LACINA MEADOWS WATER SUPPLY
Public Works Dir. Knoche presented a power point. City Manager Fruin and City Attorney
Dilkes responded to questions.
ACTION: Staff noted questions and concerns regarding the water supply and will
continue to work with the State and homeowners on a solution. Staff will present to
Council on a more formal basis this winter. (Knoche)
DISCUSS FUTURE ACTIONS CONCERNING DOWNTOWN DEVELOPMENT [late handouts]
Mayor Throgmorton noted an October 14 memo from him and distributed in late handouts, and
asked for support of scheduling a special two-hour work session on the topic. Individual Council
Members expressed their views. City Manager Fruin and City Attorney Dilkes responded to
questions. After discussion a majority directed the City Manager and City Attorney to present a
memo and schedule further discussion at the November 1 work session.

CLARIFICATION OF AGENDA ITEMS
1. (Consent Calendar # 4d(1) Asphalt Resurfacing Project and # 4de(1) Sign Code) City
Clerk Karr noted two late handouts showing a revised project cost for the Asphalt
Resurfacing comment; and a revised title to the motion setting a public hearing for the
sign code.
2. (Consent Calendar # 4f(7) Correspondence from Kyle Sieck Iowa City Mobile Vending
Association .... Food trucks) In response to Mayor Throgmorton, City Manager Fruin
summarized previous discussions with Mr. Sieck for a pilot project in the downtown area
and the need for a Code amendment if Council is interested in pursuing the request.
Individual Council Members expressed their views and directed the City Manager's office
to provide a background memo on food trucks and mobile vending regulations in Iowa
City for further discussion at the November 1 work session. Council Member Mims
reviewed the current Council policy for requesting staff to provide additional information
based on interest of at least three Council Members.

2. (IP5 Equity Dir. ...Diversity Implementation and Status on Racial Equality and Diversity
Initiative...) In response to Mayor Pro tem Botchway, City Manager Fruin stated that it is
difficult to schedule all staff for the cultural competency training due to scheduling
conflicts and attendance is tracked throughout the year and the next time training is
offered new people are sent.
Mayor Throgmorton noted the revised work session agenda and that items such as:
• council time
• meeting schedule
• pending work session topics
• upcoming community events / council invitations
now appear under "Council Time' at the end of the formal meeting.
