CORALVILLE CITY HALL MEMBERS PRESENT: Johnson County: Pat Harney, Mike Carberry Oxford: Brodie Campbell Hills: Tim Kemp Swisher: Chris Taylor STAFF PRESENT: Kent Ralston, Brad Neumann, Emily Bothell OTHERS PRESENT: Chad Sands (ECICOG) 1. 6:00 PM CALL TO ORDER OF RURAL POLICY BOARD MEETING a. Introduce Board members and recognize alternates Kemp called the meeting to order. Pat Harney and Mike Carberry were recognized as alternates for Janelle Rettig and Rod Sullivan representing Johnson County. b. Consider approval of meeting minutes Carberry moved to approve the meeting minutes from January 2015; the motion was seconded by Taylor. The motion carried unanimously. 2. PUBLIC DISCUSSION None 3. ADMINISTRATION a. Consider approval of the Rural Policy Board section of the FY2017 MPOJC Budget and Two-Year Financial Forecast Ralston introduced the FY2017 MPOJC Budget and Financial Forecast, noting that the budget has decreased approximately 1% from FY2016, which in turn has decreased MPOJC community assessments. Carberry asked what accounts for the 1% decrease in the budget. Ralston responded that in the past staff turnover and increased consultant funds caused the budget to fluctuate but the MPO is fully staffed this year which has decreased the amount of consultant funds necessary. Carberry moved to approve the FY2017 budget. Taylor seconded the motion. The motion carried unanimously. b. Consider approval of the FY2017 Johnson County assessment schedule for the East Central Iowa Council of Governments Ralston explained that the MPO acts as the collection agency for ECICOG. ECICOG proposed a 2% increase in assessments for FY2017. Ralston explained that ECICOG services are available to all Johnson County communities. Harney moved to approve the motion; Campbell seconded. The motion carried unanimously. 4. AVAILABILITY OF EAST CENTRAL IOWA COUNCIL OF GOVERNMENTS ASSISTANCE Chad Sands from ECICOG provided a description of ECICOG services and roles and who their organization serves. He explained specific programs offered that Johnson County communities can take advantage of. 5. DISCUSS POTENTIAL MPOJC WORK PROGRAM PROJECTS FOR FY2017, FOR WHICH RURAL COMMUNITIES MAY WANT MPOJC ASSISTANCE Ralston presented the FY2017 MPOJC Transportation Planning Work Program schedule to the Board. This program includes traffic counts, sign studies, grant applications and other traffic control evaluations for communities that request assistance. Taylor expressed interest in having the MPO aid in the reconstruction of Division Street in Swisher. Ralston explained that the MPO could not supply Swisher with funding sources but that they could aid them by preforming a transportation study of the road. Ralston noted he would add the request to the Work Program. 6. UPDATE ON SMALL COMMUNITY TRAFFIC ENGINEERING ASSISTANCE Neumann presented information on the types of traffic engineering services offered by MPOJC. A letter requesting traffic count priorities would be sent to each community in early February. Carberry expressed concern about the traffic around Liberty High School in North Liberty and if traffic counts could be collected. Ralston explained that a previous study had been completed in the area and an update to the study is planned to be included in the Work Program. 7. UPDATE ON IOWA-DOT I-380 CORRIDOR TRANSPORTATION STUDY Neumann presented the results of the Iowa DOT’s I-380 corridor study, which is currently looking into finding agencies that may be interested in providing contracted services for commuters. The study would be part of the I-380 Coralville to Cedar Rapids Corridor Multi-modal Operations Study. 8. UPDATE ON FEDERAL TRANSPORTATION LEGISLATION No verbal update provided. Ralston asked that any questions be forwarded to him after the meeting. 9. CONSIDER ELECTION OF CALENDAR YEAR 2016 RURAL POLICY BOARD OFFICERS Campbell moved that Tim Kemp remain chair and Chris Taylor remain Vice Chair. The motion was seconded by Harney. The motion carried unanimously. 10. OTHER BUSINESS Ralston offered a new member orientation for educating new members of the Board on their responsibilities. 11. ADJOURNMENT The meeting adjourned at 6:45 PM.
