[Work Session started after City Conference Board.] A transcription and power points are available in the City Clerk's Office and the City website. City Manager Fruin provided an overview of the project and presented a power point. Various aspects of original plan A and Plan B were reviewed, including affordable housing, TIF monies and church preservation. Financial ramifications were presented. Council discussed their views and price tag of project. Jesse Allen and Joe Holland appeared regarding timeline and asking staff to put questions in writing so they may prepare for January 31St meeting. ACTION: Agreed to defer for two weeks and schedule a Special Work Session on January 31 at 5:00 p.m. on this topic only. DISCUSSION OF TRAFFIC CONTROL PLANS FOR DUBUQUENVASHINGTON AND LINNNVASHINGTON City Manager Fruin presented summary of the project. Pros and cons were discussed of stoplights verses stop signs. Council members stated their views on traffic patterns and preferences. ACTION: City staff will delay the installation of signs at both Washington Street intersections and will look at non -peak hour traffic patterns. Engineering staff will return to Council when installation cannot be delayed further for a final decision. CLARIFICATION OF AGENDA ITEMS 1) ITEM 4f(8) Horace Mann Renovation: Mayor Throgmorton stated that it was not his or Council Member Thomas; intention to delay the project. Council Member Fruin will follow up with Steve Murley on a time that two representatives from Council may meet with him and two other school board members. INFORMATION PACKET DISCUSSION rJANUARY 121 ➢ January 12 1) (IP 7 — Article Michigan banned banning plastic bags) Council Member Mims expressed concerns regarding Michigan's ban on banning plastic bags and limiting what cities can do. Council Work Session November 15, 2016 Page 2 2) (IP 8, — Article Buffalo Becomes First City to Bid Minimum Parking Goodbye) Council Member Mims noted parking space removal in relation to affordable housing and reported that Council should be considering issues related to form -based code and parking study data that will be forthcoming. 3) (IP 5 — Pending Work Session Topics) Mayor Pro tem Botchway asked when disproportionately goals are going to be on agenda. In response City Manager Fruin stated that February 7l" will be set aside for the proposed budget but item can be placed on the February 21" agenda. City Manager Fruin noted that although Chief Matherly will not be able to lay out a specific plan a general discussion about Council expectations would be possible. Meeting ended 9:10 p.m.
