Jobsite DATE: January 10, 2017 Dan Ahrens has submitted an application for a new retail liquor license, wine, or beer permit for Jobsite, a bar located at 928 Maiden Ln. Dan Ahrens is the manager and sole proprietor per the application he completed and submitted. Iowa Code 123.3(26) requires a liquor license holder be of "good moral character." Under the law, a person of "good moral character" is one with financial standing and good reputation sufficient to demonstrate that the person or entity will comply with all laws, regulations and ordinances governing the license. Dan Ahrens has an ownership interest in a number of other business ventures under various names. Per Iowa Courts Online, Dan Ahrens is listed as a defendant in many civil court actions in Iowa. In eight of those cases, Iowa Courts Online shows outstanding cost, fines, surcharges, restitution, or other monies owed as a result of a judgment against the listed defendants, including Dan Ahrens. While Dan Ahrens is only one of many defendants in most of the legal actions, he is specifically listed as a defendant and monies due as a result of the judgments are substantial. Available court records reference receiverships, foreclosures, garnishments, defaults, and debtors examinations. Until such time as Dan Ahrens is able to satisfy the outstanding judgments or otherwise demonstrate to the satisfaction of the Iowa City Police Department that he has the requisite good financial standing to hold a liquor license in the state of Iowa, the Iowa City Police Department DOES NOT APPROVE Dan Ahrens' application for a new liquor license. 4c(13) 01-17-1 4f(1) Julie Voparil From: Eleanor M. As you may know, the City Council has pushed to make Iowa City a Gold certified bicycle -friendly community. If we are able to achieve this goal, Iowa City will become the first in the State of Iowa to do so. In an effort to meet this goal there are a number of initiatives underway, including expanding and improving on -street bicycle infrastructure. With this in mind, the maintenance of roadways and bike lanes is an increasing focus of our operations. When we receive requests related to street repairs, our staff evaluates those on-site within 24 hours with very few exceptions. In many cases, the pothole can be repaired immediately. However, standard pothole repair may not always be an effective repair for certain pavement conditions. In some cases, full panels of concrete need to be replaced or specialized equipment and/or fill material that are only available in warmer months are needed. In these cases, the submittals are flagged and work is completed later in the year. When looking into your specific requests, I do believe that either immediate action was taken or that subsequent repairs have been added to our prioritized list for future work requiring specialized methods. We will strive to make this more apparent in our responses to work requests we receive from anonymous submittals such as what you have been submitting through our mobile app. Over the last several years the City Council has dedicated a substantial amount of additional financial resources to road repair and maintenance. In the proposed budget they are currently considering, our annual street resurfacing program continues to increase in each of the next five years. The Council is also considering the addition of new staff forthe Streets Division, which will continue to help us be responsive to requests for maintenance. Based on past comments from the City Council prioritizing road maintenance, I fully expect these additional resources to be approved. Again, I appreciate your active use of our mobile app and can assure you each of your requests are getting prompt attention, even if in some cases the repairs are not handled immediately. Gilbert by the railroad tracks. Before I go begging, I would like to mention that in the past, many if not most of my use of the GORequest app requests have been taken care of, however that has not been the case lately. I do not recall ever seeing so many large cracks and potholes in my 34 years as a resident of this great community of ours. For instance, two large series of wide cracks on and around 547 Southgate Ave, have forced me to use a new route. At 6:30 in the morning, when it's pitch dark, you can't see that well using a bike light. I have placed at least three GoRequests on that spot alone, but they haven't been addressed. I could go on with a list for Keokuk, College and many other streets. This community will only be truly great when we do the best to accommodate for the basic transportation of all residents of Iowa City. I feel like the Street Department is not doing that now, at least from the point of view of a cyclist. The University of Iowa Student Government Safety Committee recently identified streets near campus where street lights fail to adequately light the area (see the highlighted streets in the attached document). Sometimes the lights flicker on and off and other times they are off for extended periods of time. We wish for the City to review the identified areas, and ensure that the lights are in appropriate working order. We appreciate your effort to keep students and other residents of Iowa City safe. A major focus of our work is building awareness and support for policies to better account for the costs of burning fossil fuels and to promote a level playing field for other forms of energy production. I am writing you today to tell you about a proposal to create a federal carbon fee and dividend program and to seek endorsement by the Iowa City Council. The "Carbon Fee and Dividend" is a revenue -neutral charge on carbon dioxide emissions and the return of net revenues to households. A fee would be placed on fossil fuels at the source (oil well, coal mine, or port of entry), starting at $15/ton of CO2e and increasing over time. Revenues generated by this fee would be returned as quarterly or monthly dividends to all U.S. residents. About two-thirds of households will break even or receive more than they pay in higher prices for increased energy costs. Such a dividend program is similar to the "Alaskan Permanent Fund" which sends annual checks from North Slope investments to all state residents. It would inject billions of dollars into the economy, spur innovation, and build aggregate demand for low -carbon products at the consumer level. This market approach to developing non -carbon energy production has support across the political spectrum. Supporters range from national political leaders such as George Schultz, former Secretary of State under Ronald Reagan; climate scientists such as Dr. James Hanson, director of Columbia University's Climate Science program; business leaders in the energy sector (BP, ExxonMobil, Duke Energy, and others), and environmental organizations. We commend your efforts to reduce greenhouse gas emissions in Iowa City, most recently by setting emission reduction goals and initiating a planning effort to determine the best means of achieving these goals. These efforts would greatly benefit by having supportive federal policies in the form of an appropriate price on carbon. We urge you to endorse the Carbon Fee and Dividend program and have attached a sample City Council endorsement resolution. We would be happy to provide any other information you would find useful in considering this proposal. Once again, our school seems easily relegated to second tier status. (Press - Citizen). Where, I wonder, is the Administration's commitment to an older neighborhood school, long a lynchpin of the Northside Neighborhood? I would rejoice to read the following statement: "The renovation of the nearly 100 - year -old Mann Elementary will forge ahead despite complications with acquiring land and relocating students, 1 assures ICCSD Board Members and Administrators." During the early part of the semester the kids have had to leave school early due to lack of air conditioning which in return affects their education. Please don't delay this renovation if anything expedite it the kids deserve and us parents as tax payers would surely appreciate it! The health of the Northside is tightly tied to the health of Horace Mann. The North Side is a very visible part of Iowa City — visitors see it. If it is healthy and vibrant — that sends a wonderful message. If it is full of run- down rentals, that sends a very different message. So, please work — aggressively and with a common goal — to accommodate ICCSD as they struggle with issues such as parking, land acquisition, site plan, and student pick-up / drop-off by car. I would be willing to sacrifice a portion of the park, and several private properties, if it was the difference between keeping a renovated and open Horace Mann, versus closing the school. I even would support letting go of historic homes such as 630 Fairchild, as long as the district showed how it was necessary. Get creative — provide teachers with placarded on -street parking, encourage dual use agreements with privately owned parking areas ... think outside the box, collaborate, and get it done! Let me know if there is anything I can do to help as a private citizen. I have sent a letter to the board and the superintendent stressing collaboration with the city, staying on schedule, and sticking to commitments that have been made to taxpayers. The reasons stated in the article relate to the longer -than -expected conversation with the city and property owners to secure land. Although I appreciate the fact that some of it is out of the control of the school district, it puts Horace Mann (children, building, community) AGAIN at a disadvantage within the school district. The delay of the renovation is NOT acceptable. Please let me list a few reasons why we can not accept more delay: 1. The Mann Community has overwhelming supported the SILO and the RPS with the expectation that our older schools would receive the renovations they deserve. 2. The School Board and the City Council need to work together to make sure Horace Mann has its historical renovation in 2018-19 or sooner. Mann is located in the central district of our city and is seen by many people driving by. Mann should be a showcase for the community and not represent a neglected older school. 3. Dear Council Members, (Date) I recently sent ICCSD Board Members the following email: "Chris & Board Members, Hi and thank you for your upbeat and supportive emails. I'm heartened by your commitment to bringing the "best and brightest" to bear in the difficulties facing Mann and other elementary schools much in need. While I'm sure you've readjust about every comment, my two cents is as follows: 1. "Sub -urban" vs. "Urban" mentality. A sub -urban mentality pervades among some Board Members, Administrators, Council Members, City Staff and members of the public. A sub -urban mentality fervently clings to a doctrine of large modern elementary school design (-500 students). While a case can be made for large elementary schools and campuses, one shouldn't 1 adhere to a "one -size -fits -all" mentality. Clearly, schools in a dense urban surrounds operate successfully in much smaller footprints. I urge all involved to think "outside the box". 2. North Market Square Park should not be sacrificed for a large school campus! Rather, North Market Square Park is a historic and significant part of Iowa City's culture heritage which must not be cast away in the name of "progress". 3. It's clear to me the ICCSD Board and Administrators and City Council and Staff must work together. Elected officials have a mandate to complete the work the public elected you to do. Horace Mann is a centerpiece of the Iowa City community and its upkeep is essential; it benefits ICCSD, the city, and, most crucially, the students. The Mann community has supported the SILO and RPS with the expectation that the agreed-upon facilities plan would be pursued. Stay the course by keeping to this plan. I have no doubt Lincoln and Mann can work cooperatively to merge schools for the renovation year; Mann is a model of adaptation as, for example, its faculty, staff, and students have altered shared grade classrooms to single -grade classrooms over just one year. The key point is that the city and the school district need to work together to problem solve about the land issue through *active talks now*. Let's not make Mann a neglected older school that much of Iowa City's east side sees on a regular basis in its prominent Dodge St. location. Initial outreach to both our businesses and individuals with disabilities indicates general support for exploring whether a stop sign would improve pedestrian flow while not impacting current vehicular traffic, The current condition of a stop sign at this location seems to be working and there are many other intersections downtown that host stop signs over lights.
