Job Summary
Directs all City financial affairs. Administers and coordinates the operational, financial, personnel and
policy activities of the Finance Department.
Job Scope
Directly supervises six to ten employees. Indirectly responsible for approximately forty employees.
Directs the preparation of the three-year operating and capital improvement budget for the City.
Prepares and administers the annual budget. Monitors expenditures during the year and makes
recommendations for budget modifications or additional funds.
Essential Job Duties and Responsibilities
Coordinates and prepares the City's annual budget and Three Year Financial Plan for operations and
capital improvements.
Analyzes and prepares all receipt estimates and all non-departmental expenditure budgets.
Monitors actual receipts, expenditures and cash position of each Fund.
Reports on the City's financial status.
Issues and coordinates all bond sales.
Coordinates bond activities with Bond Counsel and the City’s Financial Advisor.
Analyzes departmental budget requests and processes all budget amendments.
Interviews, selects and evaluates the performance of the Finance division supervisors and
administrative staff.
Supervises, provides general direction and reviews the work of division supervisors and support staff.
Approves personnel change forms for the Finance Department.
Reviews supervisor evaluations of subordinates.
Manages the City's insurance and risk management programs and recommends insurance changes.

Assures compliance with federal and state regulations, reporting and other related financial
requirements.
Manages the City’s relationship with banking and financial institutions and oversees investment of City
funds.
Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace
and community.
Performs other related duties as assigned.
Physical and Environmental Conditions
Ability to transport self from building to building and to attend various functions and meetings at other
sites either within or outside of the City.

Minimum Education, Experience and Certification
Bachelor's degree or equivalent in accounting, finance, business administration, economics or public
administration from an institution accredited by a DOE recognized accreditation body required. Minimum
seven years’ progressively responsible experience in governmental accounting required. Or equivalent
combination of education and experience. Must reside in the municipal limits of the City of Iowa City.
Must pass criminal background check.
Preferred Education, Experience and Certification
CPA and/or advanced degree preferred.
Knowledge, Skills, and Abilities
Detailed knowledge of governmental accounting, local government operations, budget preparation and
State laws. Proven skills in financial management, policy planning, organization, goal setting, and
employee supervision. Must respect differing views and opinions, understand the process of
consensus-building, and be relied upon to provide his or her best professional recommendation at all
times. Must know how to achieve goals, anticipate problems and barriers, and devise ways to work
around or through them. Must be a motivator and leader to his/her staff and be candid and willing to
advise the City Council and City staff in an honest and forthright fashion. Must present self well to a
wide range of audiences and be comfortable in a highly engaged community with a high education
level. Must interact well with other governing bodies and act in a positive fashion with the University
community and other local officials. Ability to read and understand financial materials, reports, and
journals. Ability to develop and present mathematical budget information and financial reports. Ability to
effectively prioritize financial operations and achieve preset goals within designated time deadlines.
