Public Access Television (PATV) Executive Dir. Gerardo Sandoval, introduced
himself, thanked Council for their support of Channel 18, and announced the return of
bike -in theater on Friday, October 21. Kyle Sieck, representing Local Burrito and the
Iowa City Mobile Vending Association, requested Council consideration of a 90 day pilot
program expanding food truck service in downtown Iowa City. Mayor Throgmorton
summarized discussion at work session that Council would be discussing the request at

thanked Council for their support of the housing voucher amendment at their October 18
meeting. Roger Knight, 320 E. Washington St., appeared encouraging enforcement of
a noise ordinance downtown and raised concerns on wheelchair access restrooms at
the Robert A. Lee Recreation Center and public urination.
Moved by Mims, seconded by Botchway, that the rule requiring ordinances to be
considered and voted on for final passage at two Council meetings prior to the meeting
at which it is to be finally passed be suspended, the second consideration and vote be
waived, and that ORD. 16-4680, AMENDING 1-9-313 OF THE CODE OF ORDINANCES
TO ADD RECENTLY ANNEXED PROPERTY TO PRECINCTS 8, 10 AND 24. be voted
on for final passage at this time. Moved by Mims, seconded by Botchway, that the
ordinance be finally adopted at this time.
Moved by Dickens, seconded by Botchway, to adopt RES. 16-292, APPROVING,
AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AND THE CITY CLERK
TO ATTEST AN AGREEMENT BY AND BETWEEN THE CITY OF IOWA CITY AND
APPLIED ECOLOGICAL SERVICES OF PRIOR LAKE, MINNESOTA TO PROVIDE
CONSULTANT SERVICES FOR IOWA CITY NATURAL AREAS MASTER PLAN
PROJECT. Parks & Recreation Dir. Seydell-Johnson present for discussion. Individual
Council Members expressed their views.
Moved by Mims, seconded by Botchway, to adopt RES. 16-293, AUTHORIZING THE
CITY MANAGER TO SIGN A MEMORANDUM OF UNDERSTANDING WITH THE
HOUSING TRUST FUND OF JOHNSON COUNTY FOR THE CONTRIBUTION AND
USE OF $500,000 FOR AFFORDABLE HOUSING. Individual Council Members
expressed their views.
Moved by Botchway, seconded by Dickens, that ordinance renewing and continuing
the franchise granted to MidAmerican Energy Company, its successors and assigns, to
acquire, construct, erect, maintain and operate in the City of Iowa City, an electric light
and power system to furnish, deliver and sell electric energy to said city and its
inhabitants for a period of ten years, be given second vote.
Moved by Mims, seconded by Botchway, that ordinance renewing and continuing
the franchise granted to MidAmerican Energy Company, its successors and assigns, to
acquire, construct, erect, maintain and operate in the City of Iowa City, a natural gas
system to furnish, deliver and sell natural gas to said city and its inhabitants for a period
of ten years, be given second vote.
Moved by Thomas, seconded by Botchway, that ordinance amending Title 16,
Public Works, Chapter 3, City Utilities, Article H, Solid Waste, to require apartment
buildings to provide recycling services to tenants, allow for the curbside collection of
food waste, prohibit landfilling of televisions and computer monitors and require
materials being disposed of at the landfill to be secured, be given first vote.
Transportation and Resource Management Dir. O'Brien present for discussion. The
following individuals appeared: UISG representative Jamie Porter; UISG liaison Jacob
Simpson. Individual Council Members expressed their views. Moved by Botchway,
seconded by Dickens, to accept correspondence from Vicki Dunbar.
Moved by Botchway, seconded by Dickens, that the ordinance amending Title 3,
"Finances, Taxation and Fees", Chapter 4, "Schedule of Fees, Rates, Charges, Bonds,
Fines and Penalties", Section 8, "Parking Violations" to add a description to "Parking
Ramp Fees" stating that Council members will receive parking permits at no charge and
to change the title of the section to "Parking," be given first vote.

