SANCTUARY CITY rlP #4 of 12/29 packetl Mayor Throgmorton opened discussion and noted that a number of the emails and phone calls opposing Sanctuary Cities were not from Iowa City residents and that the item is on the agenda at the request of many residents. City Attorney Dilkes gave an overview of her memo contained in Info Packet. Discussion regarding immigration enforcement and lack of city involvement for as the police department can remember Agreement that public resources are to be used for public safety, not for enforcement of federal immigration law.. Consensus of Council not to use "Sanctuary City" label. Action: The City Attorney's office will draft a policy for the January 17 Council meeting regarding not using local resources for immigration enforcement, and will reach out to the UI Law School to see if they will serve as a resource to the City on these issues in the future. DISCUSS COMPOSITION OF CLIMATE MITIGATION PLAN STEERING COMMITTEE IIP #3 of 12/29 packetl Sustainability Coordinator Nations reported on RFP's due by January 20th. Mayor Throgmorton stated need for ethnic diversity. Nations stated that "equity" is incorporated in the RFP. Action: NDS will draft a resolution for January 17 outlining the framework for steering committee. The City Clerk's Office will coordinate the application process after the resolution is approved. CITY CLERK RECRUITMENT rIP #5 of 12/29 packetl Council Member Mims gave an update on process. The committee will meet on the Jan. 18 to review applications and select a list of semi-finalists. List of final candidates will be referred to Council by the week of February 20`". Action: None at this time. DISCUSSION OF JOINT AGENDA ITEMS FOR JANUARY 30 IIP #6 of 12/29 packetl After discussion it was agreed on three key items for the Joint Meeting. Action: The City Clerk's Office will submit the following topics for the next Joint Government meeting: • Local Immigration policies • Iowa City Climate Mitigation Plan (Carbon Emission Reduction Plan) • Legislative Priorities CONVERSION THERAPY City Attorney Dilkes reported that the State occupies the Feld when it comes to Conversion therapy and imposing local law would be problematic. Action: The City Clerk's Office will prepare a proclamation regarding banning conversion therapy practices (if a draft is received from residents and is found to be acceptable by staff). CLARIFICATION OF AGENDA ITEMS 1) (Items 11 & 12) Workforce Housing Tax Credits — Council member Botchway asked about the affordable housing element. It was stated that it does not apply in these applications. City Manager Fruin noted it will be in the Riverfront Crossings District. INFORMATION PACKET DISCUSSION [December 8. 15. 22. 291 ➢ December 8. 2016 1) IP5 - Grant for pilot of Consumption Based Emission Inventory Tool - Mayor Throgmorton questioned the Grant source. City Manager Fruin said he would check back. Council Member Botchway questioned if just one portion of ordinance should be repealed. City Attorney stated it would be the entire ordinance. 2) IP8 - Snow Emergency Policies — Council Member Mims thanked staff for update as a reminder to citizens. 3) IP9 - Citizen's Police Academy — Council Member Mims encouraged individuals to get their applications in. 4) IP 7 - Letter from Mediacom Rate Adjustment — Mayor Throgmorton reported he has received negative comments for individuals regarding service and cost. City Attorney responded that we approve the basic tier rate based on formula but have no regulatory authority. ➢ December 15, 2016 1) IP2 — 724 Ronalds Street — Council Member Thomas stated he was happy hear of the great price received from sale. 2) IP3 — Bookmobile Planning and Cooperation with Antelope Lending Library — Council Member Thomas enjoyed reading about the bookmobile planning. ➢ December 22, 2016 1) IP2 - E-mail from Council Member Thomas Washington St. Intersections at Dubuque and Washington — Council Member Thomas would like to see this topic scheduled for a future work session. Action: The City Manager's Office will provide a memo to Council related to the traffic control measures at the intersections of Dubuque and Washington and Linn and Washington. Item will be scheduled for January 17`h Work Session. 2) IP4 - Joint Emergency Communications Services Annual Report — Council Member Botchway questioned overtime dollars. Meeting ended 6:40 p.m.
