HomeMy WebLinkAboutNorth District Plan pptReview of North District Plan for the Peninsula Area Review applicable Strategic Plan Goals • We anticipate an application soon for the area south of Interstate 80 and west of Dubuque St. • Developer has scheduled Good Neighbor Meetings on Nov 13 with surrounding neighborhoods. • As such, staff wanted to describe some of the existing Comprehensive Plan goals for the area, and some of the applicable City Strategic Plan goals. • With tonight's discussion, the goal is not to get into a specific development proposal. • The goal is to outline and discuss general policy goals as they pertain to the North District (Comprehensive Plan) Plan and the City's Strategic Plan. • This discussion provides you with the opportunity to comment on existing Comprehensive Plan and Strategic Plan goals, and will help inform the anticipated application. 1 I■ North District Plan Map February 2001 -- - — -- -- �\ i a �rM — v — 07, asp W WYM1Mu1 'LlnfuY. pyin �nLLu�l !4atletrMO�4 � En�tlne. • ll10 :IM R. Affordable Housing • The North District Plan states "If the mobile home pork redevelops in the future, consideration should be given to securing relocation assistance for the current residents of the pork" • Staff has consistently reinforced this goal with the owner and development team. Sensitive Environmental Areas • The North District Plan states "As infrastructure improvements open up this area for new development, protection of environmentally sensitive areas will become more of o concern... • ... Promoting conservation design by clustering development away from heavily wooded ravines will protect wildlife corridors, preserve the tree canopy in the area, prevent erosion of steep slopes, and reduce stormwoter runoff" .. Dubuque Street has long been recognized for its scenic character, views of the Iowa River, and woodlands and open space transitioning into the Northside neighborhood.. . • ... Discouraging changes in land use that might result in the degradation of the scenic qualities of the corridor will also protect the Dubuque Street corridor" Interstate 80 buffer • The North District Plan states "Preserving and enhancing a wooded open space buffer between residential development and Interstate 80 should also be a key element of any future plans to develop or upgrade housing in this area" Additional Comp. Plan Factors • Land Use Map: The Peninsula area is shown as residential (Primarily with RS -5 and ID -RS zoning; some multi -family zoning). Commercial development is encouraged in the Dodge Street / Highway 1 entranceway corridor. • Conservation Design: is encouraged in the area north of Foster Road. Strategic Plan Goals • Proactively seek opportunities to facilitate development of our interstate entranceways in a manner consistent with this strategic plan • Encourage diverse housing types and price points for a variety of income levels • Promote neighborhood commercial districts and build stronger relations with business owners throughout the community • Significantly improve the ability of Council and staff to engage with diverse populations on complex or controversial projects Next Steps • Staff learned that the development team has already scheduled Good Neighbor meetings on November 13 with affected and surrounding neighborhoods. • Staff recommends the development team also schedules a `Good Neighbor' meeting with groups interested in other aspects of redevelopment of this area such as: — The Dubuque St corridor (Project Green) — Commercial interests (Downtown) — Environmental advocates — Etc.
