Mayor Throgmorton noted that Council Member Dickens wished to remove an item from the Formal meeting (Consent Calendar) agenda. AREA [IP # 3 of 10/27 packet] Neighborhood Services Development Coordinator Yapp presented a power point outlining the existing Comprehensive Plan and Strategic Plan goals for the North District. City Manager Fruin stated the discussion provided Council with an opportunity to reinforce, or disagree with, the content of the Plans; and to provide guidance to the applicant before they submit an application. The City Council discussed elements of the North District Plan and City Strategic Plan, including policies of the North District Plan, and the Strategic Plan goal of seeking opportunities to develop interstate entranceways in a way that can achieve other goals such as affordable housing, sensitive areas ordinance, and promoting neighborhood commercial areas that serve surrounding neighborhoods. ACTION: None at this time. [IP #4and 5of City Manager Fruin and City Attorney reviewed their memos. Individual Council Members expressed their views on the options outlined in the City Manager memo. City Manager Fruin and City Attorney Dilkes responded to questions. After discussion a majority agreed that conversations will carry over into the economic development incentive policy discussion already underway; and that further consideration of the options such as a form -based code will be considered after the studies (parking historic structures, housing, etc.) that are already in the works have been completed. ACTION: None at this time. [Break 6:45 p.m. - Discussion continued after the formal meeting] Council Work Session November 1, 2016 Page 2 DISCUSS CLIMATE CHANGE TASK FORCE [IP # 6 of 10/27 packet] City Manager Fruin and Sustainability Coordinator Nations presented information and responded to questions. After discussion a majority directed staff to work on a RFP for a consultant and prepare a resolution with recommended City carbon emission reduction goal that will be targeted in the plan. ACTION: Proceed as outlined. (Nations) DISCUSS FOOD VENDING TRUCK PROVISIONS [IP # 7 of 10/27 packet] Asst. to the City Manager Andrew reviewed his memo and provided background. After discussion Council directed staff to initiate a code change that would provide a food truck pilot in the spring of 2017. ACTION: City Manager Office will lead the effort and work with NDS staff and external stakeholders to move forward. (Andrew) CLARIFICATION OF AGENDA ITEMS None INFORMATION PACKET DISCUSSION [October 20, 27] ➢ October 20 None ➢ October 27 1. (IP8 Pending Work Session Items) Mayor Throgmorton noted that the November 1 work session would include discussion of the Airport Master Plan and Legislative Priorities. City Manager Fruin stated the Legislative Priorities discussion would provide an opportunity to discuss additions, and staff would then schedule for action on the December 6 agenda. The City Manager also stated Council should consider how they wish to engage with their elected officials, whether as a body, committee, or Mayor only. Mayor Throgmorton noted he would be absent from the November 15 meeting but preferred the whole body meeting the legislative delegation; and reminded Council of the legislative priorities identified by the School Board at the last joint meeting. 2. (IP15 Bar Check Report) Mayor Throgmorton noted the revised report and thanked staff for including a summary. 3. (IP17 Listening Post) Mayor Throgmorton noted the November 15 Listening Post scheduled for the Senior Center. Meeting ended 9:10 PM.
