Gilbert Street, 1301 S. Gilbert Street, and 1201 S. Gilbert Street (REZ16-00002). Moved by Mims, seconded by Botchway, that the rule requiring ordinances to be considered and voted on for final passage at two Council meetings prior to the meeting at which it is to be finally passed be suspended, the second consideration and vote be waived, and that ORD. 16-4683, AMENDING TITLE 16, PUBLIC WORKS, CHAPTER 3, Complete Description November 1, 2016 Page 4 CITY UTILITIES, ARTICLE H, SOLID WASTE, TO REQUIRE APARTMENT BUILDINGS TO PROVIDE RECYCLING SERVICES TO TENANTS, ALLOW FOR THE CURBSIDE COLLECTION OF FOOD WASTE, PROHIBIT LANDFILLING OF TELEVISIONS AND COMPUTER MONITORS AND REQUIRE MATERIALS BEING DISPOSED OF AT THE LANDFILL TO BE SECURED, be voted on for final passage at this time. Moved by Mims, seconded by Thomas, that the rule requiring ordinances to be considered and voted on for final passage at two Council meetings prior to the meeting at which it is to be finally passed be suspended, the second consideration and vote be waived, and that ORD. 16-4684, AMENDING TITLE 3, "FINANCES, TAXATION AND FEES", CHAPTER 4, "SCHEDULE OF FEES, RATES, CHARGES, BONDS, FINES AND PENALTIES", SECTION 8, "PARKING VIOLATIONS" TO ADD A DESCRIPTION TO 'PARKING RAMP FEES" STATING THAT COUNCIL MEMBERS WILL RECEIVE PARKING PERMITS AT NO CHARGE AND TO CHANGE THE TITLE OF THE SECTION TO 'PARKING', be voted on for final passage at this time. Moved by Mims, seconded by Cole, that the ordinance be finally adopted at this time. The Mayor noted that the following appointments to Boards and Commissions: appointments will be readvertised: Board of Adjustment for a five-year term January 1, 2017 — January 1, 2022; Human Rights Commission for a three year January 1, 2017 — January 1, 2020. The Mayor also noted that no applications were received for the following vacancies and all will be readvertised: Appeals, Board of, for a five-year term January 1, 2017- December 31, 2021; Parks and Recreation Commission for two vacancies to fill four year terms January 1, 2017 — January 1, 2021; Public Art Advisory Committee for two vacancies to fill three-year terms, January 1, 2017 — January 1, 2020; Senior Center Commission for two vacancies to fill three-year terms, January 1, 2017 — December 21, 2020; Telecommunications Commission for an unexpired term, upon appointment — July 1, 2017. Applicants MUST reside in Iowa City and be 18 years of age unless specific qualifications are stated. [Staff will not publish additional notices after a period of six publications; but will continue to advertise vacancies with postings and on the Council agenda. However, no additional publication costs will be incurred. The Mayor noted the previously announced vacancies: Senior Center Commission for an unexpired term, upon appointment — December 21, 2018; Airport Zoning Commission for an unexpired term, upon appointment — December 21, 2021; Airport Zoning Brd of Adjustment for an unexpired term, upon appointment - December 21, 2020; Airport Zoning Brd. of Adjustment for an unexpired term, upon appointment - December 31, 2018 (Formerly advertised); Historic Preservation Commission for a Jefferson St. representative to fill a three-year term, March 29, 2016 — July 1, 2019 (New District formed). Applications must be received by 5:00 p.m., Wednesday, November 9, 2016. Council Member Taylor reported on Council Member Thomas and her attending the award ceremony with City staff recognizing the City as a Healthy State Initiative Founder; and that four signs will be provided to the City for posting Council Member Thomas added comments on the keynote speaker and statistics provide don the impact of a healthy City; and noted the message reinforced the message from Jeff Speck on a walkable community Mayor Pro tem Botchway noted the upcoming election and encouraged everyone to vote; stated his excitement for the Witching Hour Festival on November 4-5; reported he Complete Description November 1, 2016 Page 5 had a lot of fun on his son's first Halloween; and acknowledged upcoming Veteran Day events. Council Member Dickens echoed comments on voting, and stated it was one of our greatest responsibilities; stated he found Jeff Speck a very impressive speaker and shared he walked form downtown Chicago to Wrigley Field the previous week and watched neighborhoods change and the blend of 14 story buildings in the middle of a row of brownstones; and reported he was one of the first to text City Manager Fruin when his face appeared in the Cubs crowd on Sunday evening. Council Member Cole stated he and Council Member Mims would be attending the induction ceremony in Des Moines for Iowa City Police Community Service Officer Henry Harper on November 4; encouraged people to view the Jeff Speck presentation on City Channel 4; and stated he would be attending the dance gala at the University of Iowa Space Place Theater. Mayor Throgmorton mentioned he would be meeting with Coralville Mayor Lundell and North Liberty Mayor Nielsen on November 9; he and City Manager Fruin would be meeting with Cedar Rapids Mayor Corbett and City Manager Pomeranz on November 10; he and Council Member Mims is arranging a meeting with School Board Members Lynch and Deloach and other Board Members; and stated he would be introducing five recipients of the Hawkeye Distinguished Veterans Award on Tuesday, November 8. Asst. to the City Manager Andrew reported he appreciated attending the Healthy Hometown event mentioned by Council Members Taylor and Thomas, and stated the City was well represented by Parks & Recreation Dir. (Knoche) DISCUSS FUTURE ACTIONS CONCERNING DOWNTOWN DEVELOPMENT [late handouts] Mayor Throgmorton noted an October 14 memo from him and distributed in late handouts, and asked for support of scheduling a special two-hour work session on the topic. Individual Council Members expressed their views. City Manager Fruin and City Attorney Dilkes responded to questions. After discussion a majority directed the City Manager and City Attorney to present a memo and schedule further discussion at the November 1 work session. ACTION: Agenda items for November 1 work session (Karr) CLARIFICATION OF AGENDA ITEMS 1. (Consent Calendar # 4d(1) Asphalt Resurfacing Project and # 4de(1) Sign Code) City Clerk Karr noted two late handouts showing a revised project cost for the Asphalt Resurfacing comment; and a revised title to the motion setting a public hearing for the sign code. (Consent Calendar # 4f(7) Correspondence from Kyle Sieck Iowa City Mobile Vending Association .... Food trucks) In response to Mayor Throgmorton, City Manager Fruin summarized previous discussions with Mr. Sieck for a pilot project in the downtown area and the need for a Code amendment if Council is interested in pursuing the request. Individual Council Members expressed their views and directed the City Manager's office to provide a background memo on food trucks and mobile vending regulations in Iowa City for further discussion at the November 1 work session. Council Member Dickens reported on attending "Book of Mormon" at Hancher and seeing John Hiatt at the Englert, and noting how lucky we are here in Iowa City to have these events. Mayor Pro tem Botchway noted the Step Afrika performance scheduled for October 20, at Hancher; stated Farmers Market ends the last week -end in October; remarked on the ICAD breakfast held that morning and Dr. Sirolli's comments on public input; and his participation in the panel discussion on social justice issues held at the Unitarian Universalist Church. Council Member Mims reported on attending "Building and Crossing Bridges" presentations, and thanked Mayor Throgmorton and Mayor Pro tem Botchway for their participation; noted the Iowa's Creative Corridor reception held the previous evening and the kick-off of their new program the "Wingman Project'; commented on the ICAD breakfast held earlier that morning; noted an invitation from the Housing Trust Fund for an event on October 19; and urged bicyclists to be well lit and drivers to use extra caution during the evenings.
