ITEM 5d(2) SILVER SLOPE - PART TWO - RESOLUTION ACCEPTING THE WORK FOR THE STORM SEWER, SANITARY SEWER, WATER MAIN, AND PAVING PUBLIC IMPROVEMENTS FOR SILVER SLOPE - PART TWO, AND DECLARING PUBLIC IMPROVEMENTS OPEN FOR PUBLIC ACCESS AND USE. November 1, 2016 City of Iowa City Page 3 ITEM 5d(3) MOBILITIE COMMUNICATIONS LICENSE AGREEMENT RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST AN AGREEMENT BETWEEN THE CITY OF IOWA 7 CITY AND MOBILITIE, LLC TO USE A PORTION OF CITY STREETS AND PUBLIC RIGHTS-OF-WAY FOR THE INSTALLATION, OPERATION AND MAINTENANCE OF ELECTRICAL TRANSMISSION LINES AND A FIBER OPTIC NETWORK. Comment: This agreement will allow Mobilitie, LLC to install, operate, and maintain buried electrical transmission lines and conduits containing fiber optic cable within City of Iowa City public rights-of-way. The installation will be located at various locations. ITEM 5d(4) SMIDD OPERATING AGREEMENT - RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST AN OPERATING AGREEMENT BETWEEN THE CITY OF IOWA CITY AND THE IOWA CITY DOWNTOWN SELF SUPPORTED MUNICIPAL IMPROVEMENT DISTRICT (IOWA CITY DOWNTOWN DISTRICT) Comment: The Iowa City Downtown Self Supported Municipal Improvement District (SSMID) a/k/a Iowa City Downtown District (ICDD) was re-established for 10 years by ordinance adopted on December 15, 2015. This agreement facilitates the transfer of property tax dollars collected on behalf of the ICDD, establishes the terms of the parties' relationship and is substantially similar to the agreement in place during the initial four year term of the ICDD. ITEM 5d(5) TAX INCREMENT FINANCING CERTIFICATION - RESOLUTION DIRECTING THE FILING OF CERTIFICATION UNDER IOWA CODE SECTION 403.19 FOR THE 2016 END OF YEAR CERTIFICATION OF X URBAN RENEWAL PROJECTS. Comment: This resolution authorizes the certification of debt/obligations which qualify for reimbursement from the TIF special revenue funds created for the following Urban Renewal Areas: City -University Project I; Riverside Drive, and Scott Six. This is an annual certification due to the County Auditor by December 1, as required by state law. ITEM 5d(6) ANNUAL URBAN RENEWAL REPORT - RESOLUTION APPROVING THE FISCAL YEAR ENDING 2016 ANNUAL URBAN RENEWAL AREA REPORT A)_� q Comment: The Iowa Legislature enacted changes in Urban Renewal code 384.22 (2), effective July 1, 2013 to aid in providing greater public access to information about Tax Increment Financing. All reports must be approved by City Council before submission to the Iowa Department of Management on or before December 1, 2016. The City of Iowa City has twelve Urban Renewal Areas in effect as of the most recently ended fiscal year and this report includes required reporting details on each. November 1, 2016 City of Iowa City Page 4 ITEM 5d(7) OFFICE SUPPLIES- RESOLUTION AUTHORIZING PROCUREMENT OF OFFICE SUPPLIES FOR THE CITY OF IOWA CITY. /6, ` :3cx) Comment: This resolution will approve the procurement of office supplies for City staff. The purchase of office supplies can be made through a national cooperative purchasing agreement. Independent Stationers, Inc. is a national cooperative made up of locally -owned independent office supply companies. Tallgrass Business Resources is a member of Independent Stationers, Inc. The City will order office supplies through Tallgrass Business Resources. The initial term of this contract will begin on January 1, 2017 and go through February 28, 2018. There is an option to renew for two (2) one (1) year terms. See memo in Council packet. ITEM 5d(8) DEPOSITORIES - RESOLUTION NAMING DEPOSITORIES. Comment: This resolution will include the following change: 1. We are recommending that Two Rivers Bank & Trust depository limit be raised from $10 million to $15 million. Investments at this institution are collateralized by the state sinking fund. ITEM 5e Setting Public Hearings: ITEM 5e(1) UNIVERCITY SALE, 924 EAST BLOOMINGTON - RESOLUTION SETTING PUBLIC HEARING FOR NOVEMBER 15, 2016, ON A PROPOSAL TO CONVEY A SINGLE FAMILY HOME LOCATED AT 924 EAST BLOOMINGTON STREET. Comment: In the UniverCity Neighborhood Partnership Program, the City purchases rental units located in designated neighborhoods surrounding the University, rehabilitates them, and then sells them to income -eligible buyers. Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 924 East Bloomington Street. The amount of the sale will be $165,000. Additionally, there is an existing easement on the property that no longer serves any public purpose. The developer, therefore, as asked that the City release its interest in that easement. Staff has considered this request and finds it reasonable and in the public interest. CONSULTANT SERVICES FOR BICYCLE MASTER PLAN - RESOLUTION APPROVING. AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AND 14-305 THE CITY CLERK TO ATTEST AN AGREEMENT BY AND BETWEEN THE CITY OF IOWA CITY AND ALTA PLANNING & DESIGN TO PROVIDE CONSULTANT SERVICES FOR THE IOWA CITY BICYCLE MASTER PLAN PROJECT. Comment: This resolution approves and authorizes the execution of an agreement for Alta Planning & Design to provide consultant services related to the City's Bicycle Master Plan Project. The project generally includes identifying and prioritizing on and off-street bicycle improvements based on existing conditions, adopted plans and policies, and the particular needs of bicyclists in Iowa City gathered through public input. The total cost of consulting services for this project not to exceed $80,751. Action: n1/i+ua % ITEM 9. MIDAMERICAN ENERGY ELECTRIC FRANCHISE - ORDINANCE RENEWING AND CONTINUING THE FRANCHISE GRANTED TO MIDAMERICAN ENERGY COMPANY, ITS SUCCESSORS AND ASSIGNS, TO ACQUIRE, CONSTRUCT, ERECT, MAINTAIN AND OPERATE IN THE CITY OF IOWA CITY, AN ELECTRIC LIGHT AND POWER SYSTEM TO FURNISH, DELIVER AND SELL ELECTRIC ENERGY TO SAID CITY AND ITS INHABITANTS FOR A PERIOD OF TEN YEARS. (PASS AND ADOPT) Comment: The current electric franchise with MidAmerican Energy was granted by ordinance effective December 4, 2007, which is now codified at Chapter 1, Title 12 of the City Code. The ordinance embodies the terms of the agreement reached by the City and MidAmerican in the negotiations preceding it adoption. The franchise has a maximum 25 year term as allowed by Iowa law but provides that if the Council does not adopt a resolution to continue the franchise "more than one, but less than two years prior to the tenth anniversary' the franchise will terminate. Thus, the franchise will terminate unless Council acts to renew it before December 4, 2016. Action: i AaQ -kz�zu b w c!/ ITEM 10. MIDAMERICAN ENERGY GAS FRANCHISE - ORDINANCE RENEWING AND CONTINUING THE FRANCHISE GRANTED TO MIDAMERICAN ENERGY COMPANY, ITS SUCCESSORS AND ASSIGNS, TO ACQUIRE, CONSTRUCT, ERECT, MAINTAIN AND OPERATE IN THE CITY OF IOWA CITY, A NATURAL GAS SYSTEM TO FURNISH, DELIVER AND SELL NATURAL GAS TO SAID CITY AND ITS INHABITANTS FOR A PERIOD OF TEN YEARS. SOLID WASTE CODE AMENDMENTS - ORDINANCE AMENDING TITLE 16, PUBLIC WORKS, CHAPTER 3, CITY UTILITIES, ARTICLE H, SOLID WASTE, TO REQUIRE APARTMENT BUILDINGS TO PROVIDE RECYCLING SERVICES TO TENANTS, ALLOW FOR THE CURBSIDE COLLECTION OF FOOD WASTE, PROHIBIT LANDFILLING OF TELEVISIONS AND COMPUTER MONITORS AND REQUIRE MATERIALS BEING DISPOSED OF AT THE LANDFILL TO BE SECURED. (SECOND CONSIDERATION) Comment: This ordinance amends several areas of Title 16 of the City Code as it relates to solid waste operations. These changes will include four waste minimization strategy initiatives that were brought before City Council on June 6, 2016. These initiatives include mandatory multi -family recycling, curbside collection of food waste, prohibiting landfilling of televisions and computer monitors and requirement that materials being brought to the landfill for disposal be secured/covered. COUNCIL PARKING - ORDINANCE AMENDING TITLE 3, "FINANCES, TAXATION AND FEES", CHAPTER 4, "SCHEDULE OF FEES, RATES, CHARGES, BONDS, FINES AND PENALTIES", SECTION 8, "PARKING VIOLATIONS" TO ADD A DESCRIPTION TO "PARKING RAMP FEES" STATING THAT COUNCIL MEMBERS WILL RECEIVE PARKING PERMITS AT NO CHARGE AND TO CHANGE THE TITLE OF THE SECTION TO "PARKING". (SECOND CONSIDERATION) Comment: This ordinance will codify the long-standing practice of providing parking permits to members of the City Council at no charge and change the title of Section 8 to "parking" as the section includes fees for parking as well as violations.
