Washington Street, Iowa City, Iowa, or if said meeting is cancelled, at the next meeting of the City Council thereafter as posted by the City Clerk; at which hearing the Council will consider a Resolution Authorizing Conveyance of 924 East Bloomington Street, also described as part of Outlot 7, Iowa City, Iowa, to an income -eligible family. KARR, CITY CLERK r�� ®07 CITY OF IOWA CITY 7 MEMORANDUM _ DATE: November 10, 2016 TO: Geoff Fruin, City Manager FROM: Lucy Joseph, Code Enforcement Specialist Tracy Hightshoe, Neighborhood Services Coordinator RE: November 15 City Council meeting agenda item: sale of UniverCity Neighborhood Partnership home Introduction On November 15, City Council will hold a public hearing and vote on a resolution authorizing the conveyance of 924 E. Bloomington St. as part of the UniverCity Neighborhood Partnership Program. Once this home has sold, the program will have completed 56 homes. 924 E. Bloomington Under the UniverCity Neighborhood Partnership, the City proposes to sell 924 E. Bloomington St. for $165,000. City funds were used to rehabilitate and sell the home as a single-family owner occupied home to an income -eligible buyer. Renovations included electrical work, plumbing, some exterior repair, new light fixtures, updated bathroom and kitchen, new cupboards, and new counters. The cost of renovations is not included in the sale price and forgiven once the homeowner has lived there for five years. The home must also be owner -occupied for 20 years. Built at the turn of the century, this home has two bedrooms, a den, one bathroom, a spacious backyard, and 1,008 square feet of finished living space. To assist with the sale of 924 E. Bloomington a realtor was hired. The home was completed in June of 2016, but no qualified applicants made an offer. The price was lowered to enable a sale and reduce further carrying costs to the City. No downpayment assistance will be offered to the buyers. Statement of Fiscal Impact The assessed value of 924 E. Bloomington at the time of purchase was $143,740 and the sale price is approximately $165,000. There will be no impact on the General Fund for ongoing operating expenses. Recommendation This home is located on a street where there are many rental properties. The renovated home will be an asset to the neighborhood and community.
