mims reiterated the
minutes were a summary of discussion and audio, video, and transcriptions are also
available.
4. (Consent Calendar # 3e(13) Correspondence from Richard Walton: Waterworks
Treatment Plant gate) In response to Council Member Taylor, City Manager Fruin said

there is a security issue to address but staff will continue to review options and funding
sources for a paved access around the gate.
5. (Consent Calendar # 3e(5) Correspondence from R. J. Johnson: Bike Riders on
Sidewalk) In response to Council Member Cole, Asst. to the City Manager Andrew
reported on education efforts by Officer Schwindt and review of signage in upcoming
ped mall projects. Mayor Throgmorton noted annual efforts with new students and
residents.
6. (Agenda items # 7 — MidAmerican Electric Franchise ..... and # 8 MidAmerican Gas
Franchise) Mayor Throgmorton stated he would be asking City Attorney Dilkes to
provide some background and City Manager Fruin to briefly review his recommendations
at the opening of the public hearings.
DISCUSSION OF JOINT AGENDA ITEMS FOR OCTOBER 24 [IP # 4 Info Packet of 9/29]
Council agreed not to add any items to the agenda and allow time for guest presentation form
Jeff Speck.
ACTION: City Clerk will confirm agenda with Johnson County. (Karr)

➢ September 22
1. (IP2 Mayor Pro tem Botchway ... Resource Document from 30 Hours Presentation)
Mayor Pro tem Botchway referenced the document concerning organizing alternatives to
calling the police, and noted interest by multiple community organizations; and shared
interest in a needs based assessment pilot program moving forward.
2. (IP4 City Manager ... Employee Transportation Benefits) Council Member Mims
supported consideration for Council parking passes. Majority directed staff to prepare a
code amendment to reflect past practice of providing the City Council with parking
passes at no cost.
➢ September 29
1. (11310 City Manager and City Clerk .... Council work sessions) Majority directed staff to
reduce work session agenda to include: Major topic; Clarification of agenda items; and
discussion of information packet items. The formal agenda will be modified to have
Council information include meeting schedules, pending work session items, invitations
and upcoming events.
2. (IP11 City Clerk ... Council Meeting Schedule) Council agreed to cancel the Work
Session and Formal meetings scheduled for December 20.
3. (IP12 Fall Employee Luncheon) Mayor Throgmorton stated he would be out of town for
the event; and noted that Mayor Pro tem Botchway would be presiding over the
November 15 Council meetings.
4. (IP8 Ingle Cross Photo Essay and IP9 article .... Jingle Cross) Council Member Mims
noted the great articles on the event.

COUNCIL TIME
1. Council Member Dickens noted that the City did not have 6 voting members in
attendance at the last MPOJC meeting and the importance of getting a substitute if you
are unable to attend.
2. Mayor Throgmorton shared information on a meeting he attended with Council Member
Thomas and UISG representatives Simpson and Nelson about student housing
concerns. UISG Liaison Simpson reported additional information will be forthcoming.

Mayor Pro tem Botchway reminded everyone of the waste management discussion scheduled
for October 18.
UPCOMING COMMUNITY EVENTS / COUNCIL INVITATIONS
1. Mayor Throgmorton noted the Visual Arts Building ribbon cutting planned for October 7
2. Council Member Mims stated the City is looking for volunteers for the Iowa River Trail
cleanup, and urged people to contact City Hall for details; and noted the [CAD breakfast
coming up October 18 and the Human Rights breakfast on October 26.
3. Mayor Throgmorton reminded everyone of the Human Rights Commission event
"Building and Crossing Bridges Together' at the Iowa City Public Library on October 13.
4. Council Member Cole noticed a Center for Worker Justice fundraiser gala on October 14
at St. Pat's Church; stated he was very excited to hear Jeff Speck on October 24th.
