PUBLIC WORKS FACILITY MASTER PLAN OVERVIEW rIP3 of 1211 Info Packetl
Public Works Dir. Knoche thanked staff and all those who attended the Public Works facility tour
and introduced Neumann Monson representatives, Dave Zahradnik and Jesse Bulman who
presented a power point of the Facility Master Plan. City Manager Fruin stated these projects
will be discussed at the January CIP Budget meeting
ACTION: None at this time.
CITY CLERK SELECTION PROCESS rIP4 of 1211 Info Packetl
The Mayor referenced a memo he requested from City Clerk Karr on handling of duties in the
absence of a City Clerk, and a suggested timeframe for hiring. He noted that current Deputy
City Clerk Voparil is empowered to act in the absence of the City Clerk and an interim
appointment is not needed; additional deputy duties will be assigned to Adm. Secretary
Fruehling. He stated the City Clerk job had been posted and suggested a Council committee of
three work with City Manager Fruin, City Attorney Dilkes, and Human Resources Adm. Jennings
and report back to the Council on a recruitment strategy.
After discussion Council agreed the Council representatives to the City Clerk Recruitment
Committee would be Mims (chair), Dickens and Taylor.
ACTION: Committee will report back on January 3 on recruitment strategy, job posting
sites, and a recommended process for reviewing and vetting candidates. (Mims)
MEETING WITH AREA LEGISLATORS
Majority agreed it would be advantageous to meet with Area Legislators to discuss Legislative
priorities as a body.

CLARIFICATION OF AGENDA ITEMS
1) (Consent Calendar item # 4f(2) - Mark Signs: Affordable Housing Acton Plan) In
response to Mayor Throgmorton, City Mgr. Fruin stated that amount being
recommended is $650,000 and may be adjusted at Budget work sessions in January.
2) (Consent Calendar # 4d(2) Sidewalk cafes — resolution adopting a policy for use of
public right-of-way...) In response to Council Member Cole. City Manager Fruin
reported that applies to sidewalk cafes on Washington Street and no negative comment
has been received, and fences will no longer be required to be anchored to concrete on
a experimental basis.
3) (Consent Calendar item # 4f(8) - Brent Mills: Protestors blocking 1-80) Mayor
Throgmorton praised Police Department's, Interim Chief Bill Campbell's response to
protesters.
4) (Consent Calendar item # 4f(11) — Craig Baumgartner, Army Corps of Engineers:
Coralville Lake Regulation Manual) In response to Mayor Throgmorton, City Manager
Fruin stated his office will follow up with other local jurisdictions on the letter and provide
an update.

Oaks ... ) Mayor Pro tem Botchway commended staff on the memo
2) (IP7-9 — Board of Adjustment Transcriptions) In response to Council interest, NDS and
City Attorney's office will begin internal discussions on possible zoning code
amendments in response to the Lusk Avenue project and report back after litigation has
been resolved.

1) (IP8 - Press Release: Conversations on Diversity Lunch and Learn) In response to
Council Member Mims, Mayor Pro tem Botchway stated the event with Professor
Sanders had been cancelled but Human Rights Commissioner Coulter will be present to
discuss diversity in our community.
2) (IP2 — Article from City Manager: Inclusive Growth Depends on Cities) Council Member
Thomas noted the City was moving in the right direction addressing inequities that are
widespread in communities across the country.
➢ December 1
1) (IP12 — Press Release: Police Department Re -Accreditation Assessment Team invited
public comment) Mayor Pro tem Botchway noted the press release outlines written
comments and telephone comments but questioned if there was an ability to submit
online comments. City Manager Fruin will follow up.

2) (IP8 — Memo from Sustainability Coordinator: Climate Actions Plan Scope of Services)
In response to Council Member Thomas, Sustainability Coordinator Nations presented a
power point and responded that the emission reduction goal includes a buy -in from
across the community and the quickest effort she had heard was one year.
3) (IP6 — Memo from Mayor: Sanctuary City) In response to Mayor Throgmorton a
majority agreed to add the topic to the January 3 work session. The City Manager and
City Attorney will provide additional information for discussion.
4) (IP7 — Memo from City Clerk: KXIC Radio Show) After discussion a majority agreed to
the following schedule:

ITEM 5. Community Comment: Judy Nyren, Lucas Farms Neighborhood, and
Lorraine Bowans, Longfellow Neighborhood thanked city staff and Neighborhood
Outreach Planner Bollinger for her involvement in neighborhood associations and
supporting PIN grants. Sustainability Coordinator Nations introduced the AmeriCorps
team: Aren Calton, Kai Hedstrom, Emily Mueller and Michael Delp. AmeriCorps Delp,
spoke regarding city energy audits of publicly owned housing properties. Brandon Ross
read a quote from Henry Giroux regarding government and public versus private
interests and the Flint , Michigan water situation.

INTENSIVE COMMERCIAL (CI -1) ZONE AND PUBLIC (P-1) TO RIVERFRONT
CROSSINGS — SOUTH GILBERT DISTRICT (RFC -SG) ZONE FOR
APPROXIMATELY 8.52 ACRES LOCATED AT 1225 S. GILBERT STREET, 1301 S.

Animal Shelter on Saturday, 12/10.

workshop on Saturday, 12/10.
Council Member Mims encouraged staff to get the word out to students regarding
snow emergency procedures and encouraged individuals to sign up for email notices.

The Mayor stated that no public hearing would be held for the Wetherby Park Sport
Court Project 2017 and will be reset at a later date. Also noted no action is being taken
on resolution approving plans and specifications.
A public hearing was held on a resolution approving plans, specifications, form of
agreement, and estimate of cost for the construction of the cabin project, establishing
amount of bid security to accompany each bid, directing city clerk to post notice to
bidders, and fixing time and place for receipt of bids. Parks and Recreation Dir. Seydell-