The Mayor noted that no applications were received for the following Board and
Commission vacancies, and all will be readvertised: Airport Zoning Commission for an
unexpired term upon appointment — December 21, 2021; Airport Zoning Brd. of
Adjustment for an unexpired term, upon appointment - December 21, 2020; Airport
Zoning Brd. of Adjustment for I an unexpired term, upon appointment - December 31,
2018.(Formerly advertised); Historic Preservation Commission for a Jefferson St.
representative to fill three-year term, March 29, 2016 -July 1, 2019 (New District
formed). Applicants MUST reside in Iowa City and be 18 years of age unless specific
qualifications are stated. [Staff will not publish additional notices after a period of six
publications; but will continue to advertise vacancies with postings and on the Council
agenda. However, no additional publication costs will be incurred. More information
may be found on the City website or in the City Clerk's office.]
The Mayor noted previously announced vacancies: Appeals, Board of, for a five-

term, January 1, 2017 — January 1, 2020; Human Rights Commission for a three year
January 1, 2017 — January 1, 2020; Parks and Recreation Commission for two
vacancies to fill four year terms January 1, 2017 — January 1, 2021; Public Art Advisory
Committee for two vacancies to fill three-year terms, January 1, 2017 — January 1,
2020; Senior Center Commission for two vacancies to fill three-year terms, January 1,
2017 — December 21, 2020; Telecommunications Commission for an unexpired term,
upon appointment — July 1, 2017. Applications must be received by 5:00 p.m.,
Wednesday, October 26, 2016. Senior Center Commission for an unexpired term, upon
appointment — December 21, 2018. Applications must be received by 5:00 p.m.,

Council Member Cole reminded the public of a presentation by Author Jeff Speck
scheduled for Monday, the 24th, at the Public Library, on street design, walkability and
bikability.
Council Member Dickens reported on attending "Book of Mormon" at Hancher and
seeing John Hiatt at the Englert, and noting how lucky we are here in Iowa City to have
these events.
Mayor Pro tem Botchway noted the Step Afrika performance scheduled for October
20, at Hancher; stated Farmers Market ends the last week -end in October; remarked on
the ICAD breakfast held that morning and Dr. Sirolli's comments on public input; and his
participation in the panel discussion on social justice issues held at the Unitarian
Universalist Church.
Council Member Mims reported on attending "Building and Crossing Bridges"
presentations, and thanked Mayor Throgmorton and Mayor Pro tem Botchway for their
participation; noted the Iowa's Creative Corridor reception held the previous evening
and the kick-off of their new program the "Wingman Project"; commented on the ICAD
breakfast held earlier that morning; noted an invitation from the Housing Trust Fund for
an event on October 19; and urged bicyclists to be well lit and drivers to use extra
caution during the evenings.
Council Member Thomas also commented on the ICAD breakfast and presentation
by Dr. Sirolli.
Council Member Taylor stated she would be attending the Housing Trust Fund event
on October 19; and reported on her attendance at the Senior Center appreciation event
and congratulated the Center on their 35th anniversary.

Mayor Throgmorton mentioned the upcoming Human Rights Breakfast on October
26; the joint entities meeting on October 24 and presentation by Jeff Speck at that
meeting and then later at the Public Library; Voxman Music Building ribbon cutting on
October 21; and the Center for Worker Justice fundraiser held at St. Patricks on
October 14. In response to Mayor Throgmorton the following subjects were identified
for the November 1 work session: redevelopment of North Dubuque Street/Forest
View/Comp Plan; local food trucks, Climate Change Task Force; and downtown
development concerns. The work session would start at 5:30 to allow some staff and
Council Members to attend an awards ceremony in Ankeny, and work session
discussion could continue after the formal meeting if necessary.
Council Member Thomas noted the letter from UISG on the Consent Calendar
regarding tenant relations and housing quality and questioned a response. Asst. to the
City Manager Andrew stated a meeting of UISG and City staff will be held and a written
response provided after that meeting.
City Manager Fruin reported that the police chief semi-finalists will be interviewed in
the next few weeks and finalists will be named shortly, along with plans for community
interaction in November.

REVIEW STRATEGIC PLAN STATUS REPORT [IP # 3 Info Packet of 9/29]
Asst. to the City Manager Andrew presented a power point. City Manager Fruin and
Neighborhood Services Coordinator Hightshoe responded to questions.

QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS
1. (Consent Calendar # 3e(1) Correspondence from Candice Odell) Council Members
directed the City Clerk to not distribute further emails form Ms. Odell unless the subject
matter related to Iowa City.
2. (Agenda item # 5 Planning and Zoning Matters) Member Dickens expressed concerns
regarding the lack of planning and zoning on the agenda. Development Services
Coordinator Yapp reported on a rezoning on the next Planning and Zoning agenda for a
future Council agenda; staff work on a number of code amendments; and stated the
process was cyclical and last year there were a record number of new lots approved and
building permits issued.
3. (Consent Calendar # 3a(1) September 20 Work Session minutes) Council Member
Thomas noted the Affordable Housing Plan discussion summary reflected a
recapitulation of the items discussed but raised concerns that comments raised were not
reflected, specifically with item 9, and his concern of staff direction moving forward. City
Manager Fruin said that staff members involved in the discussion took notes as well and
are meeting on the comments received and asked to meet with Council Member
Thomas after the meeting on specific concerns. Council Member Mims reiterated the
minutes were a summary of discussion and audio, video, and transcriptions are also
available.
4. (Consent Calendar # 3e(13) Correspondence from Richard Walton: Waterworks
Treatment Plant gate) In response to Council Member Taylor, City Manager Fruin said

there is a security issue to address but staff will continue to review options and funding
sources for a paved access around the gate.
5. (Consent Calendar # 3e(5) Correspondence from R. J. Johnson: Bike Riders on
Sidewalk) In response to Council Member Cole, Asst. to the City Manager Andrew
reported on education efforts by Officer Schwindt and review of signage in upcoming
ped mall projects. Mayor Throgmorton noted annual efforts with new students and
residents.
6. (Agenda items # 7 — MidAmerican Electric Franchise ..... and # 8 MidAmerican Gas
Franchise) Mayor Throgmorton stated he would be asking City Attorney Dilkes to
provide some background and City Manager Fruin to briefly review his recommendations
at the opening of the public hearings.

1. (1132 Mayor Pro tem Botchway ... Resource Document from 30 Hours Presentation)
Mayor Pro tem Botchway referenced the document concerning organizing alternatives to
calling the police, and noted interest by multiple community organizations; and shared
interest in a needs based assessment pilot program moving forward.
2. (IP4 City Manager ... Employee Transportation Benefits) Council Member Mims
supported consideration for Council parking passes. Majority directed staff to prepare a
code amendment to reflect past practice of providing the City Council with parking
passes at no cost.

1. (IP10 City Manager and City Clerk .... Council work sessions) Majority directed staff to
reduce work session agenda to include: Major topic; Clarification of agenda items; and
discussion of information packet items. The formal agenda will be modified to have
Council information include meeting schedules, pending work session items, invitations
and upcoming events.
2. (IP11 City Clerk ... Council Meeting Schedule) Council agreed to cancel the Work
Session and Formal meetings scheduled for December 20.
3. (IP12 Fall Employee Luncheon) Mayor Throgmorton stated he would be out of town for
the event; and noted that Mayor Pro tem Botchway would be presiding over the
November 15 Council meetings.

noted the great articles on the event.

COUNCIL TIME
1. Council Member Dickens noted that the City did not have 6 voting members in
attendance at the last MPOJC meeting and the importance of getting a substitute if you
are unable to attend.
Mayor Throgmorton shared information on a meeting he attended with Council Member
Thomas and UISG representatives Simpson and Nelson about student housing
concerns. UISG Liaison Simpson reported additional information will be forthcoming.
Mayor Pro tem Botchway reminded everyone of the waste management discussion
for October 18.
1. Mayor Throgmorton noted the Visual Arts Building ribbon cutting planned for October 7
2. Council Member Mims stated the City is looking for volunteers for the Iowa River Trail
cleanup, and urged people to contact City Hall for details; and noted the ]CAD breakfast
coming up October 18 and the Human Rights breakfast on October 26.
3. Mayor Throgmorton reminded everyone of the Human Rights Commission event
"Building and Crossing Bridges Together" at the Iowa City Public Library on October 13.
4. Council Member Cole noticed a Center for Worker Justice fundraiser gala on October 14
at St. Pat's Church; stated he was very excited to hear Jeff Speck on October 20.

Council Member Dickens thanked retiring Police Lt. Mike Brotherton for his 35 years
of service; and noted a Police Promotion pinning scheduled for Monday, October 10.
Council Member Cole thanked Council for allowing him to attend National League of
Cities University Summit in Madison and shared information on initiatives such as the
worker owned cooperatives and the interconnected bike grid.
Council Member Taylor commented on the successful cyclocross World Cup event
and congratulated all those involved.
Mayor Throgmorton expanded comments on the World Cup event and praised the
efforts of the Convention and Visitors Bureau and its Director Josh Schamberger; noted
the Iowa City Book Festival schedule of events; and congratulated Neumann Monson
Architects for being on one of six architectural firms in Iowa honored at the annual
awards celebration, including one for Midwest's One's building in the Riverfront
Crossings District..
