Mayor Pro tem Botchway read a statement announcing that the Airport Commission is present
and meeting with the Council on the Airport Master Plan which is an item on the work session
agenda. Airport Commission: Odegaard, Gardiner, Ogren. Operations Specialist Tharp
presented a power point presentation.
ACTION: None at this time.
Assistant to the City Manager Andrew presented an overview of issues facing cities, and
reviewed last year's Council legislative priorities and the current League of Cities. City Manager
Fruin reported on Metropolitan Coalition issued discussed at a meeting earlier in the day. After
discussion a majority directed staff to prepare a resolution for consideration at the December 6
meeting incorporating the following issues:
• Protection of the state property tax backfill
• Reinforcement of Home Rule authority with particular emphases on residential
occupancy, franchise fees, minimum wage and municipal regulation of marijuana
• Water quality related infrastructure funding
• Protection of worker rights
• Support for education funding (K-12 and higher education)
• Support of the League of Cities and Metro Coalition priorities
ACTION: Prepare a resolution for December 6 meeting. (City Manager's Office)
CLARIFICATION OF AGENDA ITEMS
1) City Clerk Karr noted additions to consent calendar and removing Item 4d(4).
2) Council Members were impressed with Southeast Junior High student letters regarding
recycling. City Clerk will follow up with teacher on responses to the students and
suggested a possible staff conversation with the students on the correspondence.

3) Mayor Pro tem Botchway stated that items regarding tobacco penalties would be
combined. He suggested items 10-14 be combined, hearings opened and closed, and
then resolutions adopted; he noted that items 15 and 16 have waived their hearings and
paid the fines and those resolutions would be combined and adopted.
4) Mayor Pro tem Botchway stated that after Consent Calendar he would be moving
directly into Public Comment period in order for persons to speak.
INFORMATION PACKET DISCUSSION [November 3, 10]
➢ November 3
1) (IP3 — Information from Council Member Thomas regarding Urban Trees) Council
Member Mims thanked Council Member Thomas for sharing the article. Council
Member Dickens raised concerns about protecting urban trees with the deer. Asst. to
the City Manager Andrew reported the DNR would be conducting a deer count this year
and combine the information with traffic collision data to make a decision on culling the
deer herd.
2) (IP4 — Memo from Housing Adm..... Fiscal Year 2016 Section Eight ... rating for ...
Housing Authority) Council Member Mims noted the good rating on Section 8 and
expressed gratitude to Housing Authority staff for their work.
3) (IP7 — I.C. Better Bridges Institute) Council Member Mims noted the two day event in
partnership with the City, the Downtown Association and the University of Iowa in
January, and encouraged people to take a look at attending.

1) (IP8 - Memo from Equity Dir.... 2015 Report on Racial Equity) Mayor Pro tem Botchway
raised questions regarding the Equity Report Council Members directed staff to
schedule a review of the Equity Report in relation to Council's strategic plan goals next
February with the new Police Chief present. In response to Mayor Pro tem Botchway,
City Manager Fruin stated his intent was to have the Police Chief confirmation on the
December 6 agenda.
City Clerk Karr noted the late handout regarding Park System Master Plan and invitation to
attend meeting on December Vt at the Rec Center 7:30 to 10:30 a.m. Council should notify
Karr if they are interested in attending.
